HMRC estimates the tax gap, which is the difference between the amount of tax that should, in theory, be paid to HMRC, and what is actually paid. Around £0.4 billion of this gap is estimated to relate to marketed avoidance schemes, including disguised remuneration (DR) schemes, in 2020-21. HMRC\u2019s data shows that the vast majority of marketed avoidance scheme use relates to DR schemes.<\/p>
<\/p>
DR avoidance schemes seek to avoid tax that is due from those that use them, so action to counteract this involves a tax charge on the scheme user, rather than the promoter or enablers of such schemes.<\/p>
<\/p>
Where the user was employed, HMRC will go to the employer to settle the tax due or collect the Loan Charge in the first instance. Where collection from an employer is not possible, such as when the employer no longer exists or is based offshore, HMRC considers other options to collect the tax due.<\/p>
<\/p>
The Government and HMRC are committed to tackling promoters and enablers of tax avoidance schemes. Legislation included in Finance Acts 2021 and 2022 strengthens and accelerates this power and other measures to tackle promoters and enablers.<\/p>"}

The independent pay review body process is the established mechanism for determining pay uplifts in the public sector, including staff working in the NHS. For the year 2022/23, we asked the independent pay review bodies for recommendations for NHS staff not already in multi-year deals.<\/p>
The pay review bodies considered a range of evidence when formulating their recommendations including cost of living, inflation, recruitment, retention, morale, and value for the taxpayer. They receive evidence from a wide range of stakeholders including government, NHS system partners and trade unions.<\/p>
In July, we accepted their formal recommendations in full and have backdated all pay awards to April.<\/p>"}

Once diagnosed and with a management strategy in place, the majority of people with epilepsy can be cared for through routine access to primary and secondary care commissioned by local integrated care boards (ICBs).<\/p>

Safety will always be a top priority as we consider options for regulating e-scooters. The Department is drawing on the helpful work of the Parliamentary Advisory Council for Transport Safety, Warwick Manufacturing Group and groups representing blind and visually impaired people. No final decisions have been made and the Department will consult publicly before any new arrangements come into force.<\/p>
<\/p>
Alongside the national evaluation of the e-scooter trials, we are continuing to gather wider evidence on the safety of e-scooters, including through DfT official statistics (such as STATS19), social behavioural research, as well as by following research conducted by external bodies. The findings report from the evaluation, and underlying datasets, will be published in due course.<\/p>

Defra is in the process of analysing its REUL stock and determining what should be preserved as part of domestic law, as well as REUL that should be repealed, or amended. Our aim is to ensure that environmental law is fit for purpose and able to drive improved environmental outcomes, whilst also ensuring regulators can deliver efficiently. This will ensure the United Kingdom regulatory framework is appropriate and tailored to the United Kingdom.<\/p>
The United Kingdom is a world leader in environmental protection and HM Government has clear environmental and climate goals, such as those set out in the Environment Act, the 25 Year Environment Plan and the Net Zero Strategy respectively. We are committed to delivering our legally binding target to halt nature's decline by 2030. The Retained EU Law (Revocation and Reform) Bill will enable the government to realise the benefits of Brexit by adopting a regulatory approach which best meets the UK\u2019s interests. The Government is currently reviewing how best to use the powers provided by the Retained EU Law Bill, including which pieces of retained EU law should be repealed, reformed or preserved. Any reforms will not come at the expense of the UK\u2019s already high standards. In September we announced \u2018Our plan for patients\u2019, which outlines how we will increase access to National Health Service mental health and eating disorder services, including in Edmonton. Through the NHS Long Term Plan, we are investing an additional £2.3 billion a year by 2023/24 to expand NHS mental health and eating disorder services for adults, children and young people in England, including in Edmonton.<\/p>
We will invest approximately £1 billion in community mental health care for adults with severe mental illness. including eating disorders, by 2023/24 and an additional £53 million per year in children and young people's community eating disorder services to increase capacity in the 70 community eating disorder teams.<\/p>"}
