The Government consulted extensively on the future of Channel 4, and the views and evidence gathered from a wide range of stakeholders across the UK has informed the government\u2019s assessment of any potential impact of a change of ownership. The Government published its sale impact analysis<\/a> on 28 April.<\/p>

Channel 4 has done an excellent job in supporting the UK production sector and thereby delivering on one of its founding purposes. Forty years on, independent production in the UK is now booming, with revenues having grown from £500 million in 1995 to £3 billion in 2019. Companies are increasingly less reliant on Channel 4 for commissions - only 7 per cent of the UK\u2019s independent production sector revenues come from Channel 4 commissions.<\/p>

Channel 4 still has an important part to play in supporting the sector and our wider creative economy. Channel 4 will still be required to commission a minimum volume of programming from independent producers, in line with the quotas placed on other PSBs, and Channel 4\u2019s existing obligations in terms of regional production outside of London and England will also be maintained.<\/p>

Channel 4 has excellent relationships with independent producers right across the UK and there is no reason this should change. The Government expects a new owner to want to build on and develop those relationships.<\/p>

The Government believes that in the long run the UK production ecosystem will benefit from a more sustainable Channel 4. A change of ownership that improves Channel 4\u2019s access to capital could increase spending on production. The UK Government encourages Overseas Territories to join in the Platinum Jubilee celebrations.<\/p>

The Foreign, Commonwealth and Development Office (FCDO) has issued guidance to its teams in the Overseas Territories and there are many ways Overseas Territories can get involved including Big Jubilee Lunches, tree planting, the lighting of Beacons and the competition for Civic Honours.<\/p>

The Counter Disinformation Unit has been operational since March 2020. The Unit works across Government to build a picture of the scope, scale and reach of disinformation and misinformation and works with a range of partners, including social media platforms, civil society, and academia to tackle it.<\/p>

The Sport Survival Package launched in November 2020 to ensure sport organisations survive the period of coronavirus restrictions which prevented spectators from attending spectator sport events. Whilst coronavirus restrictions were in place, we engaged with the whole sport sector, including the England and Wales Cricket Board as cricket\u2019s national governing body, to understand the evolving challenges and support recovery. Organisations seeking to use cookies and similar technologies that track information about people accessing online services have to comply with the Privacy and Electronic Communications Regulations 2003 (PECR), the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 (DPA). Subject to relevant exemptions, any use of cookies and similar technologies requires the provision of clear and comprehensive information as well as the consent of the user or subscriber.<\/p>

The legislation does not expressly prohibit or permit the selling and sharing of people\u2019s data, but regulates the circumstances in which data sharing can take place. The ICO has published a statutory Code of Practice on data sharing which contains practical guidance for organisations on how to share data fairly and lawfully, and how to meet their accountability obligations. The Code is available here<\/a>.<\/p>

The ICO has a number of powers to tackle the unlawful processing of personal data, including the power to serve enforcement notices requiring organisations to stop the processing or to erase the data, and the power to serve civil monetary penalties. The ICO can also investigate and prosecute criminal offences under the DPA. We recognise the importance of ensuring public access to indoor and outdoor pools and that swimming is a great way for people of all ages to stay fit and healthy. The responsibility of providing this access lies at local authority level, and Her Majesty\u2019s Government continues to encourage local authorities to invest in good swimming facilities.<\/p>

We also recognise the impact rising energy prices will have on businesses of all sizes. Ofgem and Her Majesty\u2019s Government are in regular contact with business groups and suppliers to understand the challenges they face and explore ways to protect consumers and businesses.<\/p>

Sport England has invested £25,027,478 in swimming and diving projects since January 2017, which includes £15,724,500 to Swim England. This is in addition to the £100 million National Leisure Recovery Fund which supported the reopening of local authority swimming pools throughout the country after the pandemic, with 1,176 separate pools supported across 701 sites.<\/p>
