To disobey these rules is to commit a criminal offence.<\/p><p> <\/p><p>Local authorities are responsible for the enforcement and monitoring of this legislation and already have powers to issue fixed penalty notices (FPNs) to drivers leaving engines running unnecessarily. It is vital that these powers are used to help deal with local air quality issues where necessary.<\/p><p> <\/p><p><strong> <\/strong><\/p>"}
