Requiring proof of identity to vote in a polling station will strengthen the integrity of our electoral system, and give the public confidence that our elections are secure and fit for the 21st century.

Both Electoral Commission and Cabinet Office evaluations show that the voter identification pilots were a success and the overwhelming majority of electors cast their vote without a problem. There was no indication that any consistent demographic was adversely affected by asking for identification to vote.

Photo identification has been required in Northern Ireland since 2003, when introduced by the last Labour Government. Labour Ministers told Parliament: “The measures will tackle electoral abuse effectively without disadvantaging honest voters.... [ensuring that] no one is disfranchised because of them ” (Hansard, 10 July 2001, Col. 739) and “the Government have no intention of taking away people’s democratic right to vote. If we believed that thousands of voters would not be able to vote because of this measure, we would not be introducing it at this time” (Lords Hansard, 1 April 2003, Col. 1247). There has been no adverse effect on turnout or participation by such groups since then.

The Government has taken due regard to the public sector equality duty. We will continue to work with the Electoral Commission and other stakeholders including charities and civil society organisations to make sure that such reforms are inclusive for all voters. I have met with charities representing those who are elderly, suffer from dementia, are LGBTQ+, are BAME and other groups. For any voter who does not have one of the required forms of photographic ID, a local elector ID will be available, free of charge, from their local authority.

ID is already requested normally and reasonably in many areas of life, including by many constituency Labour parties, who require voter identification to vote in Labour Party selection meetings. The Labour Party’s NEC also mandates two forms of ID for any members joining an association which is in special measures.

The UK Government has provided an unprecedented package of financial support for tenants, and we will continue to monitor closely the impacts of Covid19 for renters. This included increasing the local housing allowance rate to the 30th percentile, providing nearly £1bn of additional support for private renters claiming Universal Credit or Housing Benefit in 2020/21.

We also introduced a stay on possession proceedings to ensure no one needed to be concerned about the threat of eviction over the summer. Now that courts are hearing possession hearings again, in addition to steps led by the Judiciary to prioritise the most serious cases, the Government has increased notice periods to six months in all but the most egregious cases. This means that renters now served notice can stay in their homes over winter, with more time to find alternative support or accommodation. There will also be no enforcement of evictions in areas of local lockdown or over the Christmas period in England and Wales.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4095", "label" : {"_value" : "Biography information for Steve Barclay"} } , "answeringMemberConstituency" : {"_value" : "North East Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Steve Barclay"} , "dateOfAnswer" : {"_value" : "2020-09-30", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-09-30T09:56:23.863Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2020-09-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Evictions: Coronavirus"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, if he will make it his policy to provide one-off funding of £270 million to (a) support and (b) extend tenancies for people at risk of homelessness due to eviction during the covid-19 outbreak.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3930", "label" : {"_value" : "Biography information for Caroline Lucas"} } , "tablingMemberConstituency" : {"_value" : "Brighton, Pavilion"} , "tablingMemberPrinted" : [{"_value" : "Caroline Lucas"} ], "uin" : "94382"} , {"_about" : "http://data.parliament.uk/resources/1237009", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1237009/answer", "answerText" : {"_value" : "

The Vulnerable Supply Chains Facility seeks to enable vulnerable people and supply chains in agriculture and the garments sectors to recover from and remain resilient to the economic and social impacts of COVID-19. It will leverage the reach and influence of responsible businesses through partnerships with expert organisations such as Fairtrade or the Ethical Trading Initiative.

In just under ten weeks the Facility established partnerships with 16 of the UK's largest retailers and wholesalers. We are already starting to see some of the results, such as the commencement of COVID-19 occupational health and safety training in over 20 garment factories in Bangladesh. Over the coming 12 months the portfolio will benefit over 800,000 people in Sub-Saharan Africa and South Asia. I have every confidence the Facility will meet its objectives and ensure Britain is a force for good in the world.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1559", "label" : {"_value" : "Biography information for Sir James Duddridge"} } , "answeringMemberConstituency" : {"_value" : "Rochford and Southend East"} , "answeringMemberPrinted" : {"_value" : "James Duddridge"} , "dateOfAnswer" : {"_value" : "2020-10-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-10-06T13:46:13.373Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2020-09-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Developing Countries: Supply Chains"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the effectiveness of the Vulnerable Supply Chains Initiative in meeting that scheme's objectives; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/177", "label" : {"_value" : "Biography information for Gareth Thomas"} } , "tablingMemberConstituency" : {"_value" : "Harrow West"} , "tablingMemberPrinted" : [{"_value" : "Gareth Thomas"} ], "uin" : "94323"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&AnswerDate=2020-09-25&min-ddpCreated=2020-06-17T19%3A26%3A37.420Z", "page" : 0, "startIndex" : 1, "totalResults" : 282, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
