To help prevent people getting into financial hardship or rent arrears, the Government has put in place an unprecedented support package, including support for business to pay staff salaries through the Coronavirus Job Retention Scheme, £9.3 billion of additional support through the welfare system this year, and increasing Local Housing Allowance rates so that they are set at the 30 th<\/sup> percentile of local market rents in each area.<\/p>

Legislation has been introduced that means, from 29 August 2020, landlords must give tenants six months\u2019 notice before they can evict in most circumstances, apart from the most egregious cases \u2013 such as incidents of anti-social behaviour and domestic abuse perpetrators \u2013 where it is right that landlords should be able to start progressing cases quicker, because of the pressure they place on landlords, other tenants and local communities. This will be in force until 31 March 2021.<\/p>

In addition, new court rules, which will come into force on 20 September, will mean landlords will need to set out in their claim any relevant information about a tenant\u2019s circumstances, including information on the effect of the COVID-19 pandemic. Where this information is not provided, judges will have the ability to adjourn proceedings.<\/p>

My hon. Friend, the Minister of State for Universities, has written directly to all Vice Chancellors and has set up a Higher Education Taskforce so that the government can work with the sector to build capacity, harness expert views and tackle challenges. Together, we have agreed that all students who achieved the required grades will be offered a place at their first-choice university, wherever possible.<\/p>

We have taken a number of steps to support this commitment. We have announced that, subject to parliamentary approval, we will completely remove temporary student number controls to help ensure there are no additional barriers to students being able to progress to higher education.<\/p>

We have announced that we will lift caps on domestic medicine and dentistry courses in the next academic year. We will support providers to offer places to as many students who have met the grades for their current offer as they have capacity for, and where there are clinical placements available, through additional grant funding to support the costs of this provision.<\/p>

We will also provide additional teaching grant funding to increase capacity in science, technology, engineering and mathematics (STEM) and other high-cost subjects, which are vital to the country\u2019s social needs and economy. The Office for Students (OfS) will consult the sector on the details of how the allocations are made.<\/p>

Providers will also be eligible to bid for a share of up to £10 million in funding to support capital expenditure. This funding will be used to support the infrastructure required to accommodate additional students recruited as a result of the changes to policy on A level grades.<\/p>

The fund will be administered by the OfS, and providers will be eligible to bid for projects that support expansion in 2020/21.<\/p>

We will continue to monitor the situation and to consider the effects that deferrals will have on future years. The area under the receiver operating characteristic (AUC) is a value between 0 and 1 which allows for a comparative analysis of different classification systems. In the context of a contact tracing app, it is the probability that the app is able to correctly discriminate between risky and non-risky encounters where an encounter is classed as being with a user that has tested positive for COVID-19.<\/p>

AUC values are based on modelling assumptions and, due to practical experimental limitations, are subject to uncertainty. A value of greater than 0.8 is generally considered by the scientific community to be \u2018good or excellent\u2019.<\/p>

The new NHS Test and Trace app is estimated to have an AUC which improves on that achieved for the original NHSX COVID-19 contact tracing app and, with the implementation of further enhancements to the risk calculation and the underlying technology provided by Google and Apple, will have an AUC that would be considered good or excellent.<\/p>

The following advisory groups will continue to exist: Continuity; Customs; Financial Services; Intellectual Property; Procurement; Small and Medium-Sized Enterprises; Sustainability; and Trade for Development. The Government will publish a summary of responses to the Call for Evidence later this year.
