On 8 June new rules for international travellers were introduced in order to reduce the risk of new COVID-19 cases from abroad.<\/p>

A legal Memorandum on Compatibility with the European Convention of Human Rights and EU Charter was completed for the regulations, which fall under The Public Health (Control of Diseases) Act 1984. The analysis considered that the self isolation measure is a proportionate means of achieving the legitimate public health aims of the policy to control and reduce the domestic incidence of COVID-19.<\/p>

British nationals who are overseas and wish to return to the UK, but cannot afford travel costs and have no other options for getting funds to return home, may apply for an emergency loan from the Government as a last resort.<\/p>

Those eligible must sign an Undertaking to Repay (UTR) in which they agree to repay the loan within 6 months. Loan recipients are unable to renew their passport until they repay the loan in full. If loan recipients do not repay the loan or set up a repayment plan with the Foreign and Commonwealth Office (FCO) within 6 months, their passport may be cancelled, and their details passed to Indesser, a cross Government debt management service. The FCO will always work with British nationals to agree flexible repayment plans tailored to individual circumstances. We will not cancel the passports of those actively seeking to repay their loan. A small number of Private Office staff have been working out of 2 Marsham Street on some days of the week since 22 April in support of Ministers and their attendance at Parliament in line with Cabinet Office guidance for Private Offices and Parliamentary Clerks. These staff have volunteered to work out of 2 Marsham Street.<\/p>

Advice was communicated to these staff on social distancing measures to ensure the safety and wellbeing of the Ministerial team and Private Office staff.<\/p>

The Private Office team, the People, Capability and Change team and the Estates team have regularly discussed the need for the presence of Private Office staff as part of its business continuity preparations for COVID-19 and as it became clear that hybrid proceedings would potentially start in the House of Commons. These discussions have continued as the House of Commons operations have evolved to include physical voting. No instructions have been issued to the People, Capability and Change team nor to the Estates team on the return of Private Office staff as these decisions are taken by line managers as part of our business continuity arrangements.<\/p>

Line managers have discussed with Private Office staff the return to 2 Marsham Street to support Ministers as it became clear that proceedings would potentially start in the House of Commons. Return dates were agreed with staff and line managers as staffing requirements became clear.<\/p>
