Everyone in the UK should have the opportunity to progress and fulfil their potential in employment, to benefit both the individual and the wider economy. Despite accounting for just under half of all employees in the UK, women are more likely to be in low paid work than men.<\/p>

The Government has an aspiration to end low pay, and next year it will set out the Low Pay Commission\u2019s remit from 2020 onwards.<\/p>

The National Living Wage (NLW) benefits a higher proportion of women than men. In April 2019, the NLW will increase by 4.9% to £8.21. This is an increase to a full-time minimum wage worker\u2019s annual earnings of over £690, making progress on the government\u2019s objective for the NLW to reach 60% of median earnings by 2020.<\/p>

We will be publishing a strategy in the Spring on gender equality and economic empowerment that will include consideration of how we can best support low paid women.<\/p>

UK officials safeguard and continuously monitor the expenditure of UK aid in the Occupied Palestinian Territories. Individual government departments have long established complaints procedures. That approach has not changed under Labour governments 1997-2010 or successive governments. The DWP has a two tier complaints process which considers formal complaints about our service. <\/strong>Once a complainant has exhausted the DWP complaint process they are signposted to the Independent Case Examiner\u2019s Office if they are dissatisfied with the final response to their complaint. The Department wants to help schools support the wellbeing of their pupils. That is why in October 2018, my right hon. Friend the Prime Minister announced that schools would be provided with a framework to support them to assess the wellbeing of their pupils. The Prime Minister also made a commitment that the Government will publish an annual \u2018State of the Nation\u2019 report every year on World Mental Health Day, highlighting the trends and issues in young people\u2019s wellbeing. Work is underway to deliver these commitments.<\/p>

In addition, the Department is working with the Department of Health and Social Care to ensure that all schools have access to mental health support, and has also doubled the Primary Physical Education and Sport Premium to £320 million per year since September 2017. The Department is delivering a programme of work to explore how best to support disadvantaged children and their families to access free enrichment activities and healthy food during the school holidays. Up to £26 million is being invested in a breakfast club programme, which will open or improve breakfast clubs in over 1,700 schools and will be targeted at the most disadvantaged areas of the country.<\/p>

Bullying can have serious and lasting consequences on wellbeing. The Government has sent a clear message to schools that bullying, including cyberbullying, for whatever reason is unacceptable. All schools are legally required to have a behaviour policy with measures to prevent all forms of bullying. The Department is providing over £2.8 million of funding between September 2016 and March 2020, to four anti-bullying organisations to support schools to tackle bullying.<\/p>

The Department is committed to ensuring that all disabled people, including those with a learning disability, have the same opportunities to access high quality healthcare as everyone else. Where necessary, all healthcare services should make reasonable adjustments to ensure this, in line with the requirements of the Equalities Act 2010 and the NHS Information Standard. We have no plans to introduce a national healthcare strategy for disabled people.<\/p>

<\/p>

In the new year we will consult on the introduction of mandatory learning disability and autism training for health and care staff. This will provide for greater parity of treatment by ensuring that staff understand the needs of people with learning disability or autism and have the skills to deliver the most effective care and support to them.<\/p>

<\/p>

Learning disabilities and autism are also one of the four clinical priority areas within the National Health Service long-term plan, which will also help to address the inequalities experienced by people with a learning disability or autism.<\/p>

<\/p>

As of 30 November 2018, 914 reviews of deaths reported to the Learning Disabilities Mortality Review Programme (LeDeR) have been completed with a further 185 at the approval stage. The next annual report of the LeDeR programme is currently planned to be published before summer 2019 and will include data from 1 January 2018 to 31 December 2018. All local areas have access to findings from reviews taking place within them.<\/p>

<\/p>

The Department does not assess complaints made to the National Health Service by people with a learning disability. The Local Authority Social Services and National Health Service Complaints (England) Regulations 2009 set out what local organisations must do in respect of complaint handling in the NHS. These regulations are designed to ensure that wherever possible complaints are resolved effectively at local level with lessons learnt to improve services.<\/p>

<\/p>

As part of the implementation of the Learning Disability Improvement Standards, a data collection is being undertaken by NHS Improvement to better understand the key themes arising for people with learning disabilities accessing NHS care. As part of the data collection, which will close on 31 December, NHS trusts are expected to measure themselves against the Learning Improvement Standards and a number of metrics allied to each Standard. NHS Improvement has shared data from this collection with the Care Quality Commission to help inform their regulatory approach and identify where their support activity is best prioritised.<\/p>

We have not made a formal assessment of whether the number of avoidable deaths of people with learning disabilities in the NHS has reduced. The aim of the LeDeR programme and the Learning Disability Improvement Standards is to ensure that NHS trusts and commissioners maintain a focus on avoidable mortality so that the deaths of people with learning disabilities thought to be due to problems in care are significantly reduced.
