In December 2017 the Department announced that, when the opportunity arises, it intends to amend the School Admissions Code to require admission authorities to give children who were previously in state care outside of England highest priority for admission into school.

Until such time when the relevant changes to the Code can be made, admission authorities have been asked to use their current flexibilities in setting their own admission arrangements to grant such children second highest admissions priority in their oversubscription criteria.

To further encourage admission authorities to make this change, additional advice was issued about this matter to all local authorities, with a request that it is circulated to all own admission authorities in their respective areas in August 2018.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/111", "label" : {"_value" : "Biography information for Nick Gibb"} } , "answeringMemberConstituency" : {"_value" : "Bognor Regis and Littlehampton"} , "answeringMemberPrinted" : {"_value" : "Nick Gibb"} , "dateOfAnswer" : {"_value" : "2018-11-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-15T12:25:28.437Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Schools: Admissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what steps his Department is taking to ensure that school admissions authorities are aware of the guidance to give second highest priority in their over-subscription criteria to children who were previously in state care outside of England.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4056", "label" : {"_value" : "Biography information for Nic Dakin"} } , "tablingMemberConstituency" : {"_value" : "Scunthorpe"} , "tablingMemberPrinted" : [{"_value" : "Nic Dakin"} ], "uin" : "188810"} , {"_about" : "http://data.parliament.uk/resources/1002552", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1002552/answer", "answerText" : {"_value" : "

The department does not collect specific information on the numbers of parents/guardians who access respite care. However, The Children and Families Act (2014) provides a framework to ensure that children with autism are identified early and receive the support they need. A disabled child would fall under the category of a child in need and parents, guardians or professionals could make a referral to the local authority children’s services who are best placed to assess the needs and priorities of disabled children in their area.

Information regarding how much local authorities have planned to spend on their short breaks/respite provision through the authorities’ annual section 251 returns can be found here: https://www.gov.uk/government/collections/statistics-local-authority-school-finance-data.

Giving children and young people with autism the right start in life is hugely important in ensuring that they can have successful and rewarding lives. We want all children, no matter what their special educational need or disability, to be able to reach their full potential and receive the right support to succeed in their education and as they move into adult life. That is why we have put in place significant reforms, aimed at making the system less confrontational and promoting better involvement of parents and a real focus on outcomes and transition to adult life.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} , "dateOfAnswer" : {"_value" : "2018-11-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-13T17:16:04.287Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Autism: Respite Care"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what estimate his Department has made of the number of (a) parents and (b) guardians of children who are high on the spectrum of autism who have accessed respite care in each of the last three years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1597", "label" : {"_value" : "Biography information for David Simpson"} } , "tablingMemberConstituency" : {"_value" : "Upper Bann"} , "tablingMemberPrinted" : [{"_value" : "David Simpson"} ], "uin" : "188784"} , {"_about" : "http://data.parliament.uk/resources/1002561", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1002561/answer", "answerText" : {"_value" : "

The Government is committed to addressing the risks and tackling the effects from climate change.

Climate adaptation is integrated throughout policies and programmes across Government.

As set out in the Climate Change Act 2008, Defra publishes the Climate Change Risk Assessment every five years which highlights the climate risks requiring further action in the UK over the next five years. This is followed by the National Adaptation Programme which provides a common framework under which all Departments work together to demonstrate how the Government will address those risks and increase the nation’s resilience to climate change. The most recent National Adaptation Programme was published in July 2018.

Later this year the Government will publish, with the Met Office, an updated set of UK Climate Projections. This will be a key tool to help the Government, businesses and the public understand the future climate and enable them to make climate-resilient decisions.

The UK has been a leader in this area for more than a decade and will continue being one with clear and strong deliverables.

The published Tribunals Statistics CSV files provide information about the outcomes of PIP appeals for individual hearing venues including Leeds, where appeals from constituents living in the Leeds area would be heard.

(b) This information is not held centrally. The Tribunal hears appeals generally against decisions on entitlement to benefit, or its rate of payment. Some Employment and Support Allowance (ESA) decisions may feature an element of assessment against work capability criteria, while other ESA decisions may not. HMCTS does not, therefore, hold the information requested.

Latest figures indicate that since PIP was introduced, 3.5 million decisions have been made up to June 2018, and of these 9% have been appealed and 4% have been overturned at Tribunals. For ESA, 3.5m ESA (post Work Capability Assessment) decisions have been made between April 2014 and March 2018 and of these 8% have been appealed and 4% have been overturned at tribunals.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4517", "label" : {"_value" : "Biography information for Lucy Frazer"} } , "answeringMemberConstituency" : {"_value" : "South East Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Lucy Frazer"} , "dateOfAnswer" : {"_value" : "2018-11-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-12T17:44:51.967Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Security Benefits: Leeds"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, what proportion of (a) personal independence payment and (b) employment support allowance assessment appeals were successful in Leeds in the last 12 months for which figures are available.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/413", "label" : {"_value" : "Biography information for Hilary Benn"} } , "tablingMemberConstituency" : {"_value" : "Leeds Central"} , "tablingMemberPrinted" : [{"_value" : "Hilary Benn"} ], "uin" : "188727"} , {"_about" : "http://data.parliament.uk/resources/1002588", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1002588/answer", "answerText" : {"_value" : "

The department has not made those specific estimates. I am aware of representations on the subject of funding for 16 to 19 year olds including the Raise the Rate campaign, and incoming letters from MPs and the 16 to 19 sector.

We have protected the base rate of funding for 16 to 19 year olds for all types of providers until the end of the current spending review period in 2020. We are considering the funding and resilience of the further education sector ahead of the next Spending Review, and as with other areas of departmental spending, 16 to 19 funding for subsequent years will be considered as part of that review.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1523", "label" : {"_value" : "Biography information for Anne Milton"} } , "answeringMemberConstituency" : {"_value" : "Guildford"} , "answeringMemberPrinted" : {"_value" : "Anne Milton"} , "dateOfAnswer" : {"_value" : "2018-11-15", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "188730"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-15T15:13:29.16Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Sixth Form Education"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, if he will estimate the cost of raising the national funding rate for students in sixth form colleges to (a) £4,760 per year for 16 and 17-year-olds and (b) £3,000 per year for 18-year-olds.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/432", "label" : {"_value" : "Biography information for Helen Jones"} } , "tablingMemberConstituency" : {"_value" : "Warrington North"} , "tablingMemberPrinted" : [{"_value" : "Helen Jones"} ], "uin" : "188728"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&AnswerDate=2018-11-12&version=2&max-answer.questionFirstAnswered.=2019-06-18T15%3A02%3A18.803Z", "page" : 0, "startIndex" : 1, "totalResults" : 75, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
