We are aware of reports that allege that a process of involuntary organ removal may be taking place in China, including suggestions that minority and religious groups are being specifically targeted. The British government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.<\/p>

Reports by authors such as Kilgour, Gutmann and Matas are important sources of information about China\u2019s organ transplant system. They rightly question the lack of transparency in China\u2019s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China. However we do not agree with the claims of systematic organ harvesting of prisoners of conscience, assessing that the evidence they present does not substantiate such a claim.<\/p>

The World Health Organisation (WHO) collates global data on organ donations and works with China. The WHO view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, although the WHO does have concerns about overall transparency.<\/p>

As set out in our Trade White Paper, we are committed to working closely with the devolved administrations on their role in future trade agreements and have ongoing discussions, at both Ministerial and Official level, to ensure that we have a trade policy which works for the whole of the UK.<\/p>

By setting long term ambitions for 2040 and 2050, the Government has sent a clear signal for the UK\u2019s direction of travel to provide industry and consumers with certainty on the transition to zero emission vehicles. The Government\u2019s Road to Zero strategy, published in July, set out that by 2030 we want to see at least 50% and as many as 70% of new car sales being ultra low emission, alongside up to 40% of new vans. We expect this transition to be industry and consumer led, supported in the coming years by the measures set out in the Road to Zero strategy.<\/p>

There is significant uncertainty over some of the key drivers of the transition \u2013 including battery technology and new mobility services. The Government will be actively tracking market developments, looking at key factors such as uptake of Ultra Low Emission Vehicles, deployment of infrastructure, and consumer issues. The Government\u2019s £80m investment in accelerating smart ticketing builds on previous and existing franchise commitments, and sits alongside Government funding for Transport for the North\u2019s smart ticketing programme and the Rail Delivery Group\u2019s investment in barcode technology. Together, these programmes mean that the rail industry is on track to deliver a smart card or barcode option for singles, returns and seasons for journeys across almost all of the rail network by the end of the year.<\/p>

Public Health England produced advice for organisations to create vaping policies that are right for them. The advice included the following five principles; to make clear the distinction between vaping and smoking; to ensure policies are informed by the evidence on health risks to bystanders; to identify and manage risks of uptake by children and young people; to support smokers to stop smoking and stay smoke free; and, to support compliance with smokefree law and policy.
