The Government supports the shared economy, and subletting where the tenant has the landlord\u2019s agreement. Generally, a tenancy agreement will state that before subletting, a tenant must obtain the landlord\u2019s consent, which must not be unreasonably withheld, and we have made it clear in our model tenancy agreement for assured shorthold tenancies that tenants must always seek permission from the landlord before subletting all or part of the property.<\/p>

The Government believes it is important that people who require accessible housing are given the right level of priority under a council's allocation scheme, and that councils and social landlords are able to make the best use of affordable housing in their area, including accommodation which is accessible or has been adapted. That is why, through the Localism Act 2011, we have retained the statutory reasonable preference requirements which ensure that priority for social housing is given to those who need to move on medical and welfare grounds (including grounds relating to a disability).<\/p>

We recognise that accessible housing registers can be useful, and we are aware that some councils have incorporated such an approach into their lettings system, and in London there is a city-wide London Accessible Housing Register (https://www.london.gov.uk/what-we-do/housing-and-land/renting/london-accessible-housing-register).<\/p>

If all councils were to take up the flexibility the Government has offered in relation to the social care precept, it could raise up to £1,023 million in 2017-18 and £1,734 million in 2018-19. However the precept is only one part of the picture. Next year councils will also benefit from the one-off Adult Social Care Support Grant which we propose to distribute based on relative needs, and additional funding comes on-stream through the improved Better Care Fund which rises to £1.5 billion by 2019-20, and will be distributed based on relative need taking into account the ability to raise council tax. Good mental health and wellbeing are a priority for the Department.<\/p>

Schools are best placed to make decisions on the most appropriate support to provide for their pupils, including school-based counselling, based on their individual circumstances. We know that many primary and secondary schools already provide counselling services and we want to encourage all schools to make these services available to their pupils. To help them to do this, we have published a blueprint for school counselling services which provides schools with practical, evidence-based advice on how to deliver high quality school-based counselling to all pupils, including vulnerable children who have a higher prevalence of mental health issues. This was drawn up with experts in the field and took account of the evaluations made of practice in other countries, including the devolved administrations.<\/p>

We are currently conducting a large-scale survey of schools and colleges about what they offer to support the mental health and wellbeing of their pupils and students. The results should be available in the Spring and will provide the first nationally representative estimates of the different types of support available in schools and colleges, including school-based counselling, as well as information about how this support is provided and how effective schools think it is. The Office for Fair Access (OFFA) publishes information on universities\u2019 performance against their widening participation targets as part of its annual monitoring of access agreements, approved by the Director of Fair Access (DfA) to Higher Education.<\/p>

The variation in the number, focus and ambition of targets set by an institution means that caution should be taken in using the summary data to make direct comparisons between individual institutions.<\/p>

The DfA can direct the Higher Education Funding Council for England to impose specified financial requirements on the governing body of an institution if it has failed, in the DfA\u2019s view, to comply with the requirements in its approved plan. No fines have been imposed on universities using this power.<\/p>


The legislation makes clear that where the governing body can show that it has taken all reasonable steps to comply with its access agreement, this will not be considered as failure.<\/p>
