The Ofsted Single Inspection Framework provides the basis for the inspection of services for children in need of help and protection, looked-after children, and care leavers in England. The Framework includes judgments on whether child and adolescent mental health services are available when needed. The evidence from inspection reports indicates that local provision to meet the mental health needs of looked-after children is variable.

In May 2015, NHS England asked all Clinical Commissioning Groups (CCGs) to work with other local agencies to develop Local Transformation Plans (LTPs) for children’s mental health services. LTPs are expected to cover the full spectrum of mental health issues and address the needs of the most vulnerable children and young people, including looked-after children and care leavers. All CCGs have now submitted plans and these are currently being assured by NHS England. The plans will be published once that assurance process is complete and, taken together, will provide a comprehensive picture of how mental health services for looked-after children are being improved across the country.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1605", "label" : {"_value" : "Biography information for Edward Timpson"} } , "answeringMemberConstituency" : {"_value" : "Crewe and Nantwich"} , "answeringMemberPrinted" : {"_value" : "Edward Timpson"} , "dateOfAnswer" : {"_value" : "2015-12-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-12-01T16:11:48.06Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2015-11-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mental Health Services: Children in Care"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what assessment she has made of the (a) quantity and (b) quality of mental health services available to children and young people in the care system.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1565", "label" : {"_value" : "Biography information for Sir Philip Davies"} } , "tablingMemberConstituency" : {"_value" : "Shipley"} , "tablingMemberPrinted" : [{"_value" : "Philip Davies"} ], "uin" : "17200"} , {"_about" : "http://data.parliament.uk/resources/431636", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/431636/answer", "answerText" : {"_value" : "

We are protecting the schools budget in real terms, as we pledged in our manifesto. Throughout this Parliament, the amount of money for our schools will increase as pupil numbers rise. In 2015-16 we increased funding for the 69 least well-funded local authorities by £390 million, and that increased level of funding will be included in the baseline for future years. We will go further to target funding effectively, and end historic unfairness in the system, by introducing a national funding formula. We will provide every school with a fair allocation matched to need, that allows them to continue driving up educational standards and support every child to achieve to the best of their potential, whatever their background and wherever they live.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3980", "label" : {"_value" : "Biography information for Mr Sam Gyimah"} } , "answeringMemberConstituency" : {"_value" : "East Surrey"} , "answeringMemberPrinted" : {"_value" : "Mr Sam Gyimah"} , "dateOfAnswer" : {"_value" : "2015-12-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-12-01T17:09:14.947Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2015-11-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Department for Education: Public Expenditure"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what modelling her Department has undertaken of the potential effect of freezing her Department's budget in cash terms on (a) educational outcomes and (b) pupil wellbeing.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/304", "label" : {"_value" : "Biography information for Mr Roger Godsiff"} } , "tablingMemberConstituency" : {"_value" : "Birmingham, Hall Green"} , "tablingMemberPrinted" : [{"_value" : "Mr Roger Godsiff"} ], "uin" : "17206"} , {"_about" : "http://data.parliament.uk/resources/431639", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/431639/answer", "answerText" : {"_value" : "

This government believes that all children and young people in care should be provided with the support that they need in order to fulfil their potential.

That is why we require local authorities, as corporate parents,to fulfil a legal duty to promote the educational achievement of the children they look after, including supporting them to progress into further and higher education. All local authorities are required to appoint a Virtual School Head to ensure that that duty is discharged, and that each looked-after child has a personal education plan which sets out how their aspirations and educational needs, particularly around transition points, will be supported in the short and longer-term.

In addition, the government provides enhanced pupil premium funding of £1,900 each year for pupils who have been looked-after and we also ensure that looked-after children are given priority in school admission arrangements. Looked-after children and care leavers are also a priority group for receiving the 16-19 Further Education Bursary of £1,200 per annum.

For care leavers, local authorities must offer a personal adviser and a pathway plan if they are in education or training up to the age of 21 or up to 25 if they wish to resume their education and training. Care leavers who pursue a recognised course of higher education are also entitled to a one-off £2000 bursary, given by their local authority, as part of the package of support they receive on leaving care.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1605", "label" : {"_value" : "Biography information for Edward Timpson"} } , "answeringMemberConstituency" : {"_value" : "Crewe and Nantwich"} , "answeringMemberPrinted" : {"_value" : "Edward Timpson"} , "dateOfAnswer" : {"_value" : "2015-12-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-12-01T17:45:52.34Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2015-11-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Children in Care"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what steps her Department has taken to enable more looked-after children to go on to further and higher education.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1586", "label" : {"_value" : "Biography information for Adam Afriyie"} } , "tablingMemberConstituency" : {"_value" : "Windsor"} , "tablingMemberPrinted" : [{"_value" : "Adam Afriyie"} ], "uin" : "17361"} , {"_about" : "http://data.parliament.uk/resources/431640", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/431640/answer", "answerText" : {"_value" : "
