For the purposes of the scheme, the definition of a victim is that set out in the Code of Practice for Victims of Crime as \u201cany person who has made an allegation to the police, or had an allegation made on his or her behalf, that they have been directly subjected to criminal conduct under the National Crime Recording Standard (NCRS).\u201d<\/p>

Victims of crime who are under 18 may therefore directly request a review under the CPS Victims\u2019 Right to Review Scheme without the intervention of a parent or legal guardian.<\/p>

The scheme is easy to access for all victims. Information about the scheme and contact details of the office to which a referral can be made is given to victims by the police or CPS when the decision not to prosecute is communicated. This communication will be made suitable to the age and understanding of the victim.<\/p>

Access to the scheme is by post, telephone or email. There is no prescribed form or format and all communication is with trained staff.<\/p>

Where a request is received directly from a victim aged under 18, enquiries are made with the child and where necessary, with the police officer in charge of the victim\u2019s case, to establish that appropriate adult support is available.<\/p>

To make it easier for small businesses to access the tendering process for government contracts, we have removed unnecessary bureaucracy such as pre-qualification questionnaires from low value central Government contracts. All central Government procurements over £10k must now be advertised on Contracts Finder, which has introduced unprecedented transparency to the range of opportunities available.<\/p>

In addition, the Government\u2019s appointment of Crown Representatives for SMEs and voluntary bodies has ensured that the voice of both SMES and voluntary sector organisations is heard inside Whitehall.<\/p>

Our \u2018Mystery Shopper\u2019 scheme allows suppliers to report bad procurement practice, and we have published a series of \u201ctop tips\u201d videos to help SMEs and voluntary organisations pitch for and win government contracts.<\/p>

Building on these reforms, we are now taking forward Lord Young\u2019s recommendations to create an SME-friendly \u2018single market\u2019 for public procurement including through the Small Business, Enterprise and Employment Bill.<\/p>

National Citizen Service has been run in England since 2011. In the first year of pilots 8,434 took part and in the second 25,377. In 2013\u2019s session there were 39,994 participants.<\/p>

The 2014 NCS programme is ongoing and the number of participants will be reported as part of an independent evaluation following the conclusion of the programme.<\/p>
