The Department offers a healthy meal option in locations hot food is served. The Department also offers a healthy sandwich meal deal, a salad bar and whole fruit snacks every day in the restaurants and cafes on its estate.</p><p> </p><p>National Health Service hospitals are required to meet the Government Buying Standards for Food and Catering Services through the NHS Standard Contract, and are required to develop and maintain a food and drink strategy which focuses on healthier eating across the whole hospital community, including the contents of vending machines.</p><p> </p><p>The Government Buying Standards for Food and Catering Services are available at the following link:</p><p> </p><p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/418072/gbs-food-catering-march2015.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/418072/gbs-food-catering-march2015.pdf</a></p><p> </p><p>In 2016 NHS England introduced a financial incentive for hospitals to encourage healthier food options to be available for staff, limiting the proportion, placement and promotion of foods high in fat, salt, sugar and saturates sold on NHS premises, including via vending machines. This scheme was expanded in the 2017/19 Commissioning for Quality and Innovation (CQUIN). These are enforced by the Advertising Standards Authority (ASA). In addition to rules covering children, the advertising codes have specific provisions to protect vulnerable people, and CAP’s new guidance in February further restricted adverts that create an inappropriate sense of urgency or give an irresponsible perception of risk or control.</p><p> </p><p>Gambling adverts must not feature content that risks appealing to children, for example cartoon animals. Last year the Gambling Commission and ASA acted quickly to make clear that operators using such images were in breach of advertising rules and must remove the material or face enforcement action. Desserts are permitted when served during the school lunch service and the types of products mentioned in this question are only permitted by the standards under restricted circumstances: for example, confectionery is prohibited, and only healthy snacks, such as fruit, vegetables, seeds and nuts can be provided for food other than lunch.</p><p> </p><p>As part of our work on the Childhood Obesity Plan, we have committed to reducing sugar in the school food standards and officials are working with Public Health England to achieve this. The Gambling Commission’s Young People &amp; Gambling 2018 report surveyed 2,865 children aged 11-16 years old in schools in England, Scotland and Wales. It reported that 2% of those aged 11-15 years old (45 individuals) had spent money on scratchcards in the past 7 days. Of the 11-15 year olds who have bought National Lottery products (National Lottery tickets or scratchcards) in the past, 62% said a parent or guardian handed over the money at the till.</p><p> </p><p>Data from the Health Survey for England and Scotland 2015 and Problem Gambling Survey Wales 2015 indicates that none of the 16-17 year olds surveyed who played scratchcards were classified as problem gamblers. This is from a sample of 246 16-17 year olds, of whom 53 who had bought scratchcards in the last 12 months. The Gambling Commission also carries out regular telephone surveys, which again found that there were there were no problem gamblers amongst 16-17 and 16-18 year old scratchcard players surveyed. But before they are permitted for use, all sweeteners must first undergo a thorough safety evaluation conducted by the European Food Safety Authority (EFSA), which includes assessing the likely impact on health.</p><p> </p><p>EFSA makes its assessment on the basis that all foods permitted to contain sweeteners have them at the maximum permitted level, this enables it to assess the highest possible levels of exposure and set the amount of a substance that can be consumed daily during a lifetime without any appreciable risk to health in the general population.</p><p> </p><p>Evidence considered as part of Public Health England’s report ‘Sugar reduction: The evidence for action’ found that replacing foods and drinks sweetened with sugar with those containing no or low-calorie sweeteners could be useful in helping people to manage weight as they reduce the calorie content of foods and drinks whilst maintaining a sweet taste.
