I will correspond directly with the noble Lord.</del></p><p><ins class="ministerial">The Government has not undertaken work to assess the impact should EU businesses decide to move supply chains away from the EU.</ins></p><p><ins class="ministerial">The Government is seeking a comprehensive, ambitious future partnership with the European Union including a best in class Free Trade Agreement. The UK and the EU have a long standing and close trading relationship, with our businesses operating across borders to service clients and customers in the UK and the EU. The new FTA will seek to create new benchmark for trade liberalization and economic co-operation. It will aim to establish both zero tariffs and effective customs arrangements for goods, negate any need for EU businesses to change suppliers, and enable UK companies to continue to participate in pan-European supply chains.</ins></p>

star this property answer text <p>The UK Government is confident that a future partnership between the UK and EU is in the interests of both sides, and approaches negotiations anticipating success. A no deal outcome is not sought or expected. However, a responsible government should prepare for all potential outcomes, including the unlikely scenario in which no mutually satisfactory agreement can be reached. Plans have been developed and designed to provide flexibility to respond to a negotiated agreement as well as preparing us if we leave without a deal.</p><p>So the Government is working with businesses across the economy to provide the information they need to understand the challenges and opportunities they may face in the coming months and years.</p> more like this

star this property answer text <p>The UK Government is proposing a unique and ambitious partnership based on our rules and regulation as being the same as the European Union’s at the start, maintaining our commitment to free trade and high standards – while allowing for us both to make changes where we want to, in a stable and orderly way. In part this is because we recognise that an alternative approach, such as a Norway-style agreement, would mean the UK having to adopt at home, automatically and in their entirety, new EU rules, over which in future we would have little influence and no vote.</p> more like this

star this property answer text <p>The Government is working towards a mutually beneficial outcome to the withdrawal negotiations. Nevertheless, a responsible government plans for contingency scenarios. The Department is actively considering all options in order to minimize disruption for UK supply chains. We continue to engage with UK stakeholders to understand their concerns and interests.</p><p>As we leave the EU there is an opportunity for us to do far more to engage with the wider world beyond Europe where there is so much emerging innovation and opportunity. The Industrial Strategy builds on our strengths, creating strong foundations to meet the challenges of the future, and will help us make the best of our relations with Europe and beyond, helping to ensure that minimal disruptions are made to UK supply chains.</p><p>This includes £16m, subject to business case, for an industry-led supplier competitiveness and productivity improvement programme to support a sustainable and internationally competitive UK supply chain and new measures under UK Export Finance to enhance support available for exporters and their supply chains. This builds on the extensive support Government has given to supply chains including £80m since 2013 for the Sharing in Growth programme focussing on the aerospace sector.</p>

star this property answer text <p>The nature of our new relationship with the EU - outside the Single Market and Customs Union - does mean that there are practical and procedural changes that businesses need to adjust to.</p><p><strong><br></strong>We continue to work closely with sectors across the economy and all parts of the UK to support businesses in adapting to our new trading relationship with the EU and to continue to successfully compete on the global stage. The Government is providing £20 million to support small and medium businesses in adjusting to new customs, rules of origin, and VAT rules when trading with the EU. Ministers across government have been speaking directly to hundreds of businesses large and small across the country, including through the Business Brexit Task Force to develop a shared vision and plan for the future.</p> more like this

star this property answer text <p>Defra are engaging stakeholders across all SPS sectors within the United Kingdom, across the EU and with trading partners around the world, to raise awareness and aid preparedness for the Border Target Operating Model (TOM). Information is being shared through a series of live and virtual engagement events and communications detailing actions required. Online guidance is available on GOV.UK.</p><p> </p><p>The three-month period from 31 January 2024 will allow businesses time to familiarise themselves with the new requirements before full implementation on 30 April 2024. We will adopt a carefully calibrated approach to enforcement of the new controls that minimises the risk of disrupting trade flows, with an emphasis on educating and supporting businesses to comply.</p> more like this

star this property answer text <p>We are fully focused on making the UK’s exit from the EU, and our new trading relationship with the world, a success. We have set out proposals for an ambitious future trade and customs relationship with the EU, in which we will look to minimise the regulatory barriers for both goods and services. We want to agree the greatest possible tariff- and barrier-free trade with our European neighbours.</p><p><strong> </strong></p><p>But there will be areas that affect our economic relations where we and our European friends may have different goals; or where we share the same goals but want to achieve them through different means. We recognise that the single market is built on a balance of rights and obligations, and so our task is to find a new framework that allows for a close economic partnership but holds those rights and obligations in a new and different balance.</p><p> </p> more like this

The Future Partnership paper ‘Future Customs Arrangements’, published last year, put forward two proposed approaches for the UK’s future customs relationship with the EU.<br><br></p><p>One is a highly streamlined customs arrangement, and the other is a new customs partnership. <br><br></p><p>The precise form of any new agreement will be the subject of negotiation.</p><p> </p> more like this
