The Minister for Africa, Harriett Baldwin, met with Foreign Minister She Okitundu in September and encouraged the DRC Government to ensure elections go ahead. The Foreign Secretary, Jeremy Hunt, also met with Okitundu last month and highlighted the importance of allowing international election observers, in order to build transparency and trust in the electoral process. Since 2015, the UK has spent £6.8 million on increasing accountability and transparency around the elections. We have provided funding for national observation through the Justice and Peace Committee. The UK has funded a Westminster Foundation for Democracy (WFD) report into the Electronic Voting Machines and the WFD provided a list of recommendations to CENI. 	answer	answer is ministerial correction date of answer 26/11/2018 answer text <p>The UK welcomes the United Nations' 6 November report on Mass Graves, which underlines the scale of the horrific crimes committed by Daesh against humanity. We agree with the report's recommendations, including the pressing need for justice for victims and their families. It is important that the Government of Iraq allocates sufficient resource to this important task so that members of Daesh are held to account for their actions. The report will inform the work of the UN Investigative Team for the Accountability of Daesh in gathering evidence of Daesh crimes, for which the UK has provided £1 million in funding. UK officials in Baghdad regularly raise with the Government of Iraq the need to investigate missing persons and bring perpetrators to justice, but have not directly made representations about the number of criminal judicial processes it is engaged in nor about the planned timeline for exhumations. However, the UK and Iraq co-hosted a conference on 14 November in The Hague in order to discuss next steps on this agenda; attendees included UNITAD Special Adviser Karim Khan, the International Committee of Missing Persons and the Iraqi Chief Justice. 	answer	answer is ministerial correction date of answer 14/07/2016 answer text <p>The UK is the largest bilateral contributor to the humanitarian response to the crisis in Europe and the Balkans with a total contribution of £65 million. The efforts of the partners we fund are targeted to reach the most vulnerable including children.</p><p>It also includes the £10 million Refugee Children Fund the Department for International Development (DFID) has created to support vulnerable refugee and migrant children specifically in Europe. The fund will support three specialist and mandated organisations; the UNHCR, Save the Children and the International Rescue Committee to work with host authorities to care for and assist unaccompanied or separated children in Europe and the Balkans.</p><p>In addtion, the government continues to implement the Immigration Act 2016, including the provision to transfer unaccompained refugee children to the UK from elswhere in Europe. We are consulting local authorities as required and are also working closely with relevant Member States and other partners such as UNHCR, UNICEF and Save the Children.</p><p>We continue to fulfil our obligations under the Dublin Regulation to unaccompanied children who qualify for transfer to the UK under family reunification provisions. Since January 2016 our records show that over 60 children have been transferred from other EU countries to the UK.</p><p>We are working with UNHCR on our Children at Risk Resettlement Scheme to resettle vulnerable children, both unaccompanied and with their family members from the Middle East and North Africa region. The Science Advisory Council intends to publish a paper on hyperloop shortly setting out its position on the technical credibility of the concept.</p><p> </p><p>Plans for HS2 are based on proven technologies which enable through services to the existing network. I refer to the response by the former Minister for the Commonwealth and UN to HL 6160 (3 April). Without further evidence we see no basis on which to raise this at the UN Security Council at this time. Existing UN and EU sanctions against the DPRK are based on UN Security Council Resolutions that prohibit the development of the DPRK's nuclear and ballistic missile programmes. Both EU and UN sanctions target goods and activities that support those programmes, and individuals and organisations who have acted in breach of these Resolutions.</p><p>We believe these sanctions have played a role in slowing down the progress of the DPRK's nuclear and missile programmes. 	answer	answer is ministerial correction date of answer 06/07/2017 answer text <p>​The UK engages with the Government of Iraq at all levels on ensuring the safe return of all Internally Displaced Persons (IDPs) including minorities. We are working with the Government of Iraq and local authorities to improve the situation on the ground so that it is safe for people to return. That includes clearing Daesh from all remaining territory and addressing the threat from Improvised Explosive Devices (IEDs). The UK is supporting the UN Development Programme and the UN Mine Action Service, who facilitate stabilisation projects in the Ninevah Plains and other affected regions in Iraq.</p><p>The UK is providing over £15 million towards UN stabilisation efforts for areas liberated from Daesh, including for minority communities. This contributes to securing liberated areas and supporting the renovation of water facilities, power networks, clinics and schools. Over one million people have already returned to their homes across Iraq. Through the UK's Conflict, Security and Stability Fund we are supporting community cohesion, and encouraging reconciliation.
