Friend, the Secretary of State has set out his ambition to halve by 2028 the proportion of five-year-olds who do not achieve the communication and reading skills they need to thrive. On 14 November 2018, he hosted a summit on the ‘home learning environment’, bringing together nearly 100 businesses, charities and public sector organisations to explore longer term opportunities to support parents with early learning at home. At the summit he announced £6.5 million for voluntary and community sector organisations who work with families of young children to support early language development, helping to address and support concerns when they can have the most impact; and to improve the early years education of children with special educational needs and disabilities.</p><p>This builds on the ambitious social mobility action plan ‘Unlocking Talent, Fulfilling Potential’, published in December 2017, which set out £100 million of investment. 	answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>I am determined that all children and young people, including those who are deaf or have a hearing impairment, receive the support they need to achieve the success they deserve. I am meeting with the National Deaf Children’s Society in November to find out more about their concerns.</p><p>In April, the Whole School special educational needs and disabilities (SEND) consortium, led by the National Association for Special Educational Needs, were awarded a two-year contract for a new programme of work which will focus on building the skills of teachers working in mainstream and special schools and ensuring the schools’ workforce are equipped to identify and meet their training needs in relation to SEND. The National Sensory Impairment Partnership are part of the consortium.</p><p>Local authorities play a key role in providing support to children and young people with sensory impairment. They are best placed to determine local priorities and make funding decisions in consultation with local people and having regard to the range of statutory responsibilities placed on them. Friend the Secretary of State for Education announced this week £6.5 million funding for voluntary and community sector organisations who work with families of young children to support early language development, helping to address and support concerns when they can have the most impact; and to improve the early years education of children with special educational needs and disabilities.</p><p>The government set out, prior to Budget 2018, plans to spend £3.5 billion this year on our free early education entitlements. We provide 15 hours of free early education for disadvantaged two year-olds, with almost 750,000 benefitting since 2013, and we provide the Early Years Pupil Premium, which delivers up to £300 per eligible child per year to support better outcomes for disadvantaged three and four year olds. 	answer	answer is ministerial correction date of answer 23/11/2018 answer text <p>The government has allocated £265 million to help local authorities create new school places and improve existing facilities for children and young people with special educational needs and disabilities (SEND), in consultation with parents and providers. Many local authorities are using this to expand special schools or SEND units in mainstream schools.</p><p> </p><p>Individual local authorities’ allocations are published at: <a href="https://www.gov.uk/government/publications/send-provision-capital-funding-for-pupils-with-ehc-plans" target="_blank">https://www.gov.uk/government/publications/send-provision-capital-funding-for-pupils-with-ehc-plans</a>. This funding is for 2018 to 2021. Funding after 2021 will be determined via the Spending Review.</p><p> </p><p>The government also establishes new special schools through the free schools programme. 	answer	answer is ministerial correction date of answer 21/04/2020 answer text <p>The Government is committed to supporting people’s jobs and incomes, and we are working with businesses and unions to achieve this.</p><p> </p><p>Retail workers fall within two distinct categories, those who work in non-essential retail such as clothing and electronic stores, and those who work in essential retail such as food, fuel, pharmacy, and post offices. On Monday 23<sup>rd</sup> March, the Prime Minister announced further measures to reduce social contact and expanded the list of business closures to include non-essential retail. Retail workers who work in the sale of food are considered key workers.</p><p> </p><p>Construction workers play a crucial role in supporting our public services, maintaining the nation’s infrastructure, and providing safe, decent homes for people to live in. Where construction sector workers cannot work from home, they should still go to work unless they are vulnerable.</p><p> </p><p>However, the Government is clear that construction activity should only continue where it can take place in line with the guidance provided by Public Health England.
