	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The Government has not undertaken an assessment of the potential benefits of routinely collecting data about the parental responsibilities of anyone diagnosed with a mental health condition.</p><p> </p><p>However, the Government does recognise that parental mental health problems can have an impact on the wellbeing of children within the family and statutory guidance published in July 2018: ‘Working Together to Safeguard Children’ acknowledges that children may be at greater risk of harm or need additional help in families where adults have mental health problems. The Business Support Helpline provides bespoke advice to anyone who needs it. Currently around 1% of callers to the Helpline state they have a disability. It can send information in large fonts or braille and also provides a text phone service. Material is also available on <a href="http://www.gov.uk" target="_blank">www.gov.uk</a>.</p><p>The Start-Up Loans programme provides loans and mentoring support. It operates through a network of delivery partners who adhere to FCA Regulations on Treating Customers Fairly, which include reference to the treatment of customers with a disability.</p><p>The Department for Work and Pensions’ (DWP) New Enterprise Allowance provides funding and advice to people on certain benefits to help them start their own business. It supported 15,500 people with disabilities between April 2011 and September 2015. To assist NHS commissioners and providers, the Royal College of Obstetricians and Gynaecologists’ Standards for Gynaecology and Standards for Maternity (2008) sets out clear standards for the level of care provided to help women and their partners experiencing pregnancy loss, including the availability of skilled staff to support parents following a stillbirth or miscarriage. 	answer	answer is ministerial correction date of answer 04/05/2016 answer text <p>People detained in immigration removal centres (IRCs) should receive an equivalent range and quality of treatment and services for their health needs as people in the community, according to their clinical needs.</p><p>Health care in IRCs in England is commissioned by NHS England, who only commission evidence-based treatments approved by the National Institute for Health and Care Excellence (NICE). NICE provides guidance on the treatment of people who self-harm, which healthcare professionals in IRCs are expected to take into account. The UK can only contribute in ways agreed with the authorities in the relevant Member State and in compliance with EU law.</p><p>The UK has established a £10 million Refugee Children Fund for Europe to support the needs of vulnerable refugee and migrant children arriving in Europe. The fund includes targeted support to meet the specific needs of un-accompanied and separated children. 	answer	answer is ministerial correction date of answer 07/11/2016 answer text <p>The Department and Home Office have been working together to increase the use of joint health and policing approaches and interventions that reduce the need for the police to use their powers of detention under section 136 of the Mental Health Act.</p><p> </p><p>The introduction of initiatives such as street triage schemes and community based places of safety provide an alternative to the use of police cells. Through the Health Based Places of Safety capital funding scheme, £15 million has been made available in 2016/17 and 2017/18 to improve the standard and number of places of safety, as well as provide new crisis cafes and safe havens, street triage vehicles and improve facilities for children and young people.</p><p> </p><p>This programme aligns with the mental health Crisis Care Concordat, the England-wide national agreement between the different agencies and services involved in the care of people experiencing, or at risk of experiencing, a mental health crisis. Oversight of the Concordat is provided by the Concordat Steering Group and Chairmanship of this Group rotates between Departmental and Home Office Ministers.</p><p> </p><p>Regarding the number of children and young people detained under section 136 of the Mental Health Act 1983 in police cells in England each year since 2010, the information available is shown in the table. Data was not collected prior to 2011/12.
