answer text <p>The £201 million announced on 31 March is made up of £50 million from the Pothole Action and Flood Resilience Funds and £151 million Incentive Element of Local Highways Maintenance funding for the 2019/20 financial year. This is an element of the £6.6 billion for local highway maintenance the Department for Transport is providing between 2015 and 2021.</p><p> </p><p>Barnsley Council (along with Doncaster, Rotherham and Sheffield City Councils) is a constituent member of the Sheffield City Region Combined Authority. Since 2010 highway maintenance block funding has been paid directly to the Combined Authority.</p><p> </p><p>From the £201 million the Sheffield City Region will receive:</p><p> </p><table><tbody><tr><td><p><strong>Funding Stream</strong></p></td><td><p><strong>Sheffield City Region £m</strong></p></td></tr><tr><td><p>Pothole Action and Flood Resilience Funds*</p></td><td><p>2.106</p></td></tr><tr><td><p>Incentive Element*</p></td><td><p>0.722</p></td></tr><tr><td><p><strong>Total</strong></p></td><td><p><strong>2.828</strong></p></td></tr></tbody></table><p>* Sheffield City Council’s Highways Maintenance PFI project commenced operation on 20 August 2012 and the Department for Transport is providing £47,664,262 per annum. While this is operational Sheffield will not be eligible to receive highways maintenance block funding from the Department for Transport.</p>

Anybody who is worried about being able to pay what they owe should get in touch with HMRC.</p><p> </p><p>The Government estimates that up to 50,000 individuals will be affected by the 2019 loan charge. Since the DR loan charge was announced, HMRC have already agreed around 6,000 settlements with employers and individuals, worth over £1 billion.</p><p> </p><p>Information on the number of people affected by the 2019 Loan Charge is not held at constituency, borough or regional level. answer text The Government has no plans to remove Class 2 National Insurance contributions.<p> </p>The Government does not want to discourage the lowest paid from building their entitlement to the State Pension and having security and choice in retirement. A £3 per week Class 2 payment allows the self-employed with low profits to be able to build entitlement to the new State Pension (worth up to £168.60 per week in 2019-20).<p> </p><p>The department will keep this issue under review in the context of the wider tax system and the sustainability of the public finances.</p><p> </p><p> </p> more like this

answer text <p>Time to Pay arrangements are already available to all businesses, which enable them to seek deferrals for beer duty and other taxes with no interest or late penalties due. HMRC’s dedicated COVID-19 helpline can be reached by calling: 0800 0159 559.</p><p> </p><p>This comes on top of the wider package of support announced by the Chancellor. Businesses will be able to access interest-free loans, defer their VAT payments due on VAT returns for the period until the end of June, and receive support worth up to 80% of their employees’ wages.</p> more like this

To help firms continue to keep people in employment, the Government announced the Coronavirus Job Retention Scheme which includes employees who were made redundant since 28 February 2020 if they are rehired by their employer. For those who will not be eligible for the scheme, the Government is strengthening the safety net. The Government has announced a package of temporary welfare measures which, together with those measures announced at the Budget, provides over £6.5 billion in additional support through the welfare system.</p> more like this

This is an unprecedented jobs retention scheme and the Government has been working hard over the last week to set out further details on the scheme. Full details can now be found in the guidance available at: <a href="http://www.gov.uk/guidance/claim-for-wage-costs-through-the-coronavirus-job-retention-scheme" target="_blank">http://www.gov.uk/guidance/claim-for-wage-costs-through-the-coronavirus-job-retention-scheme</a>.</p><p> </p><p>Employers whose operations have been severely affected by coronavirus are encouraged to use the scheme instead of making staff redundant. Under the scheme, employers can put employees on temporary leave and the Government will pay them cash grants of 80% of their wages up to a cap of £2,500 per month, providing they keep the individual employed. As set out in the guidance, the scheme does cover workers on flexible or zero-hour contracts.</p> more like this
