Such reports are kept under continual review to identify potential new risks.</p><p> </p><p>Between 31 October 2014 – 30 October 2017 a total of 649 serious suspected adverse reaction (ADR) reports with human papilloma virus (HPV) vaccines have been reported to the Medicines and Healthcare products Regulatory Agency (MHRA) via the Yellow Card Scheme (data run date: 1 November 2017). We are working with local authorities to determine which of the powers provided are best able to support bus networks in their areas.</p><p> </p><p>In particular, new Enhanced Partnership and Advanced Quality Partnership powers provide the framework for authorities to work side by side with operators to set a shared vision for bus services in their area.</p><p> </p><p>Bus Open Data powers will require bus operators in England to open up route and timetable, fares and tickets and real time information for passengers by 2020. These improvements aim to remove uncertainty in bus journeys, improve journey planning and help passengers secure best value tickets.</p><p> </p><p>Accessible Information powers will require all operators of local bus services to provide audio and visual route and next stop announcements on board buses across Great Britain, helping to remove barriers to bus travel particularly for those with disabilities or accessibility needs.</p><p> </p><p>The Government also continues to invest in public transport. Passengers will see modern trains introduced across the route during the next East Midlands franchise, including a fleet of brand new bi-mode intercity trains. The upgrade will enable increased passenger capacity and improved journey times, thereby improving the overall experience for passengers.</p><p> </p><p>In an extensive public consultation last summer we sought views on the future of East Midlands rail services to ensure the new franchise delivers the best railway for passengers, communities and businesses, including how local train services can be improved to meet current and future needs more effectively.</p><p> </p><p>The consultation closed on 11 October 2017. All options for rail services in the next franchise are subject to analysis of the potential benefits and the responses we received to the consultation. No decisions have yet been made on the rail services that will be specified. Any outcome will seek to secure the best value for money for the taxpayer and be in the best interests of rail passengers.</p><p> </p><p>The next East Midlands franchise is planned to start in August 2019. Invitations to Tender (ITT) are due to be issued to potential bidders shortly. Pupils’ and students’ personal development, behaviour and welfare is also a key area of focus in all inspections of education providers conducted under Ofsted’s Common inspection framework.</p><p> </p><p>We are clear in 'Working Together to Safeguard Children' and 'Keeping Children Safe in Education' about the importance of early help assessments. Early help means providing support as soon as a problem emerges at any point in a child’s life. These assessments should be undertaken by school and college staff for children, especially vulnerable children, aged 16 and 17 as appropriate to their local circumstances. Effective early help can prevent problems escalating. In some cases, however, the school or college may consider that the child is a child in need, as defined under the Children Act 1989, and make a referral to children’s social care.</p><p> </p><p>We are currently conducting a range of work to assess and improve the support children in need receive, including those experiencing mental ill-health, domestic abuse, exploitation or substance misuse. The children in need review and call for evidence, which was launched on 16 March, is looking at the educational outcomes for all children in need, including 16 and 17 year olds, and what support they need to improve those outcomes. This includes around £1 billion extra a year to deliver 30 hours of free childcare and fund the increase in hourly rates that we introduced in April 2017. Our average funding rates are based on the department’s ‘Review of Childcare Costs’ which was described as “thorough and wide ranging” by the National Audit Office. The review looked at both current and future cost pressures. For example, over £30 million of Local Growth Funding has been provided through the Derby and Derbyshire, Nottingham and Nottinghamshire LEP, to create a new Nottingham College campus and to extend the Vision West Nottinghamshire College in Mansfield. These projects should create places for 2,000 additional learners.</p><p> </p><p>Through the work of The Careers &amp; Enterprise Company’s Enterprise Adviser Network, we are linking young people in schools and colleges with employers so that they are more aware of the possibilities available to them. All schools in England will be offered an Enterprise Adviser (a senior business volunteer) by 2020.</p><p> </p><p>Across the East Midlands we are also funding various careers and enterprise activities. In the Derby ‘Opportunity Area’, The Careers &amp; Enterprise Company will make sure that those between 11 and 18 years old benefit from four encounters with the world of work. Since public finances are based on the assumption that fuel duty will increase with RPI at every Budget, any increase below this represents a cost to the Exchequer. Successive freezes since 2011 have saved the average driver £620 compared to what it would have been with RPI increases. </em></p><p><em>Since 2011, the announced freezes to fuel duty have meant the Exchequer has not collected around £46 billion in revenues through to 2018-19. I discussed the issue with Cypriot Foreign Minister Christodoulides on 20 April. The British Ambassador to Turkey discussed the issue with senior Turkish officials in mid-June. They provide both new and existing exporters with expert trade advice, market know-how and practical support for international growth, and connect them to DIT’s sector specialists and its wider international network.</p><p> </p><p>UK Export Finance (UKEF), the UK’s export credit agency, helps businesses in the East Midlands win, fulfil and get paid for their overseas sales. This makes technical qualification options confusing for both students and employers and is why we are introducing new T Levels. Alongside reformed apprenticeships, T Levels will give students a genuine, high quality alternative to A levels. They will give students the skills they need to secure a good job, as well as the knowledge and behaviours that employers value. We are making excellent progress with their development, and recently announced the selected providers who will deliver the first three T Level programmes from September 2020.</p><p>Students at key stage 4 in any type of school are able to take up to three Technical Awards alongside GCSEs that will count towards their school's Progress 8 and Attainment 8 scores. Technical Awards focus on the applied study of a particular sector or occupational group, and include the acquisition of associate practical or technical skills where appropriate. It highlights positive progress with the Strategy’s 23 policy and 11 evidence actions.</p><p> </p><p>For example, in 2015 we introduced a Pollinator and Wildlife Package to our Countryside Stewardship Scheme to provide a suite of habitats on farmland. We now have 2,000 new agreements in place that include the Package (47% of the total since 2015) and, together with other options, they are delivering 2,600 hectares of flower rich margins or pollen and nectar plots to support wild pollinators. We are currently evaluating the impact of Countryside Stewardship on wild pollinators. This research will be completed in 2019.</p><p> </p><p>Through our investment in research, surveillance and planning we have been able to detect and eradicate the Asian hornet, an invasive species which poses a devastating threat to honey bees and wild pollinators.</p><p> </p><p>We have established a dedicated UK pollinator monitoring and research partnership and, in 2014, we published a new indicator of trends in the status of pollinating insects. The indicator shows that the overall status of pollinating insects has declined since 1980. Although not definitive, there are early indications that this trend may have stabilised in recent years. As part of their remit, they manage the £40m Discover England Fund which supports the development of bookable tourism products across England, including the Make Great Memories in England’s National Parks and the Telling the Stories of England projects.</p><p> </p><p>There are several promotional campaigns which VisitBritain and VisitEngland manage, including the international I Travel For, and the domestic Join the World campaign. This funding is designed to support practices to become more resilient providers by delivering services at larger scale.</p><p> </p><p>NHS England North Midlands has also been allocated £640,136 in 2018/19 to support reception and clerical staff training. NHS England has made available to clinical commissioning groups (CCGs) their share of this allocation.</p><p> </p><p>£10.7 million has also been allocated to NHS England North Midlands in 2018/19 to support the Estates and Technology Transformation programme. CCGs have been invited to bid for this funding to support their practices.</p><p> </p><p>There are also a number of local initiatives in Mansfield and Ashfield CCG to support general practitioners (GPs). This involved publishing our proposals online, alongside a survey for respondents to complete. The consultation generated 430 responses from a wide range of organisation types and individuals, including education institutions. We also held a series of 10 consultation events around the country, with over 500 people attending. We carefully reviewed all responses to the consultation and published a response in May, which is available online here: <a href="https://www.gov.uk/government/consultations/implementation-of-t-level-programmes" target="_blank">https://www.gov.uk/government/consultations/implementation-of-t-level-programmes</a>.</p><p>We have announced the providers who will deliver the first three T Levels from September 2020, and we will be working closely with the sector to design and develop a programme of support to help providers and teachers to prepare for the delivery of T Levels.
