The outcome of that review will be announced in due course.</p><p> </p><p>Universal Credit is designed to make work pay, so not all of a person's net earnings are deducted from their Universal Credit. Claimants with children and/or limited capability for work will also benefit from a work allowance.</p><p> </p><p>A work allowance is an amount of earnings a Universal Credit household can earn (including employed and self-employed earnings) before the single taper rate of 55 per cent is applied to their earnings and their Universal Credit begins to be reduced. LUF superseded previous local growth funding streams in England and any local authority, including local highway authorities, Combined Authorities, and those in the Devolved nations, may bid into the fund.</p><p> </p><p>In Round 1 of LUF, in October 2021, bids to the value of £1.69 billion were successful. The next round of grants are due to be awarded in autumn 2022. Following consultation, a number of exemptions were made to ease the impact on businesses where appropriate. The restrictions only apply to products that are high in fat, salt or sugar and are assessed as ‘less healthy’, retailers are free to promote products that are healthier and that are not deemed in scope of the policy.</p><p>The location restrictions on promotions which came into force on 1 October are expected to accrue health benefits of over £57 billion and provide NHS savings of over £4 billion, over the next 25 years. In light of the unprecedented global economic situation, we have delayed the implementation of the volume price promotions by 12-months. Buildings that have been left derelict for long periods of time may still meet the statutory criteria for listing. Delisting just in circumstances where a building has been left to disrepair would not be appropriate.</p><p>Local Authorities have powers to take action where a designated heritage asset has deteriorated to the extent that its preservation may be at risk. This includes undertaking urgent works and recovering those costs, as well as compulsory acquisition, including provisions for minimum compensation where an owner has deliberately allowed a building to fall into disrepair in order to justify its demolition and secure permission for redevelopment of the site. UK demand is met by a combination of domestic production and imports from a diverse range of reliable suppliers led by North America and Norway.</p><p> </p><p>The UK’s gas system has delivered securely to date and is expected to continue to function well. We meet around half of our supply from the UK Continental Shelf and the vast majority of our imports come from reliable suppliers such as Norway. Less than 3% of our gas supply in 2020 was sourced from Russia via Liquified Natural Gas. However, this pilot preceded the COVID-19 pandemic and therefore did not focus on airborne virus control.</p><p> </p><p>While the Scientific Advisory Group on Emergencies undertook a review of existing evidence on the application of UV disinfection, visible light, local air filtration and fumigation technologies to microbial control, it did not make an assessment of technologies supplied by companies. In our earlier answer to Question 496, we stated that Public Health England undertook an assessment of such technologies. As each workplace is different, it is for an employer to identify, as part of their risk assessment, how to control COVID-19 transmission. The most recent quarterly statistics show that 74 per cent of all paying parents due to pay through the Collect &amp; Pay Service cleared some of their child maintenance.</p><p> </p><p>At the end of June 2020, 41,800 Paying Parents on the Collect &amp; Pay service had a Deduction from Earnings Order / Request in force. £27.1m was collected from these Paying Parents during the quarter. We have also cut the rate of VAT applied on most tourism and hospitality-related activities, including admission to circuses and fairs, from 20% to 5% until March 2021.</p><p>On 22 October, the Chancellor increased the reach of the Government’s winter support schemes to further help businesses and workers impacted by COVID-19, including those in the events sector. Our response to the consultation on the cleaner domestic burning of solid fuels and wood, published on 21 February, reflects this approach.</p><p> </p><p>We know that the burning of coal for domestic purposes is harmful to human health and the environment. That is why we will be working to help households that currently burn the most polluting solid fuels to shift to the most suitable, cleaner alternative for them. We will use the phased transition period to work alongside coal merchants to advise and educate their direct delivery customers on the benefits of alternative fuels. Analysis has been carried out that shows cleaner alternative fuels, such as Manufactured Solid Fuels (MSFs), are more energy efficient than coal, making them cheaper to burn. There is a maximum penalty of five years’ imprisonment, an unlimited fine, or both for possession of a Class B drug and 14 years’ imprisonment, an unlimited fine, or both, for the supply and production of a Class B drug.</p><p>There was a total of 281 convictions for the principal offence of possession of synthetic cannabinoids in 2018, up from 71 convictions in 2017 and no convictions in 2016. For the principal offences of either supply, possession with intent to supply or production of synthetic cannabinoids there were 18 convictions in 2018, up from 4 convictions in 2017 and 4 convictions in 2016.</p><p>The Government has commissioned the Advisory Council on the Misuse of Drugs (ACMD) to provide an updated harms assessment on their previous reports on synthetic cannabinoids. The commission also seeks recommendations on whether the current classification under the Misuse of Drugs Act 1971 of synthetic cannabinoids is appropriate. The advice is due in summer 2020. 	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>In prison, patients presenting with problematic psychoactive substance use are assessed in the same way as other drug users and offered an appropriate range of psychosocial interventions.</p><p>In April 2018, NHS England and NHS Improvement published its updated service specification on ‘Integrated Substance Misuse Treatment Service in Prisons in England’. The Plan commits to improving autism diagnostic pathways in England and ensuring autistic people have access to high-quality care and support in the community. Over the next three years, autism diagnosis will be included alongside work with children and young people’s mental health services to test and implement the most effective ways to reduce waiting times for specialist services. This will be a step towards achieving timely diagnostic assessments in line with best practice guidelines.</p><p> </p><p>The Department is determined to drive up performance on autism diagnosis nationally. This activity includes: full profiling of the key sectors and showcasing these at events overseas; working with DIT’s overseas network and local partners across the region to deliver tailored support to promote individual areas as a destination for investment; international promotion of a portfolio of Midlands capital investment opportunities, including 10 projects from the East Midlands; and provision of funding for local partners to collaborate and amplify investment messaging, such as attendance at the MIPIM property show in Cannes.</p><p>There were 72 investment projects that landed in the East Midlands in tax year 2017-2018. There were 3714 associated new jobs. 	answer	answer is ministerial correction date of answer 02/05/2018 answer text <p>The Government is committed to improving journeys for passengers in the East Midlands, which is why we are delivering the biggest upgrade of the Midland Main Line route since it was completed in 1870. Passengers will see modern trains introduced across the route during the next East Midlands franchise, including a fleet of brand new bi-mode intercity trains. The upgrade will enable increased passenger capacity and improved journey times, thereby improving the overall experience for passengers.</p><p> </p><p>In an extensive public consultation last summer we sought views on the future of East Midlands rail services to ensure the new franchise delivers the best railway for passengers, communities and businesses, including how local train services can be improved to meet current and future needs more effectively.</p><p> </p><p>The consultation closed on 11 October 2017. All options for rail services in the next franchise are subject to analysis of the potential benefits and the responses we received to the consultation. No decisions have yet been made on the rail services that will be specified. Any outcome will seek to secure the best value for money for the taxpayer and be in the best interests of rail passengers.</p><p> </p><p>The next East Midlands franchise is planned to start in August 2019. Invitations to Tender (ITT) are due to be issued to potential bidders shortly. Employers and their representatives have been consulted in the development of plans for delivering technical education reforms and designing the outline content for new T level programmes. The Government is working in partnership with employers and industry experts, including small and medium size enterprises (SMEs), to design T levels in a way that meets the needs of business.</p><p> </p><p>The Department is also talking to employers about how they can best be supported in delivering work placements as part of T levels. For example, a research project has been commissioned which will interview employers about their capacity and demand to offer T level work placements. Over 1000 employers, many of them SMEs, have been engaged through the work placement pilots, and are now offering work placements to students in the 2017/18 academic year. We are working with local authorities to determine which of the powers provided are best able to support bus networks in their areas.</p><p> </p><p>In particular, new Enhanced Partnership and Advanced Quality Partnership powers provide the framework for authorities to work side by side with operators to set a shared vision for bus services in their area.</p><p> </p><p>Bus Open Data powers will require bus operators in England to open up route and timetable, fares and tickets and real time information for passengers by 2020. These improvements aim to remove uncertainty in bus journeys, improve journey planning and help passengers secure best value tickets.</p><p> </p><p>Accessible Information powers will require all operators of local bus services to provide audio and visual route and next stop announcements on board buses across Great Britain, helping to remove barriers to bus travel particularly for those with disabilities or accessibility needs.</p><p> </p><p>The Government also continues to invest in public transport.
