The UK's &quot;WASH Systems for Health&quot; programme is working in six lower-middle-income countries to strengthen the systems that deliver sustainable WASH services. The UK-funded Hygiene and Behaviour Change Coalition supported 14,800 facilities with WASH supplies and trained 460,000 health workers on hygiene. The Government will continue to use its development budget to champion and strengthen democratic institutions, human rights, free media and effective governance. Supporting open societies is a priority in Africa, the way we act to promote democracy and defend democratic freedoms in each country is dependent on the context and needs of the country concerned. The Westminster Foundation for Democracy is an important partner in delivering this work in many African contexts.</p><p>The impact of the global pandemic on the UK economy has forced us to take the tough but necessary decision to temporarily reduce how much we spend on Official Development Assistance (ODA). We will temporarily move to a target of spending 0.5 per cent of Gross National Income (GNI) on ODA, rather than 0.7 per cent. This is a temporary measure and we will return to 0.7 per cent when the fiscal situation allows. We are now working through the implications of these changes for individual programmes. This is of particular importance in developing countries, where safe use of infant formula is often not possible. As part of the government's commitment to ending the preventable deaths of mothers, newborns, and children, the FCDO will continue to ensure that Overseas Development Assistance contributes to improved breastfeeding and safe infant feeding through our health and humanitarian programmes. This includes working with UNICEF to ensure breastfeeding promotion and support is provided in countries with high levels of child wasting.</p><p>In addition, we are supporting the Access to Nutrition Initiative in holding manufacturers of breast milk substitutes to account for their marketing practices, encouraging companies to fully comply with the Code. We have also worked with the Government of Japan, civil society, and other donors to define Principles of Engagement for the 2021 Nutrition for Growth Summit. For the academic year 2023-2024 we have two scholars from Niger and two from Mali. This is of particular importance in developing countries where safe use of infant formula is a challenge.</p><p>We have supported the Access to Nutrition Initiative for several years as part of our work to support safe infant feeding. This initiative holds manufacturers of breast milk substitutes to account for their marketing practices, with the objective encouraging companies to fully comply with the Code. We also support breastfeeding promotion through our health programmes. We support a comprehensive approach to eliminating FGM that includes prevention and access to services, supported by the right laws and policies. Some National Assembly members in the Gambia have expressed a desire to repeal the ban on FGM. We have raised this with the Gambian Government, including the Foreign Minister, and with development partners. We provide funding to the UN Joint Programme for the Elimination of FGM, which operates in the Gambia. The programme works with governments to put in place viable national response systems, policies and plans for banning FGM, as well as empowering mothers, students and teachers to champion FGM elimination.
