There are currently no specific requirements for plant biostimulants in domestic fertilisers legislation. However, Defra intends to improve on this by consolidating and streamlining the statute book and putting in place a conformity assessment framework for fertilisers. The framework will smooth the route to market for new and innovative products which are less polluting to the environment or are less resource intensive in their creation.</p><p>To support reform of fertilisers legislation Defra has funded a review of the evidence for the safe and effective use of plant biostimulants and a review of methods for evaluating methods for verifying the efficacy of plant biostimulants.</p><p>The potential impact of a chemical on plant health, including soil microbiomes is already considered, as appropriate, as part of HSE’s robust risk assessment process for pesticides and for biocides. The FCA is collecting this information to assess what, if any, further regulatory work it may undertake in this area.</p><p>The FCA’s new Consumer Duty seeks to set a higher and clearer standard of care that firms owe their customers. The FCA is an independent non-governmental body and is responsible for determining the application of the relevant rules. This work has included looking at information submitted to them with regard to possible options to control the use of lead ammunition. The previous SHOT-SWITCH study has been considered and is referenced in the background document of evidence (attached to this answer) which was put out with the public consultation last year.</p><p> </p><p>HSE expects to issue its final restriction opinions later this year. The E7 indicator for soil health in England will use comprehensive data on soil characteristics (physical, chemical, and biological) and land use to show how different soils are contributing to different ecosystem services as a measure of soil health. Towards the end of financial year 2022/2023, we began national soil monitoring under the Natural Capital Ecosystem Assessment (NCEA) programme. 	answer	answer is ministerial correction date of answer 09/04/2024 answer text <p>The Department is the contracting authority for two consecutive framework agreements on which The Phoenix Partnership (TPP) has been appointed as a supplier, and awarded call-off contracts. These frameworks are the <em>GP Systems of Choice</em> (GPSoC), from 2014, and the <em>GP IT Futures framework agreement</em> (GPITF FA), which succeeded the GPSoC in 2020. The GPITF FA is the main contractual framework to supply IT systems and services to general practices (GPs) and associated organisations in England. The GPITF FA is operationally managed by NHS England, and the relevant contracting authorities under the call-off contracts are the individual integrated care boards, who contract on behalf of GPs.</p><p>In addition to managing the GPITF FA on behalf of the Department, NHS England is the contracting authority on three active contracts with TPP for: GP IT development and compliance; provision of Point of Care services to the NHS England Vaccination Programme; and provision of IT services to residential places of detention under the Health and Justice Information Systems contract.</p><p>The UK Health Security Agency (UKHSA) has a statutory requirement to report on the performance of the national immunisation programmes, and in June 2022, TPP was awarded a contract to extract this data directly from GPs' systems for the UKHSA, with a successor contract being awarded for the same work in October 2023. All Government contracts are awarded fairly and transparently, in line with the Public Contracts Regulations 2015. All these roles are in place to assist general practice (GP) doctors in reducing their workload and assisting patients directly with their needs, allowing doctors to focus on more complex patients and other priorities, including continuity of care. Assessments on the impact of supply chains to the Norwegian aquaculture sector are the responsibility of the Norwegian government.</p><p>The UK works directly to support food security and sustainable Ocean Management in West African countries affected by declining fish stocks. For example, as part of the £500 million Blue Planet Fund, the UK formalised a bilateral Ocean Country Partnership with Senegal in 2023. Our approach to tackling poverty is based on clear evidence that parental employment, particularly where its full time, reduces the risk of poverty. In the financial year 21/22, children living in households where all adults work were around five times less likely to be in absolute poverty after housing costs than those living in workless households.</p><p> </p><p>The Government is putting significant additional support in place for those on the lowest incomes from April. Subject to Parliamentary approval, working age benefits will rise by 6.7% while the Basic and New State Pensions will be uprated by 8.5% in line with earnings, as part of the ‘triple lock”.</p><p> </p><p>To further support low-income households with increasing rent costs, the Government will raise Local Housing Allowance rates to the 30th percentile of local market rents, benefitting 1.6 million low-income households by on average £800 a year in 24/25. However, the most recent data from the Office of National Statistics shows that for the 4-week period ending 5 March 2023, 1.9 million people, or 2.9% of the population, in private households in the United Kingdom reported experiencing long COVID symptoms; 83,000 people first had, or suspected they had, COVID-19 less than 12 weeks previously, 1.73 million people had symptoms for 12 or more weeks, 1.3 million people for at least a year and 762,000 for at least two years; and 1.5 million people reported day-to-day activities adversely affected. Of these, 381,000 reported that their ability to undertake day-to-day activities had been limited a lot.</p><p>Whilst no specific assessment has been made of the percentage of long COVID sufferers who are able to receive specialist treatment, activity data released by NHS England shows that, for the month of December 2023, there was a total of 1,104 initial specialist assessments completed during the month and an additional 8,696 follow-up appointments were carried out. In total, since the data was first published in July 2021, 101,998 patients have received an initial specialist assessment. A further 347,837 follow-up appointments have taken place.</p><p>NHS England has invested £314 million to expand long COVID treatment in the National Health Service and rehabilitation services, establishing 100 long COVID services for adults and 13 specialist paediatric hubs for children and young people. These assess people with long COVID and direct them into appropriate care pathways which provide appropriate support and treatment. Commissioning of post-COVID services will transition from the long COVID national programme to integrated care boards by the end of March 2024. A number of silver active substances are currently waiting to be assessed for safety and efficacy as biocides under the GB review programme of existing active substances. While this is the case they can be legally used in treated articles including period products.</p><p> </p><p>Defra continues to monitor research on chemicals in period products as part of the UK REACH Work Programme, working closely with the Health and Safety Executive and the Environment Agency. This ongoing work covers all risks, including those relating to aquatic life. Legislation will be taken forward when parliamentary time allows.</p><p>The UK continues to be proactive in supporting other, particularly developing, countries to implement and ratify the BBNJ Agreement. This includes contributing to the BBNJ Voluntary Trust Fund to enable participation by developing countries in UN discussions on preparatory work, and supporting the BBNJ Informal Dialogues, discussions that bring together participants from a wide range of countries online to discuss implementation. The UK also co-funded and organised a workshop for Association of Southeast Asian Nations (ASEAN) countries to share best practice and support the implementation and ratification of the BBNJ Agreement in the Philippines in November 2023. 	answer	answer is ministerial correction date of answer 13/02/2024 answer text <p>The UK is currently contributing funding towards a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) study on the conservation and trade in rosewood tree species but does yet not have an assessment of rosewood timber exports. We have robust mechanisms in place through the UK Timber Regulations (UKTR), which prohibit the placing of illegally harvested timber and timber products on the GB market and require operators - those first placing timber products on the market - to exercise due diligence. Those who trade in timber and timber products after they have been placed on the market are required to keep records of who they buy timber products from and any traders they sell them to. This enables timber and timber products to be traced.</p><p> </p><p>The primary objective of the UKTR is to tackle illegal logging and to create a demand for legally harvested timber. Implementing the Regulations enables the protection of forests around the world, supporting the Government’s ambition to lead the world in environmental protection, end extreme poverty, and be at the forefront of action against global climate change.</p><p> </p><p>The requirement to exercise due diligence under UKTR does not apply where a valid CITES permit accompanies the timber.</p><p> </p><p>Rosewood species (Dalbergia and Guibourtia spp.) are listed on the CITES Appendices and so most rosewood timber imports into the UK will need a valid permit. Permit applications are assessed on a case-by-case basis by the UK CITES Management Authority, which will only issue permits if it has been possible to determine that the specimens to be imported were legally acquired and sustainably harvested.</p><p> </p><p>The Government provides grants to a wide range of stakeholders to contribute to the protection of endangered wild species, including tackling illegal wildlife trade in West Africa, through the Biodiversity Challenge Funds. Those that do have funded schemes are subject to DWP occupational pension scheme legislation, with investments separated from the organisation and trustees responsible for scheme investments, or, in the case of the Environment Agency, participate in the Local Government Pension Scheme (LGPS). Trustees and LGPS administering authorities have specific legal and fiduciary duties.</p><p>LGPS administering authorities, including the Environment Agency Pension Fund, are required to act in the interest of the fund and not the employer in setting and implementing their investment strategy. DLUHC guidance sets out that it is good practice for administering authorities to have robust policies to manage any potential conflicts of interest. Helen Tomlinson has been appointed as the Government’s first Menopause Employment Champion and is working with employers to increase understanding of menopause in the workplace and support for women. In October 2023 Helen published a report, No Time to Step Back, which provides guidance to help recruit, support and retain women experiencing the menopause and stop women considering giving up their employment.</p><p>The Government has also launched a new online only space for guidance on the Help to Grow website, providing businesses, large and small, with the resources they need to help educate their organisation and workers about the menopause.</p><p>In the 2023 Autumn Statement, the Government published the response to the Occupational Health: Working Better consultation and set out plans to imminently set up an expert group to support the development of a voluntary minimum framework for quality occupational health provision. The voluntary framework will take account of existing initiatives that support those with health conditions and disabilities in the workplace and aims to set out the minimum level of quality occupational health provision that employers can adopt to help employees return to work from sickness absence, and prevent health-related job loss.</p><p>The Government also announced that it will identify longer-term options to build multidisciplinary workforce capability in work and health, building on existing work with the sector and exploring opportunities for businesses and providers to improve support for their employees. The Occupational Health Workforce Expansion Funding Scheme launched in July 2023 funds doctors and nurses to undertake occupational health training courses and qualifications with 99 Doctors and Nurses funded as part of the first round of applications.</p><p>In terms of frontline health workers, a key focus of the NHS England National Menopause Care Improvement Programme is the development of a retention programme for the National Health Service workforce, which is looking at how best to support menopausal staff and line managers in NHS settings. In November 2022, NHS England launched Supporting our NHS people through menopause, a guidance document developed for NHS line managers and colleagues. They have launched two e-learning packages, for general guidance and occupational health colleagues, and are developing one for human resources and line managers. Recent research estimates that around 70% of global tropical deforestation for commercial agriculture between 2013 and 2019 was conducted in violation of national laws.</p><p> </p><p>The Government announced further details of our Forest Risk Commodities regulations at COP28 in December. The new law will make it illegal for larger organisations, with a global annual turnover of more than £50m, to use key forest risk commodities produced on land illegally occupied or used. Initial secondary legislation will focus on four commodities identified as key drivers of deforestation: cattle products (excluding dairy), cocoa, palm oil and soy.</p><p> </p><p>Organisations in scope will also be required to undertake a due diligence exercise on their supply chains and to report on this exercise annually. To ensure transparency, information about businesses' due diligence exercises will be published.  Businesses in scope that do not comply with these requirements may be subject to fines and other civil sanctions. This builds on the development of a digital information and advice service for employers, offering tailored guidance on health and disability, to equip employers to have work and health conversations and signpost to sources of expert support. A copy of the Government response to the consultation is attached.</p><p> </p><p>The Government also announced that it will identify longer-term options to build multidisciplinary workforce capability in work and health, building on existing work with the sector and exploring opportunities for businesses and providers to improve support for their employees. 	answer	answer is ministerial correction date of answer 25/01/2024 answer text <p>We have interpreted your question to refer to healthcare professionals (HCPs) who conduct Work Capability Assessments for Centre for Health and Disability Assessments (CHDA) on behalf of the department, and not Department for Work and Pensions decision makers who make decisions on entitlement to benefit.</p><p> </p><p>Assessments are carried out by qualified HCPs, who receive training in assessing the impacts of a variety of disabilities including chronic inflammatory conditions, to ensure they are familiar with the clinical aspects of the conditions and their impact on daily functions.</p><p> </p><p>HCPs have access to a wide range of clinical resources, including e-learning modules and case studies, to research any conditions presented. CHDA has a learning module on hidradenitis suppurativa for use by their HCPs that has been externally quality assured by a consultant dermatologist. 	answer	answer is ministerial correction date of answer 22/01/2024 answer text <p>In January 2021, and in conjunction with the Social Partnership Forum, NHS England developed and published a national Violence Prevention and Reduction Standard. This supports employers in their efforts to provide a safe and secure working environment for National Health Service staff, with a focus on risk management, training and support for those impacted by incidences of violence or aggression.</p><p>£8.4 million has been invested into the ambulance service sector to explore the efficacy of body worn cameras in reducing violence and abuse. All ambulance trusts are now trialling cameras and an independent evaluation is underway with a final report expected towards the end of 2024.</p><p>In 2022, the Government legislated through the Police, Crime, Sentencing and Courts Act to double the sentence for assaults on emergency workers to a maximum of two years.</p><p>We do not currently have a national mechanism to assess the levels of violence and aggression in the NHS on staffing levels. NHS employing organisations have a duty of care to support the health and safety of their staff and they do collect data on incidents. This is used to inform local strategies for reducing and dealing with violence and aggression.</p><p>The NHS Staff Survey does ask questions relating to incidences of violence, harassment, and abuse. However, we are particularly concerned over reports about Israeli detention practices. The Government is clear that administrative detention should be used only where it is justified in accordance with international law. Those under detention should either be charged or released. The UK is committed to working with Israel to secure improvements in its detention practices and repeatedly calls on Israel to abide by its obligations under international law. This has been repeatedly raised by both the PM and the Foreign Secretary with PM Netanyahu. The safety of humanitarian personnel and healthcare workers in Gaza is critical to enable aid to reach those who need it most.
