star this property answer text <p>As announced in the Maximising Resources, Minimising Waste programme on July 28th, we will develop and consult on policy options for reducing textiles waste, including requiring businesses over a certain size to provide a customer take back systems for used textiles.</p><p> </p><p>There is anecdotal evidence that garment recycling schemes can be effective, and we will assess this further as we develop the new policies. star this property answer text <p>The Plan for Water sets out the actions we are taking to make abstraction sustainable. Since we published our abstraction plan (see attachment) in 2017, the Environment Agency has reduced damaging abstraction by returning 48 billion litres of water a year to the environment and removed the risk to the environment of the potential abstraction of 1.9 trillion litres of water.</p><p> </p><p>Water companies are told by the Environment Agency about what abstractions are deemed unsustainable through the Water Industry Environment Programme (see attachment) and the statutory water resources management plans (see attachment) and take action to remove or reduce these abstractions. In some cases, removal or reduction of abstraction licences will reduce the security of water supply for people and businesses, so water companies will have to take appropriate steps to reduce demand or develop new supplies of water to ensure they can still provide water supplies.</p><p> </p><p>The deadlines water companies are given vary, as some may require investigations into the level of reductions required. The Plan for Water shows water companies have to take action to reduce a gap between how much water they could supply when compared to future demand. The gap is 4 billion litres of water per day, which includes reductions in abstractions to protect the environment and accounts for the impacts of climate change on water sources. Water companies have recently produced new water resources plans showing how they will address this gap and the Environment Agency has produced a summary of how water companies (see attachment) will increase supply and reduce demand over the next 25 years.</p>

star this property answer text <p>The Government is in close contact with counterparts in the United States on the incidents of influenza of avian origin in cattle in the USA. We know that the strain of virus (Highly Pathogenic Avian Influenza (HPAI) strain B3.13) involved has not been detected in the UK.</p><p> </p><p>Defra is working closely with the Department of Health and Social Care (DHSC), the UK Health Security Agency (UKHSA), the Food Standards Agency, the Cabinet Office and with international partners on risk assessments to consider the routes of incursion, animal to animal spread and animal to human spill-over and to review our well-tested surveillance mechanisms and preparedness activities in light of this emerging situation.</p><p> </p><p>The Animal and Plant Health Agency (APHA) has assessed the risk to Great Britain of this outbreak in the USA of Influenza A (H5N1) of avian origin in livestock to our own livestock as very low (event is very rare but cannot be excluded). The Food Standards Agency (FSA) have assessed the risk to UK consumers from HPAI strain B3.13 in imported milk, dairy products, colostrum and colostrum-based products originating from US dairy cattle as very low with medium uncertainty (<a href="https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.food.gov.uk%2Fresearch%2Ffoodborne-pathogens%2Frapid-risk-assessment-risk-to-uk-consumers-from-highly-pathogenic-avian-influenza-hpai-h5n1-b313-in-us-dairy-products%23%3A~%3Atext%3DAs%2520of%25202%2520May%25202024%2Csamples%2520of%2520retail%2520milk%2520tested.&amp;data=05%7C02%7Cpqteam%40defra.gov.uk%7C220b3966756342c99ed108dc70d9a296%7C770a245002274c6290c74e38537f1102%7C0%7C0%7C638509327253250581%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=LEJZznDndv0RyfBivHHV9wkW7Fyhscpk%2BQNMC0xINVY%3D&amp;reserved=0" target="_blank">Rapid Risk Assessment: Risk to UK consumers from Highly Pathogenic Avian Influenza (HPAI) H5N1 B3.13 in US dairy products | Food Standards Agency</a>) (see attached).</p><p> </p><p>In response to the unprecedented global outbreaks of highly pathogenic avian influenza (HPAI) H5N1 in wild and kept birds, the UK's avian influenza national reference laboratory at the Animal and Plant Health Agency Weybridge laboratory has increased its surveillance in both wild birds and wild mammals and genome analysis of the virus itself while keeping a close eye on its spread in global populations of wildlife. In addition, we have published an ‘Influenza A (H5N1) infection in mammals: suspect case definition and diagnostic testing criteria’ on gov.uk to support veterinary professionals and others in knowing when to report suspicion. The UK case definition for influenza of avian origin in mammals has been updated and now includes a case definition for ungulates including dairy cattle, this in response the emerging situation in cattle in the USA and will be kept under regular review as further information becomes available.</p><p> </p><p>We are monitoring the situation closely but at this time have no reason to suspect the virus is circulating in our cattle, nor is this strain of the virus circulating in Europe. We have had no recent cases of avian influenza in kept birds, or findings of influenza of avian origin in kept or wild mammals, and the risk level from wild birds is low. We have discussed the need for surveillance in wildlife, domestic animals and humans with DHSC and UKHSA and are considering the case for additional surveillance for influenza of avian origin in cattle and how best such animal health surveillance could be undertaken.</p>

star this property answer text <p>As set out in the Government response to the <em>Occupational Health: Working Better</em> consultation published last year, the Government will develop a voluntary minimum framework for quality occupational health, aiming to set out the minimum level of provision that employers can adopt to support those with health conditions and disabilities in the workplace. This builds on the development of a digital information and advice service for employers, offering tailored guidance on health and disability, to equip employers to have work and health conversations and signpost to sources of expert support. A copy of the Government response to the consultation is attached.</p><p> </p><p>The Government also announced that it will identify longer-term options to build multidisciplinary workforce capability in work and health, building on existing work with the sector and exploring opportunities for businesses and providers to improve support for their employees. The Occupational Health Workforce Expansion Funding Scheme launched in July 2023 funds doctors and nurses to undertake occupational health training courses and qualifications with 99 doctors and nurses trained to date.</p>

star this property answer text <p>An overview of Natural England's (NE) Science Advisory Committee review of the Brood Management Trial was published in this NE blog on 16 March 2023: <a href="https://naturalengland.blog.gov.uk/2023/03/16/update-on-the-hen-harrier-brood-management-trial/" target="_blank">naturalengland.blog.gov.uk/2023/03/16/update-on-the-hen-harrier-brood-management-trial/</a>. A copy is attached with this answer. They advised that further social science data on changing attitudes, was needed. Consequently, The Brood Management partnership has applied for a licence for two years (2023-2024) to allow for further data to be collected. NE’s wildlife licensing service assessed this two-year licence application and issued the licence on 4 May 2023.</p><p> </p><p>The trial is designed to understand how the availability of brood management may affect the persecution of all hen harriers. All hen harriers in England are therefore part of the trial, and research is underway on survival rates of wild reared hen harriers satellite-tagged by NE, before and after the availability of brood management. Of the 32 hen harriers reared in captivity and released with satellite tags, 10 are still alive, six dead birds have been recovered (five confirmed died naturally, one currently under investigation), and 16 have stopped transmitting and have not been recovered. star this property answer text <p>The use of lead shot in England and Wales is already prohibited in specific circumstances by existing legislation – including on all foreshores, and in or over specified sites of special scientific interest, predominantly wetlands.</p><p> </p><p>The Health and Safety Executive (HSE) is currently preparing recommendations on further action to restrict the use of lead in ammunition. This work has included looking at information submitted to them with regard to possible options to control the use of lead ammunition. The previous SHOT-SWITCH study has been considered and is referenced in the background document of evidence (attached to this answer) which was put out with the public consultation last year.</p><p> </p><p>HSE expects to issue its final restriction opinions later this year. The decision to apply any UK REACH restrictions as a further regulatory measure, or not to do so, will subsequently be made by the Defra Secretary of State, with the consent of the Scottish and Welsh Ministers.</p>

star this property answer text <p>Medical practitioners are expected to state the cause of death on death certificates to the best of their knowledge and belief, including where a resistant infection was a contributory factor. Consistently citing antimicrobial resistance (AMR) as a cause of death on the Medical Certificate of Cause of Death (MCCD) could provide better data on the scale and impact of AMR and improve public awareness of the issue.</p><p>In November 2022, as part of the National Medical Examiner’s “Good Practice Series”, the Royal College of Pathologists published a paper to help medical examiner offices align with the UK AMR National Action Plan, and support surveillance of antimicrobial resistance. The paper asks medical examiners to encourage and educate those writing MCCDs to accurately record the organism responsible for the infection, whether it was resistant to microbial therapy, and whether the infection was hospital- or community-associated, where this is known. A copy of the paper is attached.</p>

The statistics can be found at: <a href="https://www.gov.uk/government/collections/animals-in-science-statistics" target="_blank">https://www.gov.uk/government/collections/animals-in-science-statistics</a></p><p>The most recent statistics for 2021 show that no procedures have been carried on animals for quality control pyrogenicity testing for regulatory use since 2019 (data table 7.1).</p><p>Pyrogen testing could be recorded under other categories in the statistics. However, the statistics do not break down the data by test type for non-regulatory or other regulatory purposes.</p> more like this
