star this property answer text <p>The Government ran a public consultation in October and November last year on our proposals for legislating for a Victims Payments Scheme. The consultation provided an opportunity for anyone to comment on the shape of the proposed scheme.</p><p> </p><p>In line with the Northern Ireland Office Equality Scheme, we notified our list of consultees - including a wide range of public bodies, political parties, religious and representative organisations - about the consultation. The consultation team also made itself available to meet a range of interested groups and parties to discuss the proposals and the issues arising from them.</p><p> </p><p>We received 367 responses from a variety of parties, individuals, representatives and groups, including the Green Party NI. We carefully considered all written and oral feedback received in making final decisions about the shape of the scheme.</p><p> </p><p>The Northern Ireland Office also engaged with the main parties on the detail of draft guidance that will support the scheme’s independent board in making decisions to award payments.</p>

star this property answer text <p>HMRC, in combination with HM Treasury, the Office of Budget Responsibility, Office for National Statistics, and other Government departments are already meeting, or exceeding, areas identified in the 14 guiding principles set by the General Assembly of the Global Initiative for Fiscal Transparency for tax transparency, for example:</p><p> </p><ul><li>HMRC publish an annual report which includes information on the prevailing tax gap and action taken to reduce it, as well as comprehensive accounts and other information on revenues, expenditure, performance and performance plans. This is in addition to separate publications on the measurement of tax gaps and other research conducted by HMRC on taxpayers’ behaviour and tax administration;</li><li>HMRC’s published Annual Report and Accounts, as well as other aspects of its performance and expenditure, are regularly audited by the independent National Audit Office (NAO), and subject to Parliamentary scrutiny. NAO reports of its audits are also published. Revenue and other statistics published by HMRC adhere to the Official Statistics Code of Practice and are also subject to independent audit by the UK’s Statistics Authority;</li><li>The UK Government and HMRC have increased their own transparency by publishing more data, including information about the exercise of powers. Government departments also publish data as part of a cross-Government transparency data publishing requirement, as directed by several letters from the Prime Minister since 2010;</li><li>The UK Government collaborates with international and regional financial institutions, contributing to their published revenue statistics, to improve the fairness, efficiency, and effectiveness of tax administration, including through the <a href="https://www.oecd.org/tax/forum-on-tax-administration/" target="_blank">Forum on Tax Administration</a>; and</li><li>The Tax Assurance Commissioner (TAC) role was created in 2012 to strengthen governance and assurance of tax disputes. The TAC provides assurance to Parliament and the public on the handling of civil tax disputes<em>, </em>and their Report is published as part of HMRC’s Annual Report.</li></ul><p> </p><p>Increasing transparency to improve the public’s trust in the tax system and Government accountability remains a focus for this administration.</p>

It continues to work closely with the regulators, including the Bank of England and the Financial Conduct Authority, to assess risks and where appropriate coordinate a response with them. The regulators are working with firms to improve their resilience to market shocks, and it is a focus of government to ensure that we have a robust regulatory system. star this property answer text <p>To support those fleeing the conflict, the Government has introduced two visa schemes to welcome Ukrainian refugees to the UK: the Ukraine Family Scheme and Homes for Ukraine. The Ukraine Family Scheme allows applicants to join family members or extend their stay in the UK. Homes for Ukraine allows Ukrainian nationals and their family members to come to the UK if they have a named sponsor under the scheme. Further details on scheme eligibility can be found at GOV.UK. People that enter under both visa schemes support integration by providing full access to social services and welfare in the UK for up to three years.</p><p> </p><p>As each of these schemes uses different routes to support Ukrainians to find safe refuge in the UK, they were set up to be funded differently. The Ukraine Family Scheme is similar to existing family visa routes, and provision of public services from this route will be managed in the usual way. The UK-based family member is expected to provide support and accommodation for those coming to join them, who in turn benefit from the wider integration advantages in joining an existing family network.</p><p> </p><p>On the matter of exchanging Ukrainian currency for sterling, the Government has taken steps to ensure support for incoming Ukrainian nationals opening bank accounts, and Ukrainians are able to convert their currency to GBP electronically at several major banks and electronic money institutions. The industry has also taken measures to support refugees and their access to essential financial services, including commitments to waive certain fees. The Government continues to monitor the situation for Ukrainians in the UK’s financial marketplace closely.</p>

star this property answer text <p>The latest data indicates that the working age inactivity rate in the three months to August was 21.7%, up 0.6 percentage points on the previous three months and up 0.5 percentage points on the year. The headline employment rate for the three months to August was 75.5%, up 0.3 percentage points on the year. Demand for labour remains strong, with vacancies near record highs and significantly above pre-pandemic levels in the third quarter of 2022 (+51%). The latest data indicates that that the unemployment rate fell to 3.5% in the three months to August, the lowest rate since 1974<em>.</em></p><p> </p><p>Our Plan for Patients, which the Department of Health and Social Care introduced in Parliament on 22 September, sets out our immediate priorities to support individuals to live healthier lives and to strengthen the resilience and health of the nation. This includes moving prevention services closer to the patient, expanding mental health support in schools and increasing support for people to start, stay and succeed in employment. Alongside this, the Department of Health and Social Care is currently reviewing all of its wider priorities with a focus on improving the health of the population across the breadth of the country.</p>

star this property answer text <p>For the latest data available, related to September 2022, 286,149 households were subject to the Removal of the Spare Room Subsidy (RSRS) for 1 extra bedroom, and 63,759 for 2 or more extra bedrooms. This data is available on Stat-Xplore.</p><p><strong> </strong></p><p>For 2021/22, a total of £434m worth of deductions were made for RSRS in Great Britain. This includes households on Universal Credit and Housing Benefit. No wider assessment has been made.</p><p> </p><p>The RSRS policy applies to claims for housing support - either Housing Benefit or the housing element of Universal Credit - where the claimant is living in the social rented sector in a property that is deemed too large for their needs.</p><p> </p><p>The policy helps encourage mobility within the social rented sector to make better use of the existing social housing stock and strengthens work-incentives. An additional bedroom is allowed in certain circumstances such as for disabled people and carers, foster carers, and parents of service personnel. Additionally, those in receipt of pension age housing benefit are exempt.</p><p> </p><p>Discretionary Housing Payments (DHP’s) are available for those who need additional support with housing costs. Since 2011 we have provided nearly £1.6 billion in DHP’s to local authorities.</p>

star this property answer text <p>The Health and Safety at Work etc. Act 1974 establishes duties for manufacturers to design and construct safe articles for use at work. In the various health and safety regulations that apply to the oil and gas industry it is the responsibility of the duty holder to ensure that any components used are fit for purpose for their intended use, and that they have the means to ensure those components will remain fit for purpose during their service life. Furthermore, product supply legislation places duties on the manufacturers of such products to assess their safety before their use.</p><p> </p><p>The Health and Safety Executive (HSE) undertakes market surveillance monitoring of the health and safety of most products used at work. HSE have been engaged with the additive manufacturing industry for a number of years, including the publication of a report into structure properties of the technique in 2015. Industry standards and guidance are being produced in this area and these assure quality control throughout additive manufacture and provide a sufficient quantity and quality of information to manufacturers and dutyholders seeking to make or use these articles which can also be used as benchmarks against which to judge regulatory compliance. HSE is also considering the implications of exposure to fumes and respirable dusts from those undertaking additive manufacturing.</p>

star this property answer text <p>The methodology is relatively straight forward and is contained within the publication but quoted below for ease:</p>Estimates of projected costs<p>1. The estimate is based on the latest available data (March 2022) from the 5% extract of DWP’s State Pension administrative data, the Quarterly Statistical Enquiry (QSE).</p><p>2. The QSE is used to estimate the volume of individuals in frozen rate countries and their State Pension amounts.</p><p>3. The State Pension amount, for all current and future recipients, is uprated (using the relevant indices) to the level they would have been if they had never been frozen.</p><p>4. To estimate the costs for subsequent financial years we make adjustments to the underlying caseload and associated costs by:</p><ul><li>applying mortality rates to existing cases, based on age and gender;</li><li>adding forecasts of future State Pension claims, which are based on historical trends and expected changes in the population, and are adjusted for mortality; and</li><li>uprating State Pension amounts using economic assumptions from the Office for Budget Responsibility at Spring Budget 2023.</li></ul><p>5.
