answer text <p>Requirements regarding financial adviser ongoing services started in 2013 following the Retail Distribution Review, with additional requirements resulting from the Markets in Financial Instruments Directive in 2018.</p><p>In February, the FCA wrote to a number of financial adviser firms requesting information about their delivery of ongoing services, for which their clients continue to be charged. The FCA is collecting this information to assess what, if any, further regulatory work it may undertake in this area.</p><p>The FCA’s new Consumer Duty seeks to set a higher and clearer standard of care that firms owe their customers. The FCA is an independent non-governmental body and is responsible for determining the application of the relevant rules. The Government will continue to monitor the effectiveness of Consumer Duty rules, as they bed in and as industry becomes more familiar with them.</p> more like this

answer text <p>The Joint Nature Conservation Committee (JNCC) published a concept model for a soil health indicator in June 2023 (please see attached) and we intend to develop a more comprehensive model by 2025. A progress report on the development of the indicator will be published by June 2024.</p><p> </p><p>Improving soil health and monitoring changes over time is a priority for government. The E7 indicator for soil health in England will use comprehensive data on soil characteristics (physical, chemical, and biological) and land use to show how different soils are contributing to different ecosystem services as a measure of soil health. Towards the end of financial year 2022/2023, we began national soil monitoring under the Natural Capital Ecosystem Assessment (NCEA) programme. The data will inform ambitious, proactive, and sustainable policy decisions to support the government's goal to improve the state of the environment within a generation.</p> more like this

answer text <p>Physician Associates have been part of the National Health Service workforce for a number of years. They are an important part of clinical teams across the NHS, providing support to thousands of patients every day, under the supervision of doctors.</p><p>The Additional Roles Reimbursement Scheme provides funding for a number of additional roles, including Physician Associates, to help create bespoke, multi-disciplinary teams. All these roles are in place to assist general practice (GP) doctors in reducing their workload and assisting patients directly with their needs, allowing doctors to focus on more complex patients and other priorities, including continuity of care. answer text <p>The Additional Roles Reimbursement Scheme aims to grow and diversify the general practice workforce. The scheme provides funding for 26,000 additional roles in primary care networks, to help create bespoke multi-disciplinary teams. General practitioners are not currently included in the scheme as they are a core role within general practice, and the recruitment of general practitioners is currently funded through global sum. We remain committed to growing the general practice workforce as well as number of doctors in general practice. answer text <p>Addressing the ongoing global food security crisis and delivering sustainable food security for countries struggling with hunger and malnutrition is a priority for His Majesty’s Government. In 2022 the UK was one of the top 6 countries donors to the World Food Programme (over $400 million). Between 2016 and 2021, the UK spent £2.6 billion on longer-term food and agriculture programmes.</p><p>We are aware of recent reports that have suggested that the fishmeal industry based in Mauritania which supplies, among others, the Norwegian aquaculture sector is contributing to loss of livelihoods and malnutrition in West African nations. Assessments on the impact of supply chains to the Norwegian aquaculture sector are the responsibility of the Norwegian government.</p><p>The UK works directly to support food security and sustainable Ocean Management in West African countries affected by declining fish stocks. For example, as part of the £500 million Blue Planet Fund, the UK formalised a bilateral Ocean Country Partnership with Senegal in 2023. This partnership aims at reducing marine pollution, preserving marine biodiversity as well as helping fishing to be more sustainable.</p>

answer text <p>The current Household Support Fund runs from April 2023 until the end of March 2024, and the Government continues to keep all its existing programmes under review in the usual way.</p><p> </p><p>The Government is committed to reducing poverty and supporting low-income families. Our approach to tackling poverty is based on clear evidence that parental employment, particularly where its full time, reduces the risk of poverty. In the financial year 21/22, children living in households where all adults work were around five times less likely to be in absolute poverty after housing costs than those living in workless households.</p><p> </p><p>The Government is putting significant additional support in place for those on the lowest incomes from April. Subject to Parliamentary approval, working age benefits will rise by 6.7% while the Basic and New State Pensions will be uprated by 8.5% in line with earnings, as part of the ‘triple lock”.</p><p> </p><p>To further support low-income households with increasing rent costs, the Government will raise Local Housing Allowance rates to the 30th percentile of local market rents, benefitting 1.6 million low-income households by on average £800 a year in 24/25. Additionally, the Government will increase the National Living Wage for workers aged 21 years and over by 9.8% to £11.44 representing an increase of over £1,800 to the gross annual earnings of a full-time worker on the National Living Wage.</p>

answer text <p>The Government does not currently routinely record the total amount of people with long COVID or new cases identified. However, the most recent data from the Office of National Statistics shows that for the 4-week period ending 5 March 2023, 1.9 million people, or 2.9% of the population, in private households in the United Kingdom reported experiencing long COVID symptoms; 83,000 people first had, or suspected they had, COVID-19 less than 12 weeks previously, 1.73 million people had symptoms for 12 or more weeks, 1.3 million people for at least a year and 762,000 for at least two years; and 1.5 million people reported day-to-day activities adversely affected. Of these, 381,000 reported that their ability to undertake day-to-day activities had been limited a lot.</p><p>Whilst no specific assessment has been made of the percentage of long COVID sufferers who are able to receive specialist treatment, activity data released by NHS England shows that, for the month of December 2023, there was a total of 1,104 initial specialist assessments completed during the month and an additional 8,696 follow-up appointments were carried out. In total, since the data was first published in July 2021, 101,998 patients have received an initial specialist assessment. A further 347,837 follow-up appointments have taken place.</p><p>NHS England has invested £314 million to expand long COVID treatment in the National Health Service and rehabilitation services, establishing 100 long COVID services for adults and 13 specialist paediatric hubs for children and young people. These assess people with long COVID and direct them into appropriate care pathways which provide appropriate support and treatment. Commissioning of post-COVID services will transition from the long COVID national programme to integrated care boards by the end of March 2024. Funding for long COVID services in 2024/25 is expected to be allocated based on the 2023/24 distribution.</p><p>The NHS and wider scientific community are working at unprecedented pace to better understand long COVID, supported by £50 million in research funding.</p>

answer text <p>Work is in hand on the legislation and other measures needed to translate the detailed and complex provisions of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (the BBNJ Agreement) into UK law before we can ratify the Agreement. Legislation will be taken forward when parliamentary time allows.</p><p>The UK continues to be proactive in supporting other, particularly developing, countries to implement and ratify the BBNJ Agreement. This includes contributing to the BBNJ Voluntary Trust Fund to enable participation by developing countries in UN discussions on preparatory work, and supporting the BBNJ Informal Dialogues, discussions that bring together participants from a wide range of countries online to discuss implementation. The UK also co-funded and organised a workshop for Association of Southeast Asian Nations (ASEAN) countries to share best practice and support the implementation and ratification of the BBNJ Agreement in the Philippines in November 2023. The UK is supporting a Commonwealth Secretariat project to provide technical assistance on implementation and ratification to smaller Commonwealth countries.</p>

answer text <p>The UK is currently contributing funding towards a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) study on the conservation and trade in rosewood tree species but does yet not have an assessment of rosewood timber exports. We have robust mechanisms in place through the UK Timber Regulations (UKTR), which prohibit the placing of illegally harvested timber and timber products on the GB market and require operators - those first placing timber products on the market - to exercise due diligence. Those who trade in timber and timber products after they have been placed on the market are required to keep records of who they buy timber products from and any traders they sell them to. This enables timber and timber products to be traced.</p><p> </p><p>The primary objective of the UKTR is to tackle illegal logging and to create a demand for legally harvested timber. Implementing the Regulations enables the protection of forests around the world, supporting the Government’s ambition to lead the world in environmental protection, end extreme poverty, and be at the forefront of action against global climate change.</p><p> </p><p>The requirement to exercise due diligence under UKTR does not apply where a valid CITES permit accompanies the timber.</p><p> </p><p>Rosewood species (Dalbergia and Guibourtia spp.) are listed on the CITES Appendices and so most rosewood timber imports into the UK will need a valid permit. Permit applications are assessed on a case-by-case basis by the UK CITES Management Authority, which will only issue permits if it has been possible to determine that the specimens to be imported were legally acquired and sustainably harvested.</p><p> </p><p>The Government provides grants to a wide range of stakeholders to contribute to the protection of endangered wild species, including tackling illegal wildlife trade in West Africa, through the Biodiversity Challenge Funds. While these do not address rosewood in West Africa specifically, this has included empowering communities to protect their forests by the Society for the Conservation of Nature of Liberia, and supporting Royal Botanic Gardens Kew to monitor and halt illegal timber trade through DNA barcoding in Gabon and Congo (Brazzaville).</p><p> </p><p>Further information on these examples and other projects supported by the Biodiversity Challenge Funds can be found at the websites of the Darwin Initiative and the Illegal Wildlife Trade Challenge Fund.</p>

answer text <p>As set out in the Government’s Women’s Health Strategy, improving care and support for women experiencing menopause symptoms is a priority for the Government. Helen Tomlinson has been appointed as the Government’s first Menopause Employment Champion and is working with employers to increase understanding of menopause in the workplace and support for women. In October 2023 Helen published a report, No Time to Step Back, which provides guidance to help recruit, support and retain women experiencing the menopause and stop women considering giving up their employment.</p><p>The Government has also launched a new online only space for guidance on the Help to Grow website, providing businesses, large and small, with the resources they need to help educate their organisation and workers about the menopause.</p><p>In the 2023 Autumn Statement, the Government published the response to the Occupational Health: Working Better consultation and set out plans to imminently set up an expert group to support the development of a voluntary minimum framework for quality occupational health provision. The voluntary framework will take account of existing initiatives that support those with health conditions and disabilities in the workplace and aims to set out the minimum level of quality occupational health provision that employers can adopt to help employees return to work from sickness absence, and prevent health-related job loss.</p><p>The Government also announced that it will identify longer-term options to build multidisciplinary workforce capability in work and health, building on existing work with the sector and exploring opportunities for businesses and providers to improve support for their employees. The Occupational Health Workforce Expansion Funding Scheme launched in July 2023 funds doctors and nurses to undertake occupational health training courses and qualifications with 99 Doctors and Nurses funded as part of the first round of applications.</p><p>In terms of frontline health workers, a key focus of the NHS England National Menopause Care Improvement Programme is the development of a retention programme for the National Health Service workforce, which is looking at how best to support menopausal staff and line managers in NHS settings. In November 2022, NHS England launched Supporting our NHS people through menopause, a guidance document developed for NHS line managers and colleagues. They have launched two e-learning packages, for general guidance and occupational health colleagues, and are developing one for human resources and line managers. A health and wellbeing app, Shiny Mind, is available to the nursing workforce, and launched a menopause specific section in November 2023.</p>

answer text <p>The UK Government introduced new legislation through the Environment Act to tackle illegal deforestation in UK supply chains. Recent research estimates that around 70% of global tropical deforestation for commercial agriculture between 2013 and 2019 was conducted in violation of national laws.</p><p> </p><p>The Government announced further details of our Forest Risk Commodities regulations at COP28 in December. The new law will make it illegal for larger organisations, with a global annual turnover of more than £50m, to use key forest risk commodities produced on land illegally occupied or used. Initial secondary legislation will focus on four commodities identified as key drivers of deforestation: cattle products (excluding dairy), cocoa, palm oil and soy.</p><p> </p><p>Organisations in scope will also be required to undertake a due diligence exercise on their supply chains and to report on this exercise annually. To ensure transparency, information about businesses' due diligence exercises will be published.  Businesses in scope that do not comply with these requirements may be subject to fines and other civil sanctions. The secondary legislation required to operationalise the Environment Act provisions will be laid as soon as parliamentary time allows.</p>

answer text <p>In January 2021, and in conjunction with the Social Partnership Forum, NHS England developed and published a national Violence Prevention and Reduction Standard. This supports employers in their efforts to provide a safe and secure working environment for National Health Service staff, with a focus on risk management, training and support for those impacted by incidences of violence or aggression.</p><p>£8.4 million has been invested into the ambulance service sector to explore the efficacy of body worn cameras in reducing violence and abuse. All ambulance trusts are now trialling cameras and an independent evaluation is underway with a final report expected towards the end of 2024.</p><p>In 2022, the Government legislated through the Police, Crime, Sentencing and Courts Act to double the sentence for assaults on emergency workers to a maximum of two years.</p><p>We do not currently have a national mechanism to assess the levels of violence and aggression in the NHS on staffing levels. NHS employing organisations have a duty of care to support the health and safety of their staff and they do collect data on incidents. This is used to inform local strategies for reducing and dealing with violence and aggression.</p><p>The NHS Staff Survey does ask questions relating to incidences of violence, harassment, and abuse. The 2022 NHS Staff Survey indicated that 14.7% of NHS staff have self-reported that they had experienced at least one incident of physical violence from patients, service users, relatives, or other members of the public in the last 12 months.</p>

This has been repeatedly raised by both the PM and the Foreign Secretary with PM Netanyahu. The safety of humanitarian personnel and healthcare workers in Gaza is critical to enable aid to reach those who need it most. answer text <p>The Boiler Upgrade Scheme provides upfront grants to support the installation of air source heat pumps, ground source heat pumps and biomass boilers in individual properties. Ground source heat pumps attached to a shared ground loop are eligible, where the system capacity does not exceed 45kW.</p><p> </p><p>We are working with industry and local authorities to develop new heat networks and improve existing ones, including through an additional £530m to extend the Heat Network Transformation Programme to 2028, and introducing heat network zoning in 2025 to identify areas where heat networks are expected to be the lowest cost solution for decarbonising heat.</p> more like this

answer text <p>Female Genital Mutilation (FGM) is a form of violence and a human rights violation. We support a comprehensive approach to eliminating FGM that includes prevention and access to services, supported by the right laws and policies. Some National Assembly members in the Gambia have expressed a desire to repeal the ban on FGM. We have raised this with the Gambian Government, including the Foreign Minister, and with development partners. We provide funding to the UN Joint Programme for the Elimination of FGM, which operates in the Gambia. The programme works with governments to put in place viable national response systems, policies and plans for banning FGM, as well as empowering mothers, students and teachers to champion FGM elimination. We also work with NGOs who support and empower women and girls in the Gambia, including Wassu Gambia Kafo and Biniti Period.</p> more like this

Pedelecs and other forms of e-cycle which do not comply with the Electrically Assisted Pedal Cycle regulations need to be registered, insured and taxed as a motor vehicle, and the rider will need an appropriate driving licence and will have to wear an approved motorcycle safety helmet. answer text <p>The Armed Forces have entry Medical Employment Standards against which potential adolescent recruits are assessed. These permit entry of individuals with a history of depression or anxiety if they meet specific, medically approved criteria. These individuals are not medically downgraded; they are considered medically fit for enlistment.</p><p>The Army delivers training and education to instructors on how to prepare recruits for coping with stressful situations and to understand not only the technical and physical needs of recruits, but also their psychological and social needs. There are enhanced welfare support facilities in all Basic Training locations, with both Army and external agencies able to offer advice and support outside the Chain of Command. answer text <p>The Army Foundation College (Harrogate) (AFC(H)) does not employ an on-site counselling psychotherapist. There is a Wellbeing Support Officer nested within the College welfare team, who is a trained counsellor. Additionally, the Women’s Royal Volunteer Service operate a walk-in service to allow Junior Soldiers to talk to someone outside the military, and a Child and Adolescents Mental Health Services nurse is embedded within the Medical Centre Primary Care Team.</p><p> </p><p>There is no periodic report that consolidates the activity of the various support networks listed above, but any Junior Soldier who has presented as a cause for concern will be discussed at the Commanding Officer’s Monthly Case Review to ensure the right level of support is offered.
