At the Africa Climate Summit (4-6 September) the Minister for Climate and the Environment, The Rt Hon Andrew Mitchell MP, reaffirmed the Government's commitment to spend £11.6 billion on international climate finance, with approximately 40 per cent of this being spent on Africa. answer text
The Government is supporting landlords by helping tenants to pay their rent, and has brought forward a significant economic response, including support for business to pay staff salaries through the furlough scheme, which has been extended to March.

As made clear in our COVID renting guidance to tenants and landlords, tenants who are able to pay rent must continue to do so. Where landlords find themselves in coronavirus-related hardship, mortgage lenders have agreed to offer payment holidays of up to six months, with applications now open until 31 January 2021.

Housing possession claims are able to be actioned through the courts and we have worked with the judiciary to introduce new court arrangements to ensure appropriate protection for all parties. Listing is a matter for the judiciary but they will prioritise the cases that represent the most strain on landlords such as anti-social behaviour and extreme rent arrears. The Government believes this strikes the right balance between prioritising public health and supporting the most vulnerable renters, whilst ensuring landlords can access and exercise their right to justice for the most serious cases.

answer text
The Government has established an unprecedented package of support throughout the COVID-19 pandemic which is supporting renters to sustain tenancies and continue paying rent. As with all policy making, this is informed by a range of data sources.

This comprehensive package includes a range of support for businesses to pay staff salaries, including through the furlough scheme which has now been extended to March. We have also strengthened the welfare safety-net with over £9 billion boost to the welfare system, including an extra £1 billion to increase Local Housing Allowance (LHA) rates so that they cover the lowest 30% of market rents. For those renters who require additional support, there is an existing £180 million of Government funding for Discretionary Housing Payments made available this year, an increase of £40 million from last year and which is for councils to distribute to support renters with housing costs.

The Department does not currently hold information on the scale of rental losses.

answer text
The Self-Employment Income Support Scheme (SEISS) has been a generous support to many but we have tried to target it at those who need it most. The SEISS has a maximum £50,000 threshold for average trading profits and a requirement to earn more than 50% of your income from self-employment.

The self-employed are very diverse and have a wide mix of turnover and profits, with monthly and annual variations even in normal times, and in some cases with substantial alternative forms of income too: for example, those who had more than £50,000 from trading profits in 2018-19 had an average total income of more than £200,000. Around 95 per cent of those with more than half their income from self-employment in 2018-19 could be eligible for this scheme.

As previously announced, new, clearer eligibility criteria have been introduced for the third SEISS grant to ensure it will only be available to self-employed traders who intend to continue to trade and, due to COVID-19, are either facing reduced demand or are temporarily unable to carry out their business. Full guidance on the eligibility criteria will be published in due course, before the scheme opens.

The Government has acknowledged that it hasn’t been able to support everyone in the exact way they would want. Those ineligible for the Self-Employment Income Support Scheme (SEISS) Grant Extension may still be eligible for other elements of the unprecedented financial support available. This includes Bounce Back loans, tax deferrals, rental support, mortgage holidays, self-isolation support payments and other business support grants.

answer text
This Government is determined to tackle unfair working practices. As announced in the Queens’ Speech, we will bring forward an Employment Bill in due course, to make workplaces fairer, and provide new protections for those in low-paid work and the gig economy.

An individual’s employment rights – such as the right to the National Minimum Wage - are determined by their employment status (employee, worker or self-employed). Employment law doesn’t cover self-employed people in most cases because they are their own boss and are responsible for the success of their own business.

We recently announced an extension of the Self-Employment Income Support Scheme to continue to support self-employed individuals who are experiencing reduced demand or cannot trade due to the effect of coronavirus.

We are increasing the overall level of the grant to 80% of trading profits covering November to January for all parts of the UK. This provides equivalent support to the self-employed as we are providing to employees through the government contribution in the Coronavirus Job Retention Scheme.

This is £7.3 billion of support to the self-employed through November to January alone, with a further grant to follow covering February to April. This comes on top of £13.7 billion of support for self-employed people so far, one of the most comprehensive and generous support packages for the self-employed anywhere in the world.
