	answer	answer is ministerial correction date of answer 27/01/2016 answer text <p>With pressure from the United Kingdom and other Member States, the European Union (EU) has mobilised considerable funding to support the international response to the refugee crisis – including within Europe, and to tackle the root causes of migration and displacement in the Middle East and North Africa.</p><p>Within Europe, the UK is working to ensure that all tools are being used to support the humanitarian response to the refugee crisis, and that the donor effort is well coordinated through the Civil Protection Mechanism. Alongside this, the UK's support for refugees and migrants during the Mediterranean migration crisis has reached nearly £55million. This money is focused on providing life-saving assistance and protection to vulnerable people rescued at sea or in transit.</p><p>In the Middle East and the North Africa, the EU is a leading donor in the response to the Syria crisis with over €5 billion of total budget mobilised by the European Commission and Member States collectively in humanitarian, development, economic and stabilisation assistance. The UK has been at the forefront of this, pledging over £1.1 billion, our largest ever humanitarian response to a single crisis. The UK will continue to work with the UN and others to develop its plans for Syria following a national settlement of the conflict.</p><p>In Iraq, the International Community is currently funding the UNDP’s Funding Facility For Stabilization which provides support for immediate repairs to housing, schools and utilities. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>We welcome the recent Chatham House paper, and note the report’s concerns over alleged Assad regime interference in the delivery of humanitarian aid, including the risk of diverting aid for military and political purposes.</p><p> </p><p>Our aid contribution in Syria is targeted towards those most in need and distributed, impartially, in line with humanitarian principles. On this basis, our partners do work in regime-controlled areas. However, DFID does not work directly with the Assad regime, and our programmes have a range of safeguards in place to mitigate the risks of regime interference and aid diversion.</p><p> </p><p>These measures include independent third-party monitoring of programmes and tight financial controls, which include requiring our partners to record and provide detailed information and evidence about the use of funds. The UK is clear that all parties to the conflict must commit to a ceasefire, ensure unconditional humanitarian access, and return to political talks. All parties to the conflict must do all they can to prevent any further loss of life, including by respecting their obligations under International Humanitarian Law, and engage with the UN and humanitarian community. This is essential to ensure aid can reach those in need and to allow for civilians, including refugees and migrants, to be immediately evacuated to safety.</p><p> </p><p>The UK has announced a contribution of £1 million to the UN Flash Appeal. This includes funding to the World Health Organisation to deliver life-saving medical care, and funding to the UN Office for the Coordination of Humanitarian Affairs to improve humanitarian access for agencies on the ground. The UN Central Emergency Response Fund (CERF) has released $2 million to provide life-saving assistance to civilians caught up in the fighting, including vulnerable migrants and refugees. 	answer	answer is ministerial correction date of answer 25/11/2014 answer text <p>We assist the residents of Shatila and eleven other refugee camps in Lebanon by providing funding to international Non-Governmental Organisations and to the United Nations Relief and Works Agency (UNRWA), the coordination agency for humanitarian assistance to Palestinian refugees in Lebanon and the region. We have committed £133.7 million for humanitarian activities in Lebanon to date and are the third largest bilateral donor to UNRWA.</p><p> </p><p> </p><p> </p><p>UK funding provides cash to help urban refugees rent private sector accommodation. This moderates the numbers of refugees in camps and eases the pressures of overcrowding. To improve safety and security in camps we are supporting projects to address the causes of security challenges and respond to them when they arise. Medical care for camp populations is mostly provided through UNWRA. UNRWA spends 18% of its budget on healthcare provision and runs 27 health clinics for the refugee population offering services both in camps and in the urban environment. Our assistance to refugees in Lebanon forms part of wider UK action in the region. Since the onset of the Syria crisis the UK has committed £700 million for humanitarian activities in Syria and neighbouring states.
