As the Debt Relief Champion for Somalia, we have helped unlock almost $2 billion of investments from the World Bank since 2020, strengthening Somalia's economy by improving the business environment, building critical infrastructure and improving access to finance. Since 2022, the UK has committed £47.5million to the African Union Transition Mission in Somalia (ATMIS), which has played a key role in supporting Somalia's security from the threat posed by al-Shabaab. Since 2013, a number of measures have been introduced to ensure this equivalence. This includes people in contact with the justice system being a part of the CORE20+5 initiative to reduce health inequalities, as well as identifying areas for service improvement across the detained estate.</p><p>In 2020, NHS England and the Ministry of Justice introduced the Inclusive Workforce Programme, which has been designed to support regional commissioners with recruitment and retention across the health and justice workforce. This included a national benchmarking exercise to ensure that actions taken by the regions and services are informed by data and included the development of career and competence frameworks for all roles within prison healthcare, including online courses introducing people to the career options available in this setting.</p><p>The Inclusive Workforce Programme has recently undertaken a range of online events to promote and help address a range of recruitment and retention issues. There is also currently a marketing campaign being developed, under the larger ‘We are the NHS’ recruitment campaign, targeting student nurses to encourage them into prison healthcare services. Prison Service Instruction 64/2011 on “Rules and guidance for prison staff on managing prisoners who are at risk of harm or death, or who may be a risk to others” provides overarching guidance on prison safety and supports the prevention of suicide in prisons, including through our case management approach for prisoners at risk of suicide and self-harm. The instruction sets out mandatory actions and guidance for staff, emphasising the importance of individualised support, multi-disciplinary teamwork, and identifying and addressing an individual’s risks, triggers and protective factors.</p><p>In addition, we are phasing in refreshed safety training for staff which includes suicide and self-harm prevention. In partnership with Samaritans, we have developed a suicide prevention learning tool, designed to give staff more confidence in engaging with prisoners who may be at risk of suicide. We have developed guidance on supporting someone who is self-harming, drawing on existing good practice and guidance from the NHS and third sector. This has been distributed nationally, helping to up-skill staff around the subject of self-harm and outline the importance of providing tailored, meaningful support.</p><p>We know the risk of suicide can be higher for prisoners in the early days of custody including for those held on remand. Mandatory actions and guidance for staff on the early days in custody includes the requirement to assess all prisoners of any risk that they might harm themselves on arrival. We are aware that there are British nationals, including children, in IDP (Internally Displaced Persons) camps in north east Syria. Meanwhile, the UK supports asylum-seekers through other means: between 2016 and September 2022, we resettled more than 26,000 individuals via refugee resettlement schemes – the third highest number in the world after the United States and Canada, and more than any other European country. answer	answer is ministerial correction date of answer 14/11/2022 answer text <p>HM Government recognises that light pollution may have an impact on people and wildlife, affecting their health and wellbeing, as well as the environment. Through the 25 Year Environment Plan, we have committed to reducing all forms of pollution, including light pollution. Defra works with colleagues across HM Government whose policy areas affect the use of artificial light.</p><p> </p><p>The National Planning Policy Framework makes clear that planning policies and decisions should limit the impact of light pollution on local amenity. This is supported by guidance which emphasises the importance of getting the right light in the right place at the right time, which helps local planners and developers to design in ways that avoid glare and intrusion.</p><p> </p><p>Decisions around lighting and reducing light pollution in towns and cities are best taken by local authorities within their specific context. HM Government has put in place a range of measures to ensure that light pollution is effectively managed through the statutory nuisance regime which means that, under the Environmental Protection Act 1990, local authorities have a duty to investigate complaints about light emitted from premises which could constitute a nuisance or be harmful to health and have powers to take action where there is a problem.</p><p> </p><p>The management of street lighting in towns and cities in England is the responsibility of local highway authorities, which have a duty under Section 41 of the Highways Act 1980 to maintain the public highways in their charge, including street lighting.
