star this property answer text <p>The structure of rail freight access charges is a matter for the Office of Rail and Road (ORR). As part of the periodic review process for 2018 (PR18) ORR is carrying out analysis looking at the impact of any changes to charges, including their potential to divert freight onto the road network. ORR consulted on the high level options for changes to the structure of charges in December 2016.</p><p> </p><p>Government published its Rail Freight Strategy, in collaboration with industry in September 2016. The Rail Freight Strategy set out a framework for enabling the sustainable long-term growth of the industry and highlighted the growth potential in key sectors such as intermodal (containers). The strategy recognised the important environmental and economic benefits of rail freight and signalled the Government’s ambition to support greater modal shift over the long term. It is important that impacts of any changes to access charges on the freight sector are carefully considered to support the aim of the strategy.</p><p> </p><p>The Department for Transport will continue to support ORR’s work to develop appropriate track access charges for freight in CP6 (2019-2024) including by understanding the overall impacts of any changes on the industry.</p><p> </p>

We have made no estimate of the proportion of lorries, buses, and coaches that are fitted with diesel particulate filters. Reduction in airborne particulate has clear public health benefits. Some 29,000 premature deaths are estimated to occur each year as a result of airborne particulate, and poor air quality has health costs estimated at £15 billion annually for the UK.</p> more like this

The Department has amended the MoT testers' manual so as to include a visual check to confirm that a diesel particulate filter is present where one was fitted as standard by the vehicle manufacturer. There is evidence, for instance that biodiesel blends produce slightly less particulate matter, in general, than do pure petroleum-based diesel fuels. We would not, however, expect the differences in rates of particulate formation between fuels meeting the statutory requirements of the Motor Fuels (Composition and Content) Regulations, and meeting the EN 590 industry standard to affect the operation of diesel particulate filters.</p> more like this

star this property answer text <p>We have made no specific assessment of the impact of low quality fuels since all fuel supplied for road vehicles has to comply with the Motor Fuel (Composition and Content) Regulations, and these requirements are set in order to reduce the environmental impacts of vehicles.</p><p> </p><p>In practice, all producers supply fuel that also meets the EN 590 (Diesel) or EN 228 (Petrol) industry standards. The Composition and Content Regulations, and the standards, have been revised over time, most notably to remove lead from petrol and to ensure that all road fuel is effectively sulphur-free. There should be little difference between the air quality emissions from vehicles running on fuels that meet the statutory and industry standards.</p> more like this

This will be specified and managed by Northern and the rolling stock company involved. As the Noble Lord may be aware, the Northern Direct Award is for 22 months – from February 2016 a new franchise competition winner will be running services on this franchise.
