The Government’s responsibility for delivering dementia research is shared between the Department of Health and Social Care, with research delivered by the National Institute for Health and Care Research (NIHR), and the Department for Science Innovation and Technology, with research delivered via UK Research and Innovation.</p><p>In 2022/23, the most recent year we have data for, we estimate that total Government spend on dementia research was £96.9 million. Spend is dependent on the number and quality of applications received, as well as the volume of research that requires infrastructure support, therefore research spend can only be calculated retrospectively after the end of the financial year.</p><p>The Government is making significant progress towards meeting the commitment and has instigated momentous new programmes of work, for instance investing almost £50 million over five years into the NIHR’s Dementia Translational Research Collaboration Trial Network, which will expand the United Kingdom’s early phase clinical trial capabilities in dementia, speeding up the development of new treatments. A new Clinical Trials Delivery Accelerator focused on dementia was also announced in the Autumn Statement 2023, with up to £20 million of funding to help innovation reach National Health Service patients even faster. There is now more than £120 million of committed funding to the mission, which will be invested into three key pillars. The first pillar centres on biomarkers and experimental medicine, and will receive £50 million of the funding for the mission, with the intention of securing match funding from industry partners. As part of this pillar, Innovate UK launched a Small Business Research Initiative competition, with the aim of accelerating innovations in clinical biomarker tools and technologies for dementia, where organisations could apply for a share of £6 million of funding out of the allocated £50 million. These technologies will enable the discovery, validation, and implementation of a suite of decision-enabling biomarkers to help transform clinical trials and precision therapies. The competition closed on 4 September 2023, and the recipients awarded a portion of the £6 million will be announced soon.</p><p> </p><p>The second pillar will focus on clinical trial infrastructure and innovation, with two recently announced initiatives to support its delivery. The first of these initiatives is the National Institute for Health and Care Research’s Dementia-Translational Research Collaboration Trials Network, with almost £50 million of funding over five years. This will expand the United Kingdom’s early phase clinical trial capabilities for dementia, speeding up the development of new treatments. The second initiative is the Clinical Trials Delivery Accelerator, focused on dementia, also named the Dementia Accelerator. This was announced in the Autumn Statement 2023, in response to Lord O’Shaughnessy’s independent review into commercial clinical trials in the UK, with up to £20 million of additional funding.</p><p> </p><p>The third pillar will be focused on end-to-end implementation, specifically on aligning translational research, clinical practice, and regulatory frameworks to prepare health-systems for new dementia medicines. Regulation will provide a standardised framework of governance and assurance for clinical practice and professional conduct, to enable anaesthesia associates (AAs) and physician associates (Pas) to make a greater contribution to patient care.</p><p> </p><p>The assessment of the appropriate regulatory body for PA and AA regulation was completed in 2019 following a public consultation. Most respondents to the consultation were in favour of the General Medical Council (GMC) taking on regulation.</p><p> </p><p>Regulation by the GMC will mean that the organisation will have responsibility and oversight of doctors, AAs and PAs, allowing them to take a holistic approach to the education, training and standards of all three roles. We have already introduced legislation to extend compulsory microchipping to cats in England from 10 June 2024. The new legislation is intended to increase the likelihood that lost or stolen pet cats can be reunited with their keeper.</p><p> </p><p>The Government launched a Pet Theft Taskforce in May 2021 in response to concerns about a perceived increase in pet theft during covid restrictions. The Taskforce published its findings and recommendations in September of that year, including the creation of a specific offence. We are making improvements to the cat and dog microchipping regime in England in line with the taskforce’s recommendations.</p><p> </p><p>The Honourable Member for Southend-West introduced a Pet Abduction Bill on 6 December and I welcome her interest in improving animal welfare. This commitment is then applied locally, considering local priorities, through local Green Plans. NHS England also collaborates with NHS Supply Chain to increase availability of reusable products and supports local NHS organisations through the publication of guidance and resources to help with implementing changes.</p><p>As an example, the NHS has set out ambitions to expand existing walking aid refurbishment schemes. These will be the same as the current 30 hours offer for 3 and 4-year-olds.</p><p> </p><p>The free childcare entitlements for the children of working parents are not within the definition of ’public funds’ in the Immigration and Asylum Act 1999 or the Immigration Rules. However, there are requirements in the Childcare (Free of Charge for Working Parents) (England) Regulations 2022 for the parent, or one of the parents, not to be subject to immigration control, which means that where both parents have no recourse to public funds, they will not be eligible for the entitlements.</p><p> </p><p>Parents with no recourse to public funds are, however, able to access the 15 hours free early education entitlement available for all 3 and 4-year-olds and, if eligible, 15 hours free early education for disadvantaged 2-year-olds. In September 2022, the department extended eligibility for the 2-year-old entitlement to disadvantaged families who have no recourse to public funds. Women’s health hubs will play a key role in improving care for common gynaecological and urogynaecological conditions, with care for endometriosis outlined as a core service within the women’s health hubs.</p><p>Community diagnostic centres (CDCs) also play an important part in tackling the backlogs of people waiting for diagnostic tests, which includes checks, tests, and scans for patients on gynaecological pathways, including those with endometriosis. As of October 2023, there are 135 CDCs currently operational which have delivered over five million additional tests since July 2021.</p><p>The elective recovery plan set clear ambitions to eliminate long waits for planned National Health Service treatment. The overall vision is to eradicate waits of longer than a year for elective care by March 2025. We are making good progress on tackling the longest waits; in July 2022 the NHS virtually eliminated waits of over two years and have since worked hard to reduce the number of patients waiting more than 18 months by over 90%, since the September 2021 peak.</p><p>The NHS will triage patients waiting for elective care, including surgeries, through three key stages. Firstly, through clinical prioritisation, ensuring the order in which patients are seen reflects clinical judgement on need. From June 2022 to September 2023, over 26,500 FibroScans were delivered through the pilots, and 8% of people scanned have already been enrolled into liver surveillance programmes. The programme is being delivered across 19 areas by Hepatitis C Operational Delivery Networks to FibroScan patients at high risk of cirrhosis or advanced fibrosis, utilising 40 FibroScan machines.</p><p>NHS England is reviewing existing liver diagnosis pathways as part of its wider diagnostic transformation work, to determine what the best approach should be to identify patients at an earlier stage of liver disease, through a liver pathway starting in primary care and involving pathology labs and CDCs. It also applies to those without status, many of whom may not be in touch with the Home Office.</p><p> </p><p>The Home Office’s Chief Statistician wrote to the Office for Statistics Regulation on 3 July 2020 to explain why the Home Office does not feel that it is of practical application to produce an estimate of the total population subject to NRPF present in the UK at any one time. His letter can be found at: https://osr.statisticsauthority.gov.uk/correspondence/response-from-daniel-shaw-to-ed-humpherson-parliamentary-question-response/.</p><p> </p><p>To note, 30 hours’ free childcare is not considered a ‘public fund’ for immigration purposes. These 15-hour entitlements primarily benefit the child and their educational development and outcomes. While there are some benefits to parents in reduced childcare fees, this is not the main purpose of these entitlements. The Q4 2023 price cap of £1,834 has more than halved compared to the Q1 2023 price cap which stood at a high of £4,279. The National Health Service is determined to continue to invest in training opportunities and the development of career paths for the whole workforce. The LTWP set out that training places for anaesthesia associates (AAs) will increase to 250 by 2028/29. This will support our ambition to increase places to 280 a year by 2031/32.</p><p>We strongly recommend that employers only consider recruiting AAs who are on the AA Managed Voluntary Register (MVR) which is currently held by the Royal College of Anaesthetists (RCoA). Those recorded in the category of ‘Other absences’ can include staff on Medical Appointments, Restricted Duties, Phased Return, Secondment, Maternity leave, Jury Service, Official Duty, Parental Leave, Suspension, Bedwatch, working at a different grade, time off in lieu and remote working.</p><p>We have taken a series of measures to increase the prison workforce. Despite a challenging labour market, the 12 months ending 30 June 2023 saw an increase of 701 Full Time Equivalent Band 3-5 prison officers. This means we now have 4,000 more prison officers than in March 2017. We are committed to recruiting up to 5,000 prison officers across public and private prisons by the mid-2020s.</p><p>We recently increased the pay of the vast majority of frontline officers by 7 per cent. The inspectorate’s report was published on 18 October 2022. It can be viewed here: <a href="https://www.justiceinspectorates.gov.uk/hmiprisons/inspections/hmp-pentonville-6/" target="_blank">HMP Pentonville (justiceinspectorates.gov.uk)</a>.</p><p>Following consideration of matters highlighted in the recently published report by the prison’s Independent Monitoring Board, HM Prison and Probation Service has scheduled a Living Conditions Audit to be undertaken at HMP Pentonville and will be able to report its findings in due course.</p><p>HM Prison and Probation Service carries out a programme of audits across the prison estate, to ensure adequate operational standards are being maintained within individual establishments. 	answer	answer is ministerial correction date of answer 20/10/2023 answer text <p>Mental health services at HMP Pentonville are continuously assessed through peer review, quality visits by the healthcare provider Practice Plus Group in conjunction with NHS England (London Region) and internal auditing procedures. Quarterly assurance meetings take place between NHS England and Practice Plus Group.</p><p> </p><p>Mental health services at the prison were revised as part of New Models of Care in 2022, a pan London remodelling of prison healthcare services with the aim of improving patient safety, enhancing responsiveness to patient need and ensuring that services available met the needs of patients in prison. The New Models of Care have been fully embedded into the new healthcare contract at HMP Pentonville, which commenced in May 2023.</p><p> </p><p>In addition, the prison had a full HM Inspectorate of Prisons and Care Quality Commission inspection in July 2022 which made one recommendation in respect of mental health waiting times for initial assessment. A subsequent Independent Review of Progress visit in March 2023 found that reasonable progress had been made against this recommendation.</p><p> </p><p>The healthcare team at HMP Pentonville has a dedicated patient engagement lead who conducts regular patient focus groups to gain an understanding of the views of the patient group, in respect to quality and availability of services.
