It is specifically for in work claimants and linked to earnings to incentivise work, and those in work to earn more. Universal Credit has a single taper of 63 per cent so payments reduce in a transparent and predictable way as earnings increase. Universal Credit is a means tested benefit, and income other than earnings, such as pensions, is taken fully into account in the assessment of Universal Credit. This is consistent with how legacy means tested benefits such as Employment and Support Allowance, Jobseeker’s Allowance and Income Support treat pension income. We announced on 7 October that Government would invest £1 million in a second pocket parks programme to create new parks and also provide support to maintain and improve existing parks to help bring existing parks back into safe and regular use.</p><p>The Government will shortly be publishing a prospectus, inviting bids for funding from across the England. The Government will maintain this comprehensive approach. This funding is in addition to the £1.4 billion of condition allocations already provided this year to those responsible for maintaining school buildings.</p><p> </p><p>A calculation tool will be published by December that will enable schools to estimate their own allocation. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>We have not estimated the number of homes that would be built on a local authority basis, following the abolition of the Housing Revenue Account borrowing cap. We estimate that nationally, local authority delivery will increase to around 10,000 homes per year. Local authorities in South Yorkshire, and elsewhere, are able to use their new borrowing freedom to start building new homes to meet the needs of their communities immediately. We want to see them seize this opportunity and build a new generation of council housing.</p><p>In respect of the additional £2 billion of grant funding for Affordable Housing from 2022 to 2029, it is not possible to determine the distribution across regions until bids have been approved. Homes England do publish allocations data on the current 2016-2022 Affordable Homes Programme outside of London. As of March 2018, 1,361 affordable homes have been allocated grant funding in South Yorkshire.</p><p>Local authorities in South Yorkshire were successful in securing £5.8 million of Housing Infrastructure Fund (HIF) Marginal Viability Funding, which will unlock up to 730 homes. The final funding amounts are subject to a funding clarification process that is currently underway. We are currently working with Sheffield City Regions Combined Authority to develop their HIF Forward Funding bid. The Framework sets out the necessary skills across three tiers. Tier 1, knowledge for roles that require general awareness of learning disabilities; Tier 2, knowledge and skills for roles that will have some regular contact with people with a learning disability and Tier 3, knowledge and skills for those providing care and support for people with a learning disability. Training should be provided in line with this Framework.</p><p> </p><p>Health Education England (HEE) is currently producing eLearning materials to support Tier 1 learning disability awareness training. This free online training will be available to all staff in 2019. HEE also uses a workforce development fund to support the ongoing development of staff, with spending focused on priority areas, including staff working with people with learning disabilities and or autism.</p><p> </p><p>All nurses receive learning disabilities training as part of their pre-registration education. Curricula are set by individual education providers, to standards set by the professional regulators. Since April 2015, newly appointed health care assistants, including those who will provide care and support to people with learning disability have been undergoing training as part of the national implementation of the Care Certificate. The Care Certificate equips new staff with the knowledge and skills which they need to provide safe, compassionate care across a range of areas, including the care of people with a learning disability. Medical education and training includes developing understanding of, and competency in, supporting people with a learning disability, as required in the curricula for medical training approved by the General Medical Council.</p><p> </p><p>In the Government’s response to the learning disabilities mortality review programme report, which we published on 12 September 2018, the Department and its partner organisations committed to a series of actions to increase uptake of learning disability training, including a commitment to consult on mandatory learning disability training for health and care staff, which will conclude by the end of March 2019. It is investing £1 billion in grassroots sport in England between 2012-2017. About half of this, £493 million, is being invested in national governing of bodies of sport which work in all regions of England. Sport England also awards grants directly to sports clubs and projects through a range of specific funds according to the strength of applications received and evidence of local need. The Government has implemented all of the recommendations of the ‘Fighting Fit' report, written by the now Minister for International Security Strategy the Under-Secretary of State for Defence, (Dr Murrison). These include structured mental health assessments at routine and discharge medicals; access to military Departments of Community Mental Health for six months after discharge; tailored NHS mental health services; funding for the Combat Stress 24 hour Mental Health Helpline; and the introduction of the Big White Wall, providing mental health wellbeing services to serving personnel, their families and veterans.<br><br>The Veterans Information Service makes contact with recent service leavers to make them aware of mental health and other support available in the community. <br><br>For serving personnel, the Defence Medical Services (DMS) have introduced a range of measures to identify issues at the earliest possible opportunity. These include pre-and post-deployment briefing and the availability of support, assessment and (if required) treatment, both during and after deployments, as well as peer-group mentoring through Trauma Risk Management. Away from deployed operations, our mental health services are configured to provide community-based mental healthcare in line with national best practice, through both unit-based primary health centres and our network of 16 military Departments of Community Mental Health across the UK (plus centres overseas). Inpatient care, when required, is available through a contract with a group of eight specialist NHS Trusts across the UK. HMCTS does not, however, hold data on the number of child witnesses who give evidence via video link/recording.</p><p> </p><p>Video recording of initial evidence known as ABE (Achieving Best Evidence) is appropriate for some child witnesses; this is undertaken by the Police and can be played at trial.</p><p> </p><p>In December 2013, a pilot commenced of S.28 of Youth Justice and Criminal Evidence Act 1999, a special measures provision allowing the Cross Examination of eligible witnesses' evidence to be recorded in advance of the trial. Control is exercised through listing which is a judicial function. Where appropriate, special measures, including the use of an intermediary, are identified through the process of case management and used by the court to support children who give evidence. 	answer	answer is ministerial correction date of answer 14/07/2014 answer text <p>From 1 October 2014 the Ministry of Justice will require robust data from the grant recipient for the Homicide Service.</p><p> </p><p>The grant recipient will be required to provide (subject to refinement during the grant period) data on outcomes achieved in relation to all those supported: including improvement to the quality of their lives and ability to cope with normal activities during and following support provision.
