The decision itself is made by DWP staff not the HCP. Those decisions can be changed at both Mandatory Reconsideration (MR) and appeal.</p><p> </p><p> </p><p>Statistics on Employment and Support Allowance Work Capability Assessment (WCA) outcomes are published quarterly.
