answer text <p>The European Union Act 2011 does not apply to the exercise of competence already conferred on the EU within the existing EU Treaties, which includes the enactment of EU measures such as directives or regulations within existing areas of European Union competence (the one exception is a decision under Article 352 TFEU, which requires an Act of Parliament). The normal Parliamentary scrutiny arrangements continue to apply to proposals for EU legislation.<br><br>The proposals in the draft Passenger Name Records Directive (PNR) do not transfer further areas of competence to the European Union. In triggering the JHA opt-in, the PNR <br>Directive was however subject to the enhanced parliamentary scrutiny arrangements, including debates in both Houses in March 2011 prior to the decision that the UK should participate in the measure.</p><p> </p> more like this

answer text <p>In order to address the systemic risk posed by UK banks, Parliament has legislated, via the Banking Reform Act 2013 (BRA), for such action to be taken through structural separation. This Act is to be implemented by the Prudential Regulation Authority. In the context of the ongoing negotiations on the proposed EU regulation for Bank Structural Reform, the Government is working to ensure that the BRA is maintained and that any other impact on UK banks is proportionate and kept to a minimum. It is the Government’s firm belief that banks should be supervised at the national level as local supervisors are best placed to understand the specificities of the national economy and its financial stability concerns. This is a critically important dossier for all Member States, in particular given the direct application of an EU regulation.</p><p> </p> more like this

The information we have received from the Ukraine Ministry of Defence states that the APCs will be used by two battalions operating in the Anti-Terrorist Operation area (ATO), and by airmobile units for reconnaissance and general patrolling. We are aware that the Ukrainians are also considering converting some of the APCs for use as “Medevac vehicles.” more like this

answer text <p>We have always been clear that defence is a national, not an EU, responsibility and that there is no prospect of that position changing and therefore no prospect of a European army. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), made clear NATO’s primacy in European Defence at the December 2013 European Council and we will continue to underline this with EU Partners and Institutions as we look towards the June European Council stocktake on CSDP. <br><br>NATO is the bedrock of the UK’s defence and a leading instrument of our national security. The NATO Summit in Wales showed that the Alliance is strong and united, reaffirming the centrality of NATO to European and global security.</p> more like this

answer text <p>Mr Juncker's statement was not approved by the EU Member States. The UK remains firmly opposed to centralised EU command or control over military forces, which remains a Member State competence, and has successfully kept the EU focused on strengthening its co-operation with NATO which holds primacy in defence matters.</p><p> </p><p>The Prime Minister made this clear at the December 2013 European Council where strengthened EU-NATO partnership was agreed to be one of the key deliverables. It will be raised again as a fundamental agenda item at the June 2015 European Council where EU Member States will look for ways to further enhance collaboration between the two institutions.</p><p> </p><p>The Government's views on this matter have been consistent and transparent and any attempt to form an 'EU army' would be blocked by the UK.
