answer text <p>We are supporting rural homes and homes off the gas grid through targeted energy efficiency schemes including the Energy Company Obligation (ECO) and Home Upgrade Grant. The Home Upgrade Grant delivers energy efficiency upgrades to low-income households living in the least energy efficient homes off the gas grid.</p><p> </p><p>The Warm Home Discount scheme provides low-income and vulnerable households across Great Britain, including rural areas, with a £150 rebate off their winter energy bill.</p><p> </p><p>This year, low income or vulnerable rural households may also be in receipt of the £900 Cost of Living Payment which is being paid across three instalments.</p> more like this

answer text <p>The UK places great value on the role of the Council of Europe (CoE) in advancing work on human rights, democracy and the rule of law across Europe. International partnerships provide a significant contribution towards regional stability and local democracy and the UK Government welcomes such activity between communities. For example, since 2018, we have worked with local authorities to build partnerships between the UK and Italy focussed on sharing best practice on integration and supporting newly arrived migrants. In March 2019, the UK and French Governments brought together elected Leaders and Mayors from cities, towns and regions across our countries at the inaugural UK-France Mayors' summit in London. This initiative strengthened existing partnerships between towns and cities in France and the UK, and provided a platform for local leaders to share solutions to modern day challenges.</p> more like this

answer text <p>The security of the UK’s telecoms networks is of paramount importance. The Government has undertaken a comprehensive review of the telecoms supply chain to ensure the security and resilience of 5G and fibre in the UK. The Review, published in July, set out the Government’s priorities for the future of telecommunications and proposed the introduction of a new, strengthened security framework for telecoms</p><p>The Review also considered the use of high risk vendors in UK telecoms networks. High risk vendors never have been and never will be in the UK’s most sensitive networks. A decision on the use of high risk vendors in the UK telecoms networks will be made in due course following a robust assessment of the risks</p><p>The UK is not considering options that would put at risk the UK’s national security or intelligence sharing. The Government continues to work closely with the US and other international partners on the issue of telecoms security.</p> more like this

answer text <p>​The remarks made by the Special Rapporteur on the situation of human rights in North Korea are deeply troubling. Limited availability of official data from the North Korean government makes comprehensive analysis of their expenditure on agriculture and its weapons programmes difficult. However, outside observers estimate that the DPRK spends a disproportionately large amount of its GDP on its military and illegal weapons programmes. It is abundantly clear that years of failed economic policies by the DPRK government are to blame for the current humanitarian situation. We have made clear on many occasions our concern at the DPRK government’s appalling human rights record and its failure to allocate its resources to the needs of its people. We urge the North Korean government to put its people’s needs before the development of illegal weapons programmes.</p> more like this
