answer text
As I said to the House at Committee Stage for the Safety of Rwanda (Asylum and Immigration) Bill on 19 February, Noble Lords will be aware that we have provided Rwanda with £220 million as part of the economic transformation fund and £20 million as an advance credit to pay for operational costs in advance of flights commencing. The spend on the MEDP with Rwanda so far is £240 million.

We anticipate providing another £50 million in the next financial year. This is not new but follows the same arrangement from 2022.

Rwanda did not ask for money to sign the treaty, nor did we offer it. However, it is right and proper that there is funding to reflect the additional costs in the future. The Government are already committed to disclosing further payments made as part of the economic transformation fund and the per-person relocation costs as part of the department’s annual accounts in the normal way.

During the debate, I committed to write to the Noble Lord Purvis on this matter, and the letter will be published in the House library in due course.

answer text
The UK notes the abuse of migrants and refugees in Libya and the inhumane conditions in detention centres. The Independent Fact-Finding Mission on Libya is assessing human rights abuses and violations in detention centres. The UK co-sponsored the renewal of the Fact Finding Mission's mandate in July. We continue to urge the interim Government of National Unity to take steps to end the exploitation and abuse of migrants and to implement a better functioning system that respects human rights. We support the UN's call for detention centres across Libya to be closed, and call on all parties to engage with the UN and the humanitarian community so that all migrants and refugees can be evacuated safely in accordance with international human rights law.
more like this

This will require strong evidence from licence holders to demonstrate that the effects of climate change have been thoroughly evaluated and can be managed over the lifetime of stations.

The Environment Agency and the ONR would not allow a site to be built or to operate if they judged that it was not safe to do so.

answer text
From September 2020, it will be compulsory for all primary schools to teach relationships education and for all secondary schools to teach relationships and sex education. Health education will be compulsory in all state-funded schools. These subjects directly support the government’s ambitions to end discrimination against women and girls.

Pupils will be taught about stereotypes, consent, mutual respect, management of conflict, sexual violence and laws relating to sex, relationships and young people in an age-appropriate way.

The department’s careers strategy is clear that positive steps are being taken to tackle gender stereotypes in schools. For example, we are exploring how to close the gender divide in science, technology, engineering and mathematics (STEM) across educational and professional routes, such as through STEM apprenticeships and the new T levels.

We are funding gender balance programmes in physics and computing which aim to identify practical interventions that schools can implement to improve girls’ participation in these subjects. We are also funding research that will help us to better understand what works to improve girls’ mathematics and physics A-level participation.

Friend the Member for Bournemouth East (Mr Ellwood), issued a statement on 5 October condemning the announcement by Israel of plans to construct a new settlement near Shilo. The increased pace of settlement advancement, including moves to approve retroactively unauthorised settlement units and outposts, fundamentally calls into question Israel's commitment to the two state solution.
more like this

answer text
A non-EU citizen who holds a valid, genuine residence card issued under Article 10 of Directive 2004/38/EC, or a permanent residence card issued under Article 20, may enter the UK without a visa only where they are joining or accompanying their EU national family member to the UK. This applies only to Article 10 and 20 residence cards, which are issued to family members of EU nationals who are exercising free movement rights in a Member State other than that of which they are a national. Residence documentation issued by another Member State on any other basis under their domestic legislation does not exempt the holder from the requirement to hold a visa to enter the UK.
more like this
