<p>In recent correspondence with both the Home Secretary and Minister, the Home Office committed to conducting a joint review with Local authorities to ascertain cost and funding. The Home Office is consulting with Local Authori-ties on this and other subjects, but no estimate of cost has yet been made.</p>
