The success of this transition in normalising EVs on our roads means that it’s right to begin to bring electric vehicles into the motoring tax system, ensuring that all motorists start to pay a fairer tax contribution.</p><p> </p><p>Leveraging VED on EVs is not expected to significantly impact purchasing decisions. 	answer	answer is ministerial correction date of answer 16/07/2020 answer text <p>For purpose of the air quality Directive (2008/50/EC), DEFRA on behalf of the Government are the competent authority. In 2017 the Government published its Plan for Tackling Roadside Nitrogen Dioxide Concentrations (The Plan) which set out plans to achieve compliance as quickly as possible.</p><p> </p><p>Highways England is legally required, under the Infrastructure Act 2015 and its Licence, to comply with (or have due regard to) relevant Government policy, which includes the Government’s plans and policies on air quality, and has been commissioned by the Department for Transport (DfT) to deliver its part of The Plan. The Infrastructure Act also obliges Highways England to comply with DfT’s Road Investment Strategy (RIS). The current (second) RIS sets out DfT’s expectations for environmental outcomes to be in line with (but not limited to) The Plan, and sets key performance indicators in relation to air quality, including compliance with legal nitrogen dioxide limits as soon as possible. 	answer	answer is ministerial correction date of answer 19/03/2020 answer text <p>Vehicle manufacture is a global industry and consequently, there is no agreed approach that can be used to inform consumers of the comparative carbon footprint of the production of different vehicles. The Government does not currently have any plans to inform consumers about the comparative carbon footprint generated by different electric vehicles in their production. We expect the transition to zero emission motoring to be industry-led, supported by measures set out in our Road to Zero strategy.</p><p> </p><p>In 2018, the Department for Transport developed the Transport Energy Model. This was published alongside the Road to Zero strategy to provide a clear assessment of the relative environmental impacts of different road vehicle technologies and fuels. The Model showed that UK battery electric vehicles have substantially lower greenhouse gas emissions than conventional vehicles, even when accounting for the energy mix of the electricity to charge the battery, as well as the electricity used for battery production.</p><p> </p><p>Electric vehicle emission values are highly dependent on the electricity mix of the country in which the vehicle is charged, and the country in which the vehicle, battery, and other parts are manufactured. Emission values will also vary according to model type, car size, and miles driven.
