	answer	answer is ministerial correction date of answer 03/02/2023 answer text <p>The Government has commissioned studies to assess the impact of vehicle speed on emissions, for example undertaking a high-resolution emission modelling approach to understand changes in vehicle speeds and how it relates to emissions. The Department uses the best available evidence to model emissions in urban areas, including evidence linking vehicle speeds with emissions based on international guidelines. The evidence is that the factors influencing emissions are complex and the relative impact of vehicle speed, acceleration/deceleration and distance travelled (which are all related to journey times), will vary depending on the local situation.</p><p> </p><p>In addition, the Government’s Joint Air Quality Unit helps local authorities to calculate NOx emissions in their local areas using outputs from traffic models, which use a range of parameters including speed and distance travelled (which influence journey time) and the number of vehicles. Exhaust emissions contain a range of air pollutants such as carbon monoxide, nitrogen dioxide, and particulate matter. These can affect the air quality of the surrounding environment and the air we breathe. Emissions of nitrogen oxides have fallen by 45% and emissions of PM2.5 by 10% since that date.</p><p>The DVSA Market Surveillance Unit will continue to conduct a vehicle-emissions testing programme to monitor vehicle emissions performance and address non-compliance where identified.</p><p>Since 2015, there have been 134 manufacturer recalls or non-code actions involving a total of 1.85 million vehicles to amend or upgrade emissions systems. 	answer	answer is ministerial correction date of answer 15/11/2023 answer text <p>The consultation on when to end the sale of new non-zero emission L-category vehicles (including mopeds and motorcycles) was open to responses from 14 July to 21 September 2022 and supported by a thorough programme of stakeholder engagement with stakeholders. The Department is now in the process of analysing the responses and will bring forward the Government’s response in due course.</p><p>The Government will consult on any future regulatory framework to deliver and enforce the end of sale dates for new non-zero emission L-category vehicles as is appropriate. The Government keeps all its regulations under review to ensure that they are fit for purpose and futureproofed.</p><p>The UK’s exit from the European Union has provided the opportunity for this country to develop its own regulatory approach to decarbonising its entire fleet of new road vehicles, which will help to support UK industry in the process. The proposed end of sales dates for motorcycles positions the UK as a world leader in decarbonisation, will drive innovation and create a market for zero emission L-category vehicles.</p><p>The Government considers the greenhouse gas emissions of all sectors to ensure that it meet the UK’s legally binding net zero targets by 2050.
