answer text <p>It is for State Parties to the Council of Europe Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment to authorise publication of reports from the Committee on the Prevention of torture (the Committee). answer text <p>We are monitoring the run-up to the 2023 presidential and parliamentary elections in Turkey on May 14 and are in regular discussion with the Turkish electoral authorities, the government, opposition parties and civil society groups. We have stressed the need for the elections to be carried out in a free and fair manner and will continue our dialogue with Turkey throughout the process. Following an invitation from the Turkish authorities and in accordance with its mandate, the Office for Democratic Institutions and Human Rights is deploying an Election Observation Mission to the 14 May 2023 general elections. We have no plans to sponsor independent observers.</p> more like this

answer text <p>We monitor the political and human rights situation in Tunisia closely. The UK Government has made its views clear, calling for space for legitimate political opposition, civil society and independent media in light of recent developments. On 18 April, the Minister of State for North Africa, Lord (Tariq) Ahmad of Wimbledon made clear the UK's view that the recent wave of arrests, including of Rached Ghannouchi, and restrictions on political opposition in Tunisia are eroding the space for plurality, urging the Tunisian Government to respect the principles and values of an open and democratic society. Lord Ahmad also reiterated this message during his meeting with the Tunisian Chargé d'Affaires on 23 February. The UK is a constructive partner to Tunisia, and we will continue to raise these important issues with the Tunisian authorities at every available opportunity.</p> more like this

answer text <p>We continue to review the Initiative to Solve the Syria Crisis, published by the Autonomous Administration of North and East Syria (AANES) on 18 April, and we recognise the importance of all voices, including Kurdish voices being included in the political dialogue about the future of Syria. Most recently, UK Government officials discussed the importance of all parties working together towards a peaceful solution to the Syria conflict with representatives from the Syrian Democratic Forces on 19 April. Ultimately, tackling the challenges in northeast Syria and across the whole country, without a political solution will be extremely difficult.</p> more like this

We follow events in Turkey carefully, particularly government moves to close down the People's Democratic Party (HDP), the lifting of immunity for its MPs, and the replacement of opposition mayors by state-appointed officials. While these decisions are for the Turkish Government, we expect Turkey to undertake legal processes fairly, transparently and with full respect for the rule of law.</p> more like this

answer text <p>We have long encouraged Turkey to work towards the full protection of fundamental rights. We are closely monitoring reports of the the widespread use of anti-terror legislation to silence critics of the state and encourage Turkey to ensure that all charges under the legislation are carried out in a proportionate and transparent manner.</p><p>His Majesty's Government has no locus to intervene in Turkish domestic legal cases but our Embassy in Ankara frequently monitors high-profile trials. We will continue to raise specific cases with the Turkish government and through the Council of Europe.</p> more like this

answer text <p>Conditional engagement, tied to UNSCR 2254, is more likely to advance the political process. Conditions in Syria do not currently allow for safe return of refugees. Previous regime 'amnesties' have not been reliable. Genuine progress on arbitrary detention, missing persons and the justice sector would help to establish conditions to enable returns. While we welcome increased humanitarian access following the February earthquakes and call for it to be sustained, we note that previous limits were due to regime and Russian obstruction.</p> more like this
