France supported the joint UK/Austria statement on Cameroon at the UN Human Rights Council in March 2019 which called for safe, rapid and unhindered humanitarian access to affected populations and for the establishment of an inclusive political dialogue to address the root causes of the conflict. We will continue to discuss developments in Cameroon with international partners, including France, to encourage and support efforts to resolve the crisis. We welcome the recent visit by the UN High Commissioner for Human Rights and the Government of Cameroon's reported openness to working with the UN to address the severe humanitarian and human rights situation. It is imperative that urgent action is now taken by the Government of Cameroon, with the support of regional partners and the wider international community, to prevent further escalation of the crisis. That is why the Prime Minister appointed me as her Special Envoy on Freedom of Religion or Belief. The UK regularly raises this topic through Ministers, our diplomatic network and at the Human Rights Council. In recent years we have seen reports of a particular rise in the persecution of Christians. The Foreign Secretary launched the independent review of FCO support for persecuted Christians on 30 January. The Review is led by the Bishop of Truro. It will map levels of persecution and discrimination against Christians around the world, and provide robust recommendations on how the FCO can respond. The Bishop has now submitted his interim report and will submit his final report in the Summer.
more like this

answer text
We are gravely concerned by the escalation in military action by Russia and the Syrian regime in Idlib. We are appalled that civilian infrastructure has been hit, including 24 health facilities, and by reports of civilian casualties and mass displacement. We are using public statements, diplomatic relationships and international fora, including the UN Security Council, to increase the pressure on all parties to end the violence, return to the ceasefire agreed in September 2018 and abide by their obligations under international humanitarian law. Through the Conflict, Stability and Security Fund, the UK is supporting innovative new technology that provides civilians in Idlib with early warnings of airstrikes in order to save lives. We also continue to support international efforts to document violations of international humanitarian law being committed in Idlib.
more like this

Our support includes teaching a broad range of counter terrorism investigation and analytical skills. We call for his immediate release and for the legitimate demands of Sudanese people to be respected. Violence must not be used, including against opponents.

The UK continues to engage with a range of opposition, members of the protest movement as well as the Transitional Military Council (TMC). The UK, alongside Troika partners Norway and the US, has called for all sides to engage in an inclusive dialogue that leads to a swift, orderly and peaceful transition to civilian rule. On 4 June in a joint Troika statement, we condemned the recent violent attacks by Sudanese security forces against peaceful protestors in Sudan which left many civilians dead or injured. We also expressed serious concern over TMC's announcement that it would cease negotiations and called for an agreed transfer of power to a civilian-led government.

On 6 June, the Minister for Africa summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express our grave concerns at the use of violence against civilians by the Sudanese authorities. The UK has called for the human rights of all Sudanese people to be respected, and for the resumption of the political process leading to an agreed peaceful transfer of power to a civilian-led government, as demanded by the Sudanese people. We will continue to engage with all sides to support a settlement that works for all Sudanese people.

As part of these interactions our Ambassador to Khartoum met the Deputy Chair of the Transitional Military Committee, Mohamed Hamdan Dagolo ("Hametti"), on April 15 to call for steps to improve the situation in Sudan; a swift move to a civilian transitional government; and, the release of all political detainees. Our Ambassador also expressed concerns at the past role of the Rapid Support Forces. We have been consistent in public and in private that there must be accountability for the crimes committed by members of the former regime. We condemn the violent attacks by Sudanese security forces against peaceful protestors in Sudan last week, which left many dead or injured. answer text
We welcome ASEAN's engagement on this issue through their Humanitarian Assistance Centre. However, we remain deeply concerned that the conditions for safe, voluntary and dignified returns in line with UNHCR principles are not in place. The UK has been clear, as has the UN Security Council, that before repatriations start, Myanmar must create the conditions in Rakhine to allow the Rohingya to return safely, voluntarily and with dignity. Refugees must have full access and independent information about conditions in areas of return and arrangements for repatriation.

We have publicly called for the removal of restrictions that withhold citizenship from individuals who are not from a community recognised by the Myanmar authorities as a 'national race', such as the Rohingya. The UK has supported the recommendations of the Rakhine Advisory Commission's to reform the 1982 Citizenship Law and urges the Myanmar government to fully implement them.

The UK co-sponsored the resolution at the UN Human Rights Council which set up the Fact Finding Mission in March 2017. This has since found that there may be sufficient grounds for prosecuting senior Myanmar military officials for crimes against humanity. The UK also to secure a resolution which established a mechanism to collect and preserve evidence of atrocities for future prosecutions. We continue to press the Myanmar authorities to ensure its domestic accountability process is independent, credible and results in prosecutions.

answer text
We are concerned by Israel's decision not to extend the mandate for Hebron's international monitoring mission. The mission has been in Hebron for over 20 years and fulfilled an important role in reducing tensions in the city between Israeli settlers and Palestinian communities. Our Ambassador to Israel raised our concerns over this decision with the Israeli authorities on 29 January. The former Minister for the Middle East discussed our concerns with the Israeli Ambassador to the UK on 31 January and in a tweet on 2 February.
more like this

answer text
The UK plays a leading role in the development and implementation of sanctions in the EU and the UN. Sanctions are always used as part of a broader political strategy and are designed to change, coerce or send a political signal regarding particular behaviour(s). Whilst linking behaviour change explicitly to sanctions can be challenging, we have some evidence to suggest that sanctions on individuals can lead to their removal from positions of power and reduce their ability to carry out harmful actions. Collective sanctions through the UN or EU, for example the sanctions against the GRU officers who carried out the attack in Salisbury last year, also send a strong political signal that the EU condemns their behaviour.
more like this

answer text
The report produced by the Transitional Justice Working Group is deeply troubling. While we have no means to verify its specific claims, many North Korean defectors have told consistent stories of having witnessed summary executions and extra-judicial killings, and have described this practice as widespread. We utterly condemn the use of summary executions.

We will continue to raise with North Korea our concerns over its arbitrary use of the death penalty and the wider human rights situation in the country, in international fora and through our Embassy in Pyongyang and the North Korean Embassy in London. Our long standing policy is to oppose the death penalty in all circumstances as a matter of principle, and we continue to be a strong supporter of the UN General Assembly Resolution for the moratorium on the use of the death penalty.
more like this
