This means that a UC claimant that contributes to either type of pension will, automatically (where employers report the information correctly), have their UC entitlement calculated on their taxable pay, after their pension contribution. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Data showing the proportion of the standard allowance which is being used to repay a Universal Credit (UC) advance which: (a) taken out an advance at a 40 per cent deduction rate and have been unable to pay back that advance within 12 months, (b) taken out an advance at a 40 per cent deduction rate and (c) taken out the maximum available advance at a 40 per cent deduction rate could only be supplied with analysis which would incur disproportionate cost to the Department.</p><p> </p><p>The maximum amount of a UC advance a claimant can access is subject to them being able to repay it over 12 monthly payments at a rate of no greater than 40 per cent of their standard allowance (this will be reduced to 30 per cent from October 2019). However, there are reasons why the advance repayment may not be taken or may be taken at a lower amount from a claimant in any given month, such as:</p><p> </p><p>a. If they have insufficient Universal Credit left in payment, after reductions such as earnings, capital yield and other income are taken into account, then a reduced repayment will be taken or none at all, depending on the amount of UC payment they have left.</p><p>b. If they have a Fraud Penalty or Conditionality Sanction, the repayment of the advance will stop until these end.</p><p>c. If they experience an unexpected financial hardship then they can request a deferral of up to 3 months, during which time they will not make any advance repayments.</p><p>d. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Information is available via Gov.uk regarding the Department’s complaints procedure and what steps people can take if at any stage they disagree with the response they have received from the Department.</p><p>If after following the Department’s complaints procedure a claimant remains unsatisfied with the Departments final response, they can ask the Independent Case Examiner (ICE) to review the Departments handling of the complaint.</p><p>If the claimant is unhappy with the response they receive from ICE we would then advise the claimant to contact their Member of Parliament (MP) to request the complaint is sent to the Parliamentary and Health Service Ombudsman for further review.</p><p>In addition, the Department will respond to all complaints regarding current Policy/Legislation providing a full explanation of the Policy and how it is applied. However, if the claimant disagrees with the actual Policy/Legislation rather than its application they may be advised to contact their local MP to raise their concerns.</p><p><a href="https://www.gov.uk/government/organisations/department-for-work-pensions/about/complaints-procedure" target="_blank">https://www.gov.uk/government/organisations/department-for-work-pensions/about/complaints-procedure</a></p><p>Prior to the roll-out of Universal Credit Full Service in their constituency, both Ministers and Service Leaders (formally District managers) wrote to each Hon. Member. The letter explained the implicit consent arrangements for MPs and also provided the telephone number and email address of the Service Leader in the constituency, so that MPs can contact Service Leaders if there are urgent constituent cases that need attention. This is the best route to raise issues on behalf of constituents and works well because MPs’ offices can establish local relationships.</p><p>We have recently written to hon. Members to confirm named contacts and local telephone numbers to allow local constituency related Universal Credit cases to be raised directly. There is insufficient evidence from previous programmes, to show young people furthest from the labour market are adversely affected by payment by results requirements of employment programmes. For example, the extensive independently run Work Programme evaluation (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/425081/rr892.pdf) suggested that there was not a significant amount of variation in the level of support received and in general most participants were happy with the support they received. Published statistics suggest that job outcome rates were similar by age, indicating diverse groups of people can benefit from this provision.</p><p>Helping young people who are furthest from the labour market is a priority and the department has a variety of support to which we refer young people. 18 to 21 year olds who are in the all work requirements group take part in the Youth Obligation Support Programme which is now in every Jobcentre in Great Britain. Working with young people the Jobcentre can assess the particular need of the young person and then refer them to the most appropriate place. For example, sector-based work academies last for up to 6 weeks and have elements of work experience, short training and a guaranteed interview for a real apprenticeship or other job. Claimants can access up to 100% of the total expected monthly award, which they can pay back over a period of up to 12 monthly instalments. In the Autumn Budget 2018, we announced that from October 2021, the repayment period for these advances will be extended to 16 monthly instalments.</p><p> </p><p>A budgeting advance is available for one off unexpected financial events that the claimant is unable to meet and is repayable over a period of up to 12 monthly instalments.</p><p> </p><p>The latest available data shows in the 12 months between March 2018 and February 2019 around 840,000 claims received a new claim or benefit transfer advance. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>Universal Credit new claim advances provide access to a payment for those in financial need, which can be accessed on the same day, until their first payment is due. Claimants can access up to 100% of the total expected monthly award, for which they can pay back over a period of up to 12 months. From October 2021, this maximum repayment period will be extended from 12 to 16 months.</p><p> </p><p>The Department ensures claimants are made aware of their maximum advance entitlement and informed that their Universal Credit award will be adjusted over the relevant recovery period to take into account the advance of benefit they received.</p><p><strong> </strong></p><p>There were 1,046,000 claims made to Universal Credit during January to December 2018 which went into payment. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The Department recognises the importance of safeguarding the welfare of claimants who have incurred debt. Under Universal Credit there is a structured approach to deductions from benefit, which simplifies the complex arrangements that exists within legacy benefits. From October 2019 the maximum rate of deductions from a claimant’s standard allowance will be reduced from 40% to 30%. From October 2021 we are increasing the recovery period for advances from 12 to 16 months, further supporting those in financial need.</p><p> </p><p>If a claimant considers that they are facing financial hardship because of the amount that is being deducted from their Universal Credit award, they can ask the Department to consider reducing their deductions. Furthermore, work coaches can pause some repayments in certain circumstances to ensure they are manageable. The Limited Capability for Work (LCW) addition is no longer payable on new claims to Universal Credit (UC) since 3rd April 2017.</p><p> </p><p>Figures for the number of claims paid in full on time is subject to fluctuation. This particularly effects the figures for LCW in the first assessment period which are subject to change.</p><p> </p><p>Claimants in the Limited Capability for Work and Work Related Activity (LCWRA) group may not receive their additional element within the first assessment period due to the additional element being calculated based on the outcome of their Work Capability Assessment (WCA) which, due to the need for medical evidence and assessment, may not be complete by the end of the first assessment period.</p><p> </p><p>Claimants who naturally migrate to UC from Employment and Support Allowance, and are currently receiving the LCW / LCWRA addition, will continue to receive it on their UC claim from day 1 as long as there has been no break in their claim and they have declared the same health condition when they moved across to UC.</p><p> </p><p>UC payment timeliness has continued to improve during its rollout, we are also continually introducing improvements to its design, for example most recently, by making childcare and housing verification easier.
