star this property answer text <p>​We welcomed the Fact Finding Mission’s (FFM) final report of March which drew a clear conclusion of reasonable grounds to believe a toxic chemical, likely molecular chlorine, was used as a weapon. On 28 May the Organisation for the Prohibition of Chemical Weapon Director General confirmed all evidence and views were considered in preparing the FFM report. The Technical Secretariat stands by the findings and we continue to have confidence in both our own and the FFM’s conclusions about this attack.</p> more like this

star this property answer text <p>​The UK has full confidence in the expertise and methodology of the Organization for the Prohibition or Chemical Weapons (OPCW) Fact Finding Mission (FFM). The OPCW Director General has confirmed that all evidence and views were considered by the FFM in reaching its conclusion on the incident in Douma on 7 April 2018. The final FFM report of 1 March 2019 concluded that there were reasonable grounds to believe a chemical weapons attack took place.</p> more like this

We have full confidence in both our own and the FFM's conclusions on the use of a chemical weapon in Douma on 7 April 2018. The Fact-Finding Mission draws on internal and independent external expertise as required in reaching its conclusions. The UK is not involved in that process and would not expect the Director-General to make such information publicly available.</p> more like this

star this property answer text <p>​The UK assesses that the Syrian regime was responsible for a chlorine attack in Douma in April 2018. The Organisation for the Prohibition of Chemical Weapons (OPCW) Fact Finding Mission (FFM) produced a thorough and clearly evidenced report, which concluded that an attack using chlorine took place. The use of chlorine as a chemical weapon is a breach of the Chemical Weapons Convention. We have confidence in the conclusion and the OPCW's methodology. The OPCW Director-General confirmed that that the OPCW Technical Secretariat took all views and evidence into account in reaching its conclusions on this incident.</p> more like this

star this property answer text <p>I refer the noble Lady to my answer of 7 January 2020 to questions HL24 and 26.</p><p>It is entirely a matter for the Organisation for the Prohibition of Chemical Weapons how it conducts its investigations and produces its reports. The noble Lady also asked about Mayday Rescue, which is an implementing partner for the Government's Conflict, Stability and Security Fund. We work closely with all our implementing partners, including Mayday Rescue, to ensure they meet the tests for spending public money; this includes by ensuring that audits are commissioned on at least an annual basis. All Government aid spending is subject to robust scrutiny to ensure it represents value for money for British taxpayers.</p> more like this

The Fact-Finding Mission concluded that a toxic chemical, likely chlorine, was used as a weapon. We have confidence in the report's methodology and conclusions.</p><p>The Director-General of the OPCW has confirmed that that the OPCW Technical Secretariat took all views and evidence into account in reaching its conclusions. The Director-General answered fully questions put to him at sessions of the United Nations Security Council in December 2020, May 2020 and November 2019.</p> more like this
