In 2018, those devolution arrangements were further strengthened in line with one of the recommendations of the Commission on Devolution in Wales (‘the Silk Commission’). In addition a Penalty Notice for Disorder can be issued to any offender over 18 years of age and the amount is currently £60.</p><p> </p><p>Prosecutions are a matter for the police and the courts. The government has provided a comprehensive support package for businesses. This includes measures to support workers through the Coronavirus Job Retention Scheme, and support to businesses through the Covid Corporate Financing Facility, the Coronavirus Interruption Loan Scheme and the Coronavirus Large Business Interruption Loan Scheme.</p><p> </p><p>We are engaging with the transport sector on a regular basis to understand the impacts of Covid-19 on their businesses and providing guidance on how to access the government’s business support schemes.</p><p> </p><p>On Friday 24 April the government announced a multi-million-pound support package for essential freight services, including up to £17 million for critical routes between Northern Ireland and Great Britain, up to £10.5 million for lifeline ferry and freight services to the Isle of Wight and the Scilly Isles, and further support for critical routes between Britain and the European mainland.</p><p> </p><p>The Secretary of State for Transport also confirmed that the Department for Transport has been working with the Northern Ireland Executive to develop a support package which will ensure passenger flights from Belfast and Derry-Londonderry to Great Britain are maintained during this Covid-19 response period. This will ensure that routes which are vital for those who need to travel remain open. The DVSA has a reduced workforce but will continue, as a major priority, to make tests available for those whose work is critical to the COVID-19 response, or who work in critical sectors such as health and social care.</p><p><strong> </strong></p><p>The DVSA is continually evaluating the current situation and is working closely with key stakeholders from the car, motorcycle and vocational industries to establish how to begin resuming its service of providing driving tests. Before practical driving tests are reintroduced, the DVSA will inform the driver training industry.
