	answer	answer is ministerial correction date of answer 02/02/2021 answer text <p>The 2017 UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations outlines how local authorities with persistent NO2 exceedances, identified using national modelling, must take robust action to improve air quality. We are working closely with these local authorities and making £880m of funding available to deliver compliance with NO2 levels as soon as possible.</p><p> </p><p>Local authorities are also required to review and assess local air quality. If their assessment shows that local pollution levels exceed local air quality objectives they must declare an Air Quality Management Area and develop an Air Quality Action Plan with the aim of reducing air pollution to within statutory limits.</p><p> </p><p>Local authorities have a range of powers to take action to reduce pollution from road vehicles, such as restricting car access around schools and enforcing anti-idling laws. In addition, Defra’s Air Quality Grant programme provides funding to local authorities for projects in local communities to tackle air pollution. 	answer	answer is ministerial correction date of answer 15/07/2021 answer text <p>Under the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002, local authorities already have powers to enforce anti-idling laws and issue fixed penalty notices (FPNs) to drivers leaving engines running unnecessarily.</p><p>The enforcement powers available to tackle vehicle idling are available to all local authorities, regardless of whether or not they have an Air Quality Management Area (AQMA). It is vital that these powers are used to help deal with local air quality issues where necessary and there are no plans to review these powers.</p><p>Within AQMAs, designated local authorities also have powers to carry out roadside testing of vehicle emissions to reduce pollution from road traffic. They can do this where any part of the area is designated as an AQMA in accordance with the legislation. The local authority must apply to the Secretary of State for Transport to be a designated local authority.</p><p>Since these powers became available, vehicle technology has moved on significantly. We have pledged a further £2.8 billion package of measures to support industry and consumers to make the switch to cleaner vehicles. This includes:</p><p> </p><ul><li>£582m to incentivise the uptake of ultra low emission cars, vans, motorcycles and taxis to 2022/23.</li><li>£1.3 billion to accelerate the roll out of charging infrastructure over the next four years, targeting support on rapid chargepoints on motorways and major roads, and installing more on-street chargepoints near homes and workplaces to make charging as easy as refuelling a petrol or diesel car.</li><li>Up to £1 billion to support the electrification of UK vehicles and their supply chains, including developing “Gigafactories” in the UK to produce the batteries needed at scale</li></ul><p> </p><p>Our grant schemes and the £400m Charging Infrastructure Investment Fund will see thousands more electric vehicle charge-points installed across the UK.</p><p> </p><p>Transitioning the new car and van market to ZEVs is vital if we are to meet our statutory commitment to net zero carbon emissions by 2050. The Government is going further and faster to decarbonise transport by phasing out the sale of new petrol and diesel cars and vans by 2030, and, from 2035, all new cars and vans must be zero emissions at the tailpipe. It is also the subject of rule 123 of the Highway Code, which drivers are required to learn and observe.</p><p> </p><p>Local Authorities, which are responsible for enforcement, are free to take other measures to discourage engine idling, including additional signage at specific locations.
