answer	answer is ministerial correction date of answer 07/10/2020 answer text <p>The Home Office does not hold this information centrally.</p><p>The Road Vehicles (Construction and Use) Regulations 1986 lay down certain requirements that all vehicles have to meet strict emission standards and be constructed and maintained so as not to emit any avoidable smoke. Since then, Highways England have been undertaking an extensive programme of air quality research, and have identified large barriers, overhanging part of the carriageway, as a potentially effective measure.</p><p> </p><p>Highways England have also developed an outline implementation programme. Emissions of nitrogen oxides have fallen by 45% and emissions of PM2.5 by 10% since that date.</p><p>The DVSA Market Surveillance Unit will continue to conduct a vehicle-emissions testing programme to monitor vehicle emissions performance and address non-compliance where identified.</p><p>Since 2015, there have been 134 manufacturer recalls or non-code actions involving a total of 1.85 million vehicles to amend or upgrade emissions systems. The Government’s role is to set the right framework for industry to bring forward the technologies to support this transition, and to encourage people to choose the cleanest vehicles. Price parity between conventional and ultra low emission vehicles, anticipated by many to be reached in the mid 2020s, will be a key factor.</p><p> </p><p>Given the many uncertainties in the adoption of new technologies, it is challenging to project progress against future levels of ambition. However, the Government actively tracks market developments and notes that ULEVs continue to increase their share of new registrations in the UK. In Quarter 3 of 2018, the number of plug-in grant-eligible cars registered for the first time in the United Kingdom was up by over 12% on the same quarter in 2017, and by 50% on the same quarter in 2016. The Driver and Vehicle Standards Agency’s (DVSA’s) Market Surveillance Unit conducts an annual emissions-testing programme to test vehicle emissions in the real world. Where testing identifies non-compliant emissions the DVSA works with the manufacturer to implement improvement plans.</p><p> </p><p>In 2018, the Government strengthened restrictions against the use of illegal emissions technology by passing legislation making it an offence for manufacturers to place motor vehicles on the market which contain prohibited defeat systems. answer	answer is ministerial correction date of answer 23/03/2020 answer text <p>The Department for Transport has not assessed the impact of recent changes to fuel prices on the uptake of Ultra Low Emission Vehicles (ULEVs). Fuel prices are one variable that can impact on Ultra Low Emission Vehicle uptake among many, including vehicle pricing, manufacturer supply, consumer demand for vehicles, infrastructure provision and the regulatory regime surrounding vehicles. Fuel prices are also volatile and short-term changes may not indicate a change in long-term prices. DfT regularly update long-term projections of ULEV uptake and take into account a wide range of variables, including the best available data on fuel prices produced by BEIS.</p><p> </p><p>The Government is investing £2.5 billion‎ to support the market for electric vehicles. Budget 2020 included £532m extra funding to keep the Plug-in Vehicle Grants for another three years, and favourable benefit-in-kind rates for zero emission vehicles extended out to 2025.
