answer text <p>Last year the government announced its intention to review how online advertising is regulated in the UK, looking at how well the current regime is equipped to tackle the challenges posed by developments in online advertising. <del class="ministerial">The interim report can be found here: <a href="https://www.gov.uk/government/news/cma-lifts-the-lid-on-digital-giants" target="_blank">https://www.gov.uk/government/news/cma-lifts-the-lid-on-digital-giants</a>.</del> <ins class="ministerial">The announcement can be found here: <a href="https://www.gov.uk/government/speeches/jeremy-wrights-statement-on-the-cairncross-review" target="_blank">https://www.gov.uk/government/speeches/jeremy-wrights-statement-on-the-cairncross-review</a>.</ins></p><p> </p><p>Currently, advertising in the UK is overseen by the Advertising Standards Authority (ASA), the industry’s independent regulator, which for online advertising enforces the Code of Non-broadcast Advertising and Direct &amp; Promotional Marketing (CAP Code) through a system of self-regulation. The CAP Code incorporates all relevant legislation, including consumer protection legislation, and sets standards for accuracy and honesty to which advertisers must adhere. This system operates independently of government.</p><p> </p><p>The remit of the ASA extends to the online promotion of products by celebrities, if the celebrity has been paid (including payment in kind) by an advertiser, and the advertiser exerts some form of editorial control over the resulting content. To guarantee compliance with the CAP Code in such cases, advertisers must ensure that endorsements are genuine, claims are accurate and advertising is clearly identified as such. The products themselves must also adhere to relevant regulation and standards.</p><p> </p><p>If the advertiser does not exert some form of editorial control over the resulting content, consumer protection legislation still applies and is enforced instead by the Competition and Markets Authority (CMA). The CMA works closely with the ASA in this area, and expects such content to clearly identify any commercial relationship and to have regard to the CAP Code.</p><p> </p><p>The Competition and Markets Authority recently investigated social media endorsements by influencers / celebrities to ensure that they were being clear to their followers, resulting in influencers / celebrities changing their practices. They also published a guide to help influencers and those working with them to understand how to comply with UK consumer protection law. <ins class="ministerial">Separately to this work, but complementary to the government's review of online advertising, the CMA is conducting a market study of online platforms and digital advertising, and published an interim report in December which can be found here: https://www.gov.uk/government/news/cma-lifts-the-lid-on-digital-giants.</ins></p>

answer text <p>The Government welcomes the RFL’s Dividend Report which demonstrates the valuable contribution that rugby league can have within communities. Rugby League is a fantastic example of how sport and physical activity can play a leading role in engaging people from every background.</p><p> </p><p>The Government’s <em>Sporting Future</em> strategy is explicit <del class="ministerial">that</del> that everyone, regardless of background, sex, age or level of ability should be able to engage in sport and physical activity as participants, spectators and in the workplace, and that sport and physical activity should be valued for the much broader positive impact it can have across a range of physical, social and economic outcomes. The strategy included a specific focus on engaging people from groups in society that have traditionally been underrepresented in sport and physical activity and who have the most to gain from getting more active.</p><p> </p><p>Government is directly supporting rugby league through more than £11m of Sport England investment in the Rugby Football League over 2017-21 and investment of up to £10m in rugby league facilities to help drive a legacy from the 2021 Rugby League World Cup.</p>

answer text <p>The Cricket World Cup final, semi-finals and matches involving home nations’ teams are listed under Group B of the Listed Events Regime. Events listed in Group B may have live coverage on subscription television provided that secondary coverage is offered to qualifying broadcasters.</p><p> </p><p>Coverage of women’s professional sport on free to air television has improved significantly in the last ten years, with the FIFA Women’s World Cup and Euro Championships, Women’s Rugby World Cup, cycling and tennis being regular fixtures on the BBC and ITV.</p><p> </p><p>We know that more can be done to improve equality in sports broadcasting. That is why we have just announced our proposal to add the Paralympic Games to the list and we have started the statutory consultation process to do that. We are also considering the addition of women’s only sporting events where the equivalent men’s only tournaments are currently listed, which we plan to consult on later in the year. This is to give equal recognition to disabled and women’s sports.</p>

As set out in the Online Harms White Paper the government will take action to tackle content or activity that harms users, particularly children.</p><p> </p><p>Companies will be required to take robust action to address harmful content, including self-harm content which encourages eating disorders. Services must respond quickly to identify and remove content which is illegal or violates terms of use, and act swiftly and proportionately when this content is reported to them by users.</p> more like this

answer text <p>Sunderland has a history as an internationally significant centre for shipbuilding. However, such was the pace of change in the shipbuilding industry that few structures survived. Doxford Gate sits in the path of a new inner ring road which will link the city centre to a new bridge across the River Wear. The site has been considered for statutory protection by listing, but it does not meet the national criteria. It is unfortunate that it appears that the Doxford Gate cannot be preserved, but I am pleased to report that I understand it is intended to re-erect the historic iron gates from the entrance nearby as a memorial to the shipyard.</p> more like this

answer text <p>The museum sector in England is vibrant and dynamic, and has an impact on a wide variety of social outcomes including education, health and wellbeing, community cohesion and social inclusion. Independent museums are an important and successful part of the museums sector: around half of the museums accredited by Arts Council England are independent. In addition, the Association of Independent Museums estimates that they are visited by over 9 million people annually.</p><p> </p><p>Over the last ten years, museums have received over £800m annually from public sources. DCMS supports museums through Arts Council England, the museum sector development agency. Arts Council England funds some independent museums directly as National Portfolio Organisations, as well as supporting many projects run by them through its grants programmes and strategic funds. It also funds Sector Support Organisations and Museum</p><p>Development organisations which can also assist independent museums. Independent museums are eligible for other public funding such as capital grants from the National Lottery Heritage Fund and support for permanent and temporary exhibitions through the Museums and Galleries tax relief introduced in 2017. The £4m 2018-20 round of DCMS/Wolfson Museums and Galleries Improvement Fund awarded 40% of its funding to independent museums.</p>

answer text <p>The United Nations Sports for Climate Action Framework and Declaration is a welcome voluntary initiative which encourages sports organisations to make their own contribution to the Paris Agreement goal of achieving a low carbon future. It is a matter for individual sports organisations themselves whether they wish to participate in the Framework and sign up to the Declaration. We welcome that both the All England Lawn Tennis Club and The Rugby League World Cup 2021 have done so. The Government is fully committed to the Paris Agreement, and since the year 2000 we have decarbonised our economy more quickly than any other country in the G20.</p> more like this

answer text <p>The sale of wearable GPS tracking devices, including where they are sold to assist with the care of dementia patients, is subject to UK consumer protection legislation. This legislation includes the Consumer Rights Act 2015 under which all goods and services must be of satisfactory quality and fit for purpose.</p><p> </p><p>In addition, all personal data collected by GPS devices is subject to the EU General Data Protection Regulation (GDPR) and the Data Protection Act 2018 which is regulated by the Information Commissioner's Office (ICO). This legislation provides that any data collected must be processed transparently, fairly and for legitimate purposes. Companies developing new technologies which are likely to result in a risk to the rights and freedoms of data subjects are also required to complete a Data Protection Impact Assessment before the processing begins. In these instances, the company will be required to consult the ICO if their assessment indicates the processing would result in a high risk in the absence of any mitigating actions.</p><p> </p><p>As GPS tracking is used for a wide range of applications, there are also some cases where other regulations may apply. For example, Section B of the Bail Act 1997 includes provisions in respect of electronic monitoring of people on bail.</p><p> </p><p>The Government is committed to supporting the responsible use of technology to improve people's lives, including supporting its use to help vulnerable people like dementia patients. The Medical Research Council, the Alzheimer's Society and Alzheimer's Research UK are jointly investing £290 million in the UK Dementia Research Institute at Imperial College London which looks at technology solutions that can assist people with dementia in their homes. Our Industrial Strategy also includes the Ageing Society Grand Challenge through which the Government will invest in the further development of technologies like Artificial Intelligence and the Internet of Things with the aim that people can enjoy at least five extra healthy independent years of life by 2035.</p><p> </p><p>The Government also recognises the importance of ensuring that regulation is able to keep pace as technology advances. On 11th June, we published our White Paper on Regulation for the Fourth Industrial Revolution. The White Paper confirmed that the Government will establish a Regulatory Horizons Council to identify the implications of technological innovation and advise the government on regulatory reform needed to support its safe introduction.</p><p> </p>
