	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>Local authorities are required to provide mainstream schools with sufficient funds to enable them to meet the additional cost of pupils with special educational needs and disabilities, up to the value of £6,000. This funding comes from the schools block of the dedicated schools grant. While authorities will identify a notional special educational needs (SEN) budget for each school within the school’s overall budget, that notional budget is not ring-fenced, and schools are expected to manage their overall budget to best meet the needs of all their pupils, including pupils with SEN.</p><p>When the costs of additional support required for a pupil with SEN exceed £6,000, the local authority should also allocate additional top-up funding to cover the excess costs. This top-up funding, and all funding for special schools comes from the local authority’s high needs budget. On 17 December 2018, we announced an additional £250 million in high needs funding across the current financial year and the next financial year, bringing Barnsley’s total high needs funding to £22.2 million in 2018-19.</p><p>In 2013, the schools and high needs budgets within the Dedicated Schools Grant were created. 	answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>​There were 2,133 Education, Health and Care (EHC) plans in Barnsley local authority in January 2019, a 15% increase on January 2018. Nationally an 11% increase was seen over the same period.</p><p>The number of EHC plans in Barnsley local authority is published in the Statements of SEN (special educational need) and EHC plans publication, available at: <a href="https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019" target="_blank">https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019</a>. The latest publication contains the current position at January 2019, and the number of new plans created in the 2018 calendar year. Data on the total number of EHC plans is not available by parliamentary constituency.</p><p>Like most local authorities, Barnsley has seen a significant increase in both the caseload of EHC plans and the number of requests for statutory assessment following the introduction of the special educational needs and disabilities (SEND) reforms. This funding comes from the schools block of the Dedicated Schools Grant.</p><p>When the costs of additional support required for a pupil with SEND exceed £6,000, the local authority should also allocate additional top up funding to cover the excess costs. This top-up funding, and funding for special schools, comes from the local authority’s high needs budget. In December 2018, we announced an additional £250 million in high needs funding across the current financial year and the next. Barnsley council is receiving £23.2 million for high needs this year, including its share of the £250 million, which amounted to £1.1 million.</p><p>In 2013, the schools and high needs budgets within the Dedicated Schools Grant were created.
