This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. The number of Crown Post Office which are either operational or closed throughout the UK is an operational matter for Post Office Limited. I have therefore asked Nick Read, the Group Chief Executive of Post Office Limited, to write to the hon Member on this matter. 	answer	answer is ministerial correction date of answer 24/02/2020 answer text <p>The Government is clear that anyone entitled to be paid the National Minimum Wage (NMW) or National Living Wage (NLW) should receive it. We are committed to cracking down on employers who fail to pay the NMW/NLW.</p><p> </p><p>The current law makes clear that anyone who carries out “work” for an employer is entitled to the NMW/NLW. Where HMRC enforcement officers identify that there has been an underpayment, including for breaches related to unpaid working time, they may issue a Notice of Underpayment instructing the employer to pay the workers the arrears they are owed, and a penalty of up to 200% of those arrears.</p><p> </p><p>In cases where the total arrears are over £500, the Government considers publicly naming the employer via the NMW Naming Scheme. 	answer	answer is ministerial correction date of answer 24/02/2020 answer text <p>We define scaleups using the OECD definition of high growth, i.e. an enterprise with a cumulative average annual growth in employees or turnover greater than 20 per cent per annum over a three-year period, and with more than 10 employees at the beginning of the period.</p><p> </p><p>Scaleups play an important role in the UK economy: they generate around 20% of all turnover in the economy and around 15% of employment, and Scale Ups can play a role in driving innovation. There is a backlog of some complex casework involving the creation of a new title, which account for 5% of applications.</p><p> </p><p>HMLR recognise that this situation needs addressing and are implementing plans to reduce the waiting times for those cases. HMRC follows up on every worker complaint it receives, even those which are anonymous. The Government publishes a regional breakdown of National Minimum Wage enforcement activity, including arrears and penalties, as part of the annual Enforcement and Compliance Report. The most recent report can be found <a href="https://www.gov.uk/government/publications/national-living-wage-and-national-minimum-wage-government-evidence-on-compliance-and-enforcement-2019?utm_source=c1be9ead-a906-4fe7-ba50-f499bf80967a&amp;utm_medium=email&amp;utm_campaign=govuk-notifications&amp;utm_content=immediate" target="_blank">here</a>.</p><p> </p><p>Caution is required when analysing Minimum Wage enforcement by geography. Enforcement data is reported based on employers’ details, not workers’. This means HMRC may identify arrears for workers who live outside of the immediate area where their employer is based.
