	answer	answer is ministerial correction date of answer 13/02/2020 answer text <p>The Prime Minister announced last week that we are consulting on bringing forward the end to the sale of new petrol and diesel cars and vans to 2035, or earlier if a faster transition appears feasible, as well as including hybrids for the first time. We are consulting on the Committee on Climate Change recommendation that any new vehicles sold after the phase out date must be zero emission at the tailpipe. We understand the concerns of low volume manufacturers and we will be engaging with stakeholders on a package of support allowing us to seize the opportunities and lead the world in the shift to zero emission vehicles.</p><p> </p><p>As part of this consultation, we are asking what the accompanying package of support will need to be to enable the transition and minimise the impacts on businesses and consumers across the UK, building on the significant demand and supply side measures already in place. 	answer	answer is ministerial correction date of answer 06/12/2018 answer text <p>Our mission is to put the UK at the forefront of the design and manufacturing of zero emission vehicles, and for all new cars and vans to be effectively zero emission by 2040. The Road to Zero Strategy sets out a clear pathway to zero emissions, to give clarity and certainty to both industry and motorists. By 2030 we want at least half of new cars sold, and as many as 70%, to be ultra low emission, alongside up to 40% of new vans. To achieve this, we are investing nearly £1.5bn‎ between April 2015 and March 2021, with grants available for plug in cars, vans, lorries, buses, taxis and motorcycles, and schemes to support charge point infrastructure at homes and workplaces and on residential streets.</p><p> </p><p>In July 2017, Defra published the UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations (NO2), setting out how we will achieve compliance in the shortest possible time, supported by a £3.5 billion investment into air quality and cleaner transport.</p><p> </p><p>Any assessment made on the effect of the introduction of E10 on the level of air pollution is a matter for the Department for Transport.</p> answering member constituency Watford answering member printed Richard Harrington question first answered 06/12/2018 16:03:24 answering member 4068 label Biography information for Lord Harrington of Watford

These tighten the existing target significantly for the average CO2 emissions a car manufacturer’s fleet can emit, down from 130g/km to 95g/km. If manufacturers do not meet this target then they face fines. As this is a fleet average target, manufacturers can make vehicles with emissions above the new 95g/km target providing they balance this out across their fleet with those that are lower than 95g/km. These targets reduce further in 2025 and 2030.</p><p> </p><p>(b) To incentivise people to switch to more environmentally friendly vehicles to improve air quality, the Government is investing nearly £1.5 billion‎ between April 2015 and March 2021 to support the transition to zero emission motoring and has put in place a range of grant schemes. We have put in place various grant funding schemes to assist with the up-front cost of purchasing eligible electric vehicles. Since the publication of the 2017 Plan, the Government has been working closely with Highways England (HE) on the delivery of their air quality programme of work. 	answer	answer is ministerial correction date of answer 02/02/2021 answer text <p>The 2017 UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations outlines how local authorities with persistent NO2 exceedances, identified using national modelling, must take robust action to improve air quality. We are working closely with these local authorities and making £880m of funding available to deliver compliance with NO2 levels as soon as possible.</p><p> </p><p>Local authorities are also required to review and assess local air quality. If their assessment shows that local pollution levels exceed local air quality objectives they must declare an Air Quality Management Area and develop an Air Quality Action Plan with the aim of reducing air pollution to within statutory limits.</p><p> </p><p>Local authorities have a range of powers to take action to reduce pollution from road vehicles, such as restricting car access around schools and enforcing anti-idling laws. In addition, Defra’s Air Quality Grant programme provides funding to local authorities for projects in local communities to tackle air pollution.
