star this property answer text <p>The BBC is editorially and operationally independent of the government, and trends relating to audience and viewership are a matter for the BBC.</p><p>The BBC’s Royal Charter requires the BBC to represent, reflect and serve audiences, taking into account the needs of diverse communities of all the UK nations and regions. It is for Ofcom as the BBC’s independent regulator to ensure the BBC complies with its Charter duties.</p><p>The BBC includes details on audience trends within their Annual Report and Trust Statement.</p><p>The Secretary of State and I have had constructive discussions with the BBC leadership, and have made it clear that the BBC needs to ensure it is more accessible, and representative of the people who pay the licence fee.</p><p> </p> more like this

star this property answer text <p>The government continues to explore the role of interoperable technologies, such as Open RAN (Radio Access Network), in the future of our telecommunications networks as part of the 5G Supply Chain <a href="https://www.gov.uk/government/publications/5g-supply-chain-diversification-strategy/5g-supply-chain-diversification-strategy" target="_blank">Diversification Strategy</a>, published in November last year. Open RAN is an emerging technology that promises efficiency, flexibility and scalability gains. Government’s commitments in this space include £15m of investment in SONIC Labs (the SmartRAN Open Networks Interoperability Centre), the £36m Future RAN Competition (<a href="https://www.gov.uk/guidance/future-ran-diversifying-the-5g-supply-chain" target="_blank">FRANC</a>), and the £1.2m NeutrORAN project in partnership with NEC in North Wales.</p><p>NeutrORAN is a project which aims to develop a multi-operator, ‘neutral host’ solution for 4G and then 5G in Wales; in Cefn Du and Menai Science Park (M-Sparc) in Ynys Môn (Anglesey). This style of deployment will enable a more cost efficient way to deliver capacity and coverage to underserved regions. NeutrORAN has been up and running since 2019 and has been extended up to March 2023.</p><p>There are also three FRANC projects in Wales, covering a range of key topics to develop power efficient, flexible, and scalable 5G Open RAN. The government is committed to the net zero agenda, and improving the power efficiency of Open RAN solutions was one of the priorities against which FRANC applicants were assessed. We look forward to seeing how those projects in Wales, and across the UK, advance the environmental credentials of Open RAN and push our networks towards carbon neutrality.</p><p>UK network operators are now beginning to deploy Open RAN solutions in the field. Notably, Vodafone has committed to deploy 2500 4G and 5G sites across Wales and the south west of England. Three sites in Wales are already live: Builth Wells, Powys; Pendine, Carmarthenshire; and Halkyn, Flintshire.</p><p> </p>

star this property answer text <p>My Department has a very active and engaged ‘Ability Network’ which champions the needs and abilities of people with disabilities in DCMS. The Network is sponsored by three Senior Civil Servant Champions at Deputy Director, Director and Director General level who help to promote awareness and remove barriers to inclusion. The Chairs benefit from a ‘business deal for networks’ which enables them to dedicate up to 10% of their time to network activity. Senior sponsors meet with the Permanent Secretary (who is the Civil Service Inclusion Champion for Disability) on a quarterly basis and the Network is represented in our Governance structures with a role on the People and Operations Committee which meets monthly. Visibility of the network is supported by our Internal Communications team with regular awareness raising activity including, most recently, a series of events and blog posts for Disability History month which took place in December.</p><p>I am proud that DCMS has achieved the highest level of Disability Confident accreditation which we will maintain through continuous improvement of our guidance and toolkits for disabled colleagues and their managers; and by taking forward an evidence based disability action plan which reflects best practice. As part of our commitment to be the most inclusive government department by 2025 we are undertaking a full review of the workplace adjustments process to ensure that adjustments are provided promptly and meet the required need.</p><p>DCMS has achieved the PAS 3000 British Standard for Smarter Working which is a key part of our inclusive culture. All staff have the right to request flexible working after 26 weeks’ of continuous service and we look forward to the outcome of the BEIS consultation to see if this can be reduced to a day 1 right. We also encourage staff to consider flexible working through our HR policies and we promote flexible working through internal communications and blogs. In addition, as part of our move to a hybrid working model, staff can request workplace adjustments, with one option to permanently work from home in certain limited circumstances.</p>

star this property answer text <p>The government is considering levelling the playing field between traditional broadcasters and on-demand streaming services to provide a fair competitive framework, and to give viewers confidence that equivalent standards are applied regardless of the technologies they choose to use.</p><p>The Department has engaged with a wide range of stakeholders including video-on-demand providers, broadcasters, Ofcom, and the British Board of Film Classification.
